The Government requires completion of capital disbursement for 3 National Target Programs in 2022

(Baonghean.vn) - Deputy Prime Minister Pham Binh Minh requested ministries and branches to urgently issue circulars and guidelines for the implementation of three national target programs; localities to quickly allocate capital and set a target of disbursing all funds in 2022.

On the morning of July 29, the Central Steering Committee for the National Target Programs for the 2021-2025 period held an online conference with localities on the results of the implementation of the National Target Programs in the first 6 months of the year and solutions for the last 6 months of the year; handling some difficulties and problems in the implementation process. Comrade Pham Binh Minh - Politburo member, Permanent Deputy Prime Minister, Head of the Steering Committee chaired.

At Nghe An province, Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee for National Target Programs chaired the conference. Attending the conference were leaders of relevant departments, branches and sectors.

SLOW IMPLEMENTATION PROGRESS

In the first 6 months of 2022, the Central Government issued 59 documents on management, operation and implementation of 3 National Target Programs, including: Sustainable poverty reduction; New rural construction; Socio-economic development in ethnic minority and mountainous areas.

Currently, most localities are in the process of developing and completing documents for managing and operating the National Target Programs. From the central to the grassroots levels, the Steering Committee for the National Target Programs for the period 2021-2025 has been established to direct and organize implementation.

On the basis ofResolution No. 517 of the Standing Committee of the National Assembly,The Prime Minister has assigned the central budget investment plan for the 2021-2025 period to localities and the central budget estimate for 2022 to ministries, branches and localities to implement the 3 National Target Programs. Of which, more than VND 92,000 billion in development investment capital from the central budget for the 2021-2025 period has been assigned to localities.

Specifically, the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas is VND47,057.816 billion; the Sustainable Poverty Reduction Program is VND18,000 billion; and the New Rural Development Program is VND27,000 billion.

As of July 25, 27/52 localities had passed resolutions on capital allocation, of which 13 localities had completed the assignment of capital plans.

However, the Ministry of Planning and Investment assessed that the progress of developing, submitting for promulgation and issuing management documents and organizing the implementation of National Target Programs is still slow, not synchronous and not timely. The slow allocation of capital plans for 2022 has led to localities being slow in implementing and disbursing capital sources for national target programs.

At the conference, leaders of the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, and the Ethnic Committee reported on the progress of issuing circulars and documents guiding localities in implementing the three national target programs. Provinces and cities also reported on the results of implementing the three national target programs, problems and difficulties; and proposed and recommended many contents to help localities speed up the progress...

EARLY DISBURSEMENT, CONTRIBUTING TO ECONOMIC GROWTH

Concluding the Conference, Permanent Deputy Prime Minister Pham Binh Minh emphasized that since the end of 2021, many policy mechanisms and legal bases to implement the three national target programs have been issued by the National Assembly, the Government, and ministries and branches.

However, up to now, there are still about 30 tasks that are circulars and guiding documents that have not been issued by ministries and branches. In addition, there are still nearly 20 localities where the Provincial People's Council has not passed a resolution on capital allocation. Therefore, provinces and cities must quickly implement this task.

Regarding the recommendations of ministries, branches and localities, the Ministry of Planning and Investment needs to coordinate with the branches to review and adjust. The ministries and branches must also urgently develop and issue circulars and guiding documents, completing before the deadline of August 15.

Regarding the allocated budget sources, the Deputy Prime Minister requested that provinces and cities immediately implement them, aiming to disburse all capital in 2022. Because early disbursement will contribute to economic growth, creating conditions to improve the spiritual and material life of people, especially ethnic minorities, poor households, and people in mountainous areas.

On the other hand, comrade Pham Binh Minh also requested localities from the province to the district and commune levels to establish a Steering Committee to implement the 3 National Target Programs. Central ministries and branches continue to review, evaluate and remove difficulties and obstacles to help localities implement as quickly as possible; actively and resolutely implement the goals of the 3 National Target Programs.
