Officially abolish the regulation requiring people to change their driving licenses to PET cards

In the new Circular on training, testing, and granting of road motor vehicle driving licenses recently issued, the Ministry of Transport has removed the requirement that people must change their driving licenses to PET cards.

The Ministry of Transport has just issued Circular 12 on training, testing, and granting of road motor vehicle driving licenses. The newly issued Circular will take effect from June 1 and will officially replace Circular 58 (issued in 2015) which caused a lot of controversy when it required people to change their driving licenses to PET cards.

According to Circular No. 12 recently issued by the Ministry of Transport, the deadline for changing driver's licenses from paper to plastic cards as in the previous circular has been abolished. Including the provision regulating the roadmap for changing driver's licenses without a term A1, A2, A3 before December 31, 2020 as stipulated in the old circular.

Thus, vehicles with a limited period of use can only change their driving license before it expires; people with a damaged driving license that is still valid can change their driving license.

However, in the new Circular, the Ministry of Transport also encourages the conversion of cardboard driving licenses to PET driving licenses before December 31, 2020.

Also in a previously issued document, the Ministry of Transport said that paper road motor vehicle driving licenses have been issued and granted to people by competent authorities for many years.

The process of using paper driving licenses has revealed many shortcomings such as: outdated, low security level, easy to counterfeit; easy to erase, modify, easy to damage during use; inappropriate size; inconvenient for management and handling when drivers violate...etc.

The conversion of driving licenses from paper materials to PET materials is an inevitable process of globalization and international integration, ensuring consistency and modernity in the management of activities related to training and granting driving licenses. Therefore, the regulation on converting driving licenses to PET materials is completely suitable for practical requirements and has been issued by the Ministry of Transport since July 1, 2013.

According to reports from localities, up to now the whole country has completed converting 95% of car driving licenses, with about 300,000 remaining, ensuring completion in 2016 according to schedule.
