Decree 45/2019 on administrative sanctions in the tourism sector, effective from August 1, for the first time stipulates sanctions for violations of passenger transport by road and waterway.
Accordingly, tourist transport vehicles with 9 seats or more that do not have a beverage container or do not have first aid kits, spare medicine bags, sunshade curtains, or trash cans... will be fined from 3 to 5 million VND.
Units that use tourist service staff that do not meet the prescribed standards will also be fined from 5 to 10 million VND.
Insulting others while playing sports can be fined up to 20 million VND
Also effective from August 1, Decree 46/2019 on administrative sanctions in the field of sports clearly states that acts of cursing, insulting, offending dignity and honor; reactions that are not in accordance with ethics, customs, and Vietnamese cultural traditions in this field will be fined from 15 to 20 million VND and must make a public apology.
Intentionally causing injury or playing violently, causing negative effects on the health of others during sports training and competitions, will also be fined up to 25 million VND and banned from participating in tournaments for 3 to 6 months.
Prisoners with difficult family circumstances will be given priority for special pardon.

Decree 52/2019, effective from August 1, details a number of articles of the Amnesty Law.
Accordingly, priority cases for special pardon include: Those sentenced to imprisonment who have made much progress, have a good sense of reform and are classified as having served their prison sentence fairly or well throughout the sentence; those sentenced to imprisonment who have fulfilled their obligations to return property, compensate for damages, and fulfill civil obligations; those sentenced to imprisonment who have particularly difficult family circumstances and are the sole breadwinners in their families...
Pensions and social insurance benefits of commune officials increased by more than 7%
Circular 09/2019/TT-BNV and Circular 10/2019/TT-BLDTBXH, which took effect on August 1 and 15, respectively, stipulate that the pension, social insurance benefits and monthly allowances of the following people will increase by 7.19%:
Cadres, civil servants, workers, public employees and laborers; soldiers, police and people working in key positions who are receiving monthly pensions; commune, ward and town cadres; people receiving monthly allowances for loss of working capacity; people receiving monthly allowances; people receiving monthly allowances for work-related accidents and occupational diseases.

Decree 59/2019 detailing a number of articles and measures to implement the Law on Anti-Corruption took effect from August 15, clearly stating the levels of discipline for violations of the Law on Anti-Corruption.
The head or deputy head of a state unit who has been warned about arranging for his or her spouse, father, mother, child, brother, or sister to hold a position of management in personnel organization, accounting, treasurer, or warehouse keeper in the unit he or she manages, if he or she repeats the offense, will be subject to disciplinary dismissal.
