Transport Policy effective from September 2017
Regulations on inland waterway vehicle inspection, material norms for a national railway infrastructure maintenance cycle, standards for the use of ambulances... are new policies that took effect from the beginning of September 2017.

Standards for the use of ambulances
The Ministry of Health has issued Circular No. 27/2017/TT-BYT on regulations on standards and use of ambulances.
The Circular clearly states that ambulances may only be used for the following purposes: Transporting or picking up emergency patients; transporting doctors, medical staff, medicines, medical equipment for disaster relief, traffic accident relief and other urgent needs of professional medical examination, treatment and disease prevention and control activities. Ambulances may not be used for purposes other than those stated above.
According to the Circular, ambulances are only allowed to use priority vehicle signaling devices when they have a valid license to use priority vehicle signaling devices issued by a competent authority and when they are performing tasks according to the provisions of the law on road traffic. Ambulances when transporting patients in and out of medical examination and treatment facilities must comply with the regulations and instructions of the medical examination and treatment facility. The Circular takes effect from September 15, 2017.
Regulations on inland waterway vehicle inspection
The Ministry of Transport has just issued Circular 25/2017/TT-BGTVT regulating the forms of certificates and technical safety and environmental protection books issued to ships, inland waterway vehicles and industrial products used for inland waterway vehicles.
The Circular consists of 5 chapters and 13 articles and applies to organizations and individuals involved in the design, manufacture, repair, conversion, use and inspection of technical safety and environmental protection of ships, inland waterway vehicles and industrial products used for inland waterway vehicles. The Circular does not apply to ships, inland waterway vehicles used only for defense and security purposes and fishing vessels, except in cases where required by competent state agencies. The Circular takes effect from September 15, 2017.
Material norms for a maintenance cycle of national railway infrastructure
On July 7, 2017, the Ministry of Transport issued Circular 22/2017/TT-BGTVT amending and supplementing a number of contents of the Material norms for a maintenance cycle of national railway infrastructure issued together with Circular No. 58/2012/TT-BGTVT dated December 28, 2012 of the Minister of Transport.
This Circular takes effect from September 1, 2017.
Regulations on titles, duties according to titles of crew members and registration of crew members working on Vietnamese seagoing vessels
On July 28, 2017, Minister Truong Quang Nghia signed and issued Circular No. 23/2017/TT-BGTVT regulating the titles and duties of crew members and the registration of crew members working on Vietnamese seagoing vessels.
The Circular consists of 4 Chapters and 57 Articles, applicable to crew members working on Vietnamese ships and related agencies, organizations and individuals. For Vietnamese crew members working on foreign ships, it only applies when there are specific regulations in this Circular.
The Circular takes effect from September 15, 2017.
Aviation Safety Regulations for aircraft and aircraft operations
On August 25, 2017, the Ministry of Transport signed and issued Circular No. 21/2017/TT-BGTVT dated June 30, 2017, amending and supplementing a number of articles of Circular No. 01/2011/TT-BGTVT dated January 27, 2011 of the Minister of Transport promulgating the Civil Aviation Safety Regulations for aircraft and aircraft operations and Circular No. 03/2016/TT-BGTVT dated March 31, 2016 of the Minister of Transport amending and supplementing a number of articles of Circular No. 01/2011/TT-BGTVT dated January 27, 2011 of the Minister of Transport promulgating the Civil Aviation Safety Regulations for aircraft and aircraft operations.
This Circular annuls: Circular No. 41/2015/TT-BGTVT dated August 12, 2015 of the Minister of Transport amending and supplementing a number of articles in Part 12 and Part 14 of the Civil Aviation Safety Regulations on aircraft and aircraft operations issued together with Circular No. 01/2011/TT-BGTVT dated January 27, 2011 of the Minister of Transport; Decision No. 471/QD-BGTVT dated February 22, 2017 on correcting Circular No. 03/2016/TT-BGTVT dated March 31, 2016 of the Minister of Transport amending and supplementing a number of articles of Circular No. 01/2011/TT-BGTVT dated January 27, 2011 of the Minister of Transport promulgating the Aviation Safety Regulations for aircraft and aircraft operations.
Circular No. 21/2017/TT-BGTVT Circular No. 21/2017/TT-BGTVT takes effect from September 1, 2017.
Standards on lifting equipment on inland waterway vehicles
Recently, the Ministry of Transport issued Circular 09/2017/TT-BGTVT promulgating national technical regulations on lifting equipment on inland waterway vehicles.
Accordingly, the QCVN 96:2016/BGTVT Regulation stipulates technical safety requirements (ATKT) on design, manufacture, conversion, restoration; requirements on ATKT certification... for lifting equipment on inland waterway vehicles.
Organizations and individuals subject to this Regulation include: Vietnam Register; Organizations and individuals operating in the field of lifting equipment design including design for new manufacturing, conversion design, and restoration of lifting equipment; Organizations and individuals operating in the field of manufacturing, repairing, converting, and restoring lifting equipment; Owners of inland waterway vehicles including: companies/units and/or individuals operating in the field of management and exploitation of lifting equipment.
Circular 09/2017/TT-BGTVT takes effect from September 28, 2017.
