Raise awareness, suppress crime

In areas close to the border, during the time before Tet, criminal activities are complicated. Some criminals take advantage of compatriots visiting relatives and crossing the border to illegally transport goods to Vietnam.

Therefore, Nghe An Border Guard has planned to closely coordinate with functional forces and local authorities to organize patrols, strictly control and suppress crimes.

Typically, on January 30, 2024, in Phu Kha 1 village, Na Ngoi commune (Ky Son), Na Ngoi and Nam Can Border Guard Stations co-chaired and coordinated with the Drug and Crime Prevention Department (Provincial Border Guard) and Na Ngoi Commune Police to discover and arrest Luong Van Luu, born in 1990, residing in Luu Phong village, Luu Kien commune (Tuong Duong) for "illegally storing drugs".

The seized evidence included 06 pink tablets (suspected to be heroin) with a total weight of about 1.25 grams. During the investigation, Luong Van Luu confessed that the 06 pink tablets and the white powder package mentioned above were drugs.

Previously, at the end of December 2023, in the border belt area of ​​Muong Phu village, Thong Thu commune (Que Phong district), Thong Thu Border Guard Station, Drug and Crime Prevention Department (Nghe An Border Guard) co-chaired and coordinated with Hanh Dich Border Guard Station, Thong Thu Commune Police, to arrest Thao Phenh, born in 1952, residing in Nam Tay village, Sam To district, Hua Phan province (Laos), for illegally transporting drugs and fireworks. Evidence seized at the scene included 130 pink synthetic drug pills, 05 boxes of 49-piece fireworks (about 9kg) bearing foreign brands.

In addition to the fight against crime, border guards also focus on disseminating the law and raising awareness of crime prevention among people in border areas.

As at Nhon Mai Border Guard Station, because people often go to the fields during the day, the station's officers often go to villages and hamlets in the evening to carry out legal propaganda work. Most recently, on the evening of January 30, Nhon Mai Border Guard Station coordinated with departments, branches and unions of Nhon Mai commune to organize legal propaganda for people in Mong villages near the Vietnam - Laos border in the local language.

The content focuses on the Vietnam Border Law, preventing human trafficking; preventing illegal entry and exit; preventing child marriage and incestuous marriage; and propagating people not to illegally store, transport, or use drugs, fireworks, and explosives during the 2024 Lunar New Year.

Lieutenant Colonel Phan Thanh Hong - Head of Nhon Mai Border Guard Station said: The unit is assigned to manage and protect a 28.111 km long border section with 08 border markers; 02 border communes (Nhon Mai, Mai Son) with 21 villages, 1,356 households, 6,534 people of 4 ethnic groups (Kinh, Thai, Kho Mu, Mong) living.

In the past time, the unit has coordinated with the police force, the Military Command; local Party committees, authorities, departments, branches and organizations of the two communes of Nhon Mai and Mai Son to propagate the Party's policies and the State's laws, contributing to raising awareness, law enforcement and awareness of protecting national border security and sovereignty of ethnic minorities.

In addition, the unit also strengthens the fight against crime and implements the Drug-Free Border Commune Project. From December 2022 to December 2023, Nhon Mai Border Guard Station has presided over and coordinated, arrested and handled 05 cases/07 subjects, seized 12,537 synthetic drug pills, 12,010 kg of opium resin, 0.5 grams of heroin; at the same time, coordinated to mobilize and arrest 55 subjects for drug rehabilitation.

For the sea border, during the Tet holiday, the situation of illegal trading and transportation of firecrackers is complicated, so in addition to propaganda activities, border guards also increase forces to coordinate and strictly control people and vehicles passing by to promptly detect, fight and prevent illegal trading and transportation of firecrackers, ensuring security and order in the area.
Typically, at 1:30 a.m. on January 22, in Trung Yen hamlet, Dien Ngoc commune (Dien Chau), Dien Thanh Border Guard Station and the Crime and Drug Prevention Department (Nghe An Provincial Border Guard) jointly discovered and arrested Truong Xuan Son (born in 1989), residing in Dien Hong commune, Dien Chau district, for the act of "Illegal possession of fireworks". The seized evidence included 5 blocks of explosive fireworks, weighing 5.840 kg.

Previously, on the night of January 18 to the morning of January 19, Quynh Thuan Border Guard Station, Nghe An Provincial Border Guard coordinated with Reconnaissance Group No. 1, Coast Guard Command and functional forces to organize a working group to patrol the coastal area of ​​Quynh Thuan commune, Quynh Luu district. Here, the working group discovered and caught Ho Van Phong, residing in village 3, Ngoc Son commune, Quynh Luu district, taking advantage of the dark to transport 10 boxes of foreign-made explosive fireworks with a total weight of 12.25 kg.

In 2023, Nghe An Border Guard presided over and coordinated the detection, arrest and handling of 86 cases/110 criminals and law violators, seizing 77,098 MTTH pills, 12 kg of opium resin, 44.3 grams of heroin and 0.95 kg of opium fruit and plants, 269.5 kg of firecrackers and some related exhibits. Prosecuted and investigated 25 cases/35 drug-related criminals.

Complete the handover files to the police force to handle 08 cases/09 subjects with violations related to fireworks. Implement well the international coordination in drug prevention and control on the Vietnam - Laos border, especially in exchanging information on the general security situation, and the activities of criminals in particular in the areas on both sides of the border.

Patrol and protect border markers

In addition to coordinating with functional forces to deploy peak periods of fighting and preventing crimes, drugs, human trafficking, smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year of Giap Thin 2024. To ensure border security, border posts on the land border also actively coordinate with local militias and self-governing groups to organize patrols of border lines, landmarks, trails and openings.

For example, My Ly Border Guard Station (Ky Son) manages an area of ​​48.468 km of border (both land and river borders). In the last days of January, overcoming difficulties such as cold and rainy weather, dense fog, and slippery roads, officers and soldiers of the station coordinated with local militia in the area to patrol the border and border markers in the area under the management of the unit for 5 days (from January 24 to 29).

Similarly, visiting Tri Le Border Post in late January, we also saw Major Le Hoi Vien - Deputy Chief of Operations reminding and urging officers and soldiers to prepare full military equipment for a 2-3 day patrol of the border markers. He said: Although we celebrate Tet and welcome Spring with the ethnic people, the brothers in the unit always clearly identify the responsibilities of the Border Guard, thereby overcoming difficulties in living conditions, harsh climate, and firmly holding guns to protect the border during the coming Tet and Spring.

It is known that in 2023, Tri Le Border Guard Station coordinated to organize 11 border patrols/88 people; coordinated with the Forest Ranger forces, Pu Hoat Forest Protection Management Station to patrol and protect the forest 02 times/14 people. In addition, the unit also coordinated with Border Guard Company 217 (Laos) to organize bilateral patrols from marker 376 to marker 377 with 01 time/18 participants; patrolled and controlled cross-border trails 256 times/715 people; patrolled and controlled mobile 184 times/512 officers participated.
Along with patrolling and controlling, with the motto of "relying on people to keep the border peaceful", border posts also actively coordinate with local Party committees and authorities to effectively maintain the role of "eyes and ears" of 88 teams/2,102 members self-managing border lines and border markers; 944 teams/17,810 members self-managing security and order in villages and hamlets in border areas.
