Deputy Prime Minister Trinh Dinh Dung has just given instructions on a number of issues related to toll collection at a number of investment projects under the BOT contract form.
Accordingly, on behalf of the Government, the Deputy Prime Minister assigned the Ministry of Transport to preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, localities and relevant investors to review the placement of toll stations and toll rates, including projects that have not yet collected tolls, to have appropriate and timely solutions, based on science and practice, and to provide complete and objective information to avoid complicated social problems.

Recently, there have been complaints and mixed public opinions at some BOT toll stations such as Ben Thuy, Cai Lay, National Highway 5... Typical examples of this protest are drivers using small bills and coins to pay the toll when passing through the station, causing serious traffic jams.
The main reason why people and drivers protested was the unreasonable placement of BOT toll stations and the toll rates imposed by investors. Most BOT toll stations were approved by the Ministry of Transport and local authorities to be placed on routes not funded by investors.
Explaining this unreasonable situation, representatives of the Ministry of Transport and localities all affirmed that the permission to set up toll stations on routes that are not BOT projects is because during the investment process, investors have combined capital to repair and upgrade old routes. Therefore, setting up BOT toll stations on those routes is to help investors quickly recover their capital.
Responding to media and public opinion nationwide, people do not object to investing in traffic projects under the BOT model.
