Previously, on January 15, Tho Xuan District Police coordinated with Xuan Vinh Commune authorities and functional forces to conduct an administrative inspection of the livestock farm of Mr. Nguyen Duy Tap's family (born in 1954, in Phu Hau 1 village, Xuan Vinh commune, Tho Xuan district).

Through inspection, the authorities discovered and seized 8 boxes of fireworks, 36 pieces/set with a total weight of 11.2 kg.

According to Mr. Tap's testimony, on January 12, Trinh Huy Hung (Mr. Tap's nephew) brought a box of goods to his house and said he would come back to pick it up in a few days. Mr. Tap's family did not know what was in the box, only when the police came to check did he know it was firecrackers.

According to Hung, he confessed that he bought the above firecrackers at Nuoc Ngam Bus Station (Ha Noi), then brought them to Mr. Tap's house to ask him to store them for him with the intention of buying them to sell for profit and detonating them during the Lunar New Year 2019.
