Let civil servants work from home or go to the office to swipe their cards?

On the morning of November 16, speaking to the press on the sidelines of the National Assembly session, delegate Ngo Duy Hieu (Hanoi delegation) clarified further issues related to the proposal to allow some civil servants to work from home instead of going to the office.
According to delegate Ngo Duy Hieu, the current 4.0 technology era requires a much different approach to labor management than before. Therefore, the delegate from Hanoi proposed that some civil servants work from home instead of going to the office every day.
Mr. Hieu said that this should be applied on a pilot basis in appropriate industries, occupations and laborers.
“Fields like science and technology, software management, and even business can pilot allowing employees to work from home,” Mr. Hieu said, comparing the management and operations of traditional taxis, but the efficiency is not as good as Uber and Grab.

A delegate working at the Vietnam General Confederation of Labor said that work efficiency requires managers to change their thinking. According to Mr. Ngo Duy Hieu, even if employees come to work every day, managers may not be able to manage their time and work.
In fact, delegates cited evidence that when evaluating, workers in all agencies complete their work, and very rarely do they fail to complete their tasks. However, the quality of work in most agencies, when information about work targets is available, shows that 80-90% of petitions from citizens have not been resolved, and many tasks are resolved slowly.
Delegate Ngo Duy Hieu said that this is a new approach. Ho Chi Minh City wants to build a smart city, so it should pilot the plan for a portion of workers in suitable occupations to work from home. "A smart city must have a smart mechanism and smart management of workers. Ho Chi Minh City can pilot it for a while and Hanoi will be the next place to apply it," said Mr. Ngo Duy Hieu.
The Hanoi delegation representative said that when his proposal was made, many people also raised the idea of choosing a coffee shop as a workplace or the current story of “startup coffee”. Therefore, according to the representative, it should not be limited to the office but can be opened in a space with many different people…
On the other hand, according to delegate Hieu, not going to the office to work will save many costs such as electricity, water, paperwork, making the leadership team operate according to a smart mechanism. In particular, it will reduce meetings a lot, while meetings take a lot of time.
Sharing about the form of timekeeping by swiping cards that many agencies are currently applying, delegate Ngo Duy Hieu assessed that there has been no change in labor management, what is the need to approach the goal of work efficiency?
