On August 12, 2020, Vinh City Police arrested Nguyen Le Tan (born in 1971), residing in Block 5, Le Loi Ward, Vinh City to investigate and clarify the act of lending money at high interest rates in civil transactions. Searching the subject's residence, the police seized many loan documents, 04 red books and 46 million VND.
Previously, on August 10, 2020, the Vinh City Police Department received a complaint from Ms. PTTH, residing in Nghi Phu commune, Vinh city, about Nguyen Le Tan, residing in block 5, Le Loi ward, Vinh city, lending money at high interest rates, making Ms. H unable to pay.

After receiving the report, Vinh City Police directed the Criminal Police Team to directly verify and establish a special case to fight and clarify the subject's violations.
During the investigation, the Police Investigation Agency proved that Nguyen Le Tan lent money to Ms. H at an interest rate of 109% to 120% per year, illegally profiting more than 880 million VND.
Specifically, from March 2017 to June 2017, Ms. H borrowed from Tan many times with a total amount of 540 million VND, with an interest rate of 10%/month. By November 2018, Ms. H had paid Tan 989 million VND in interest, and had only paid 100 million VND in principal.
Because she still owed Tan 440 million VND and was unable to pay, Tan forced Ms. H to write 2 loan papers with the content of receiving money from Tan to send people to work abroad. With this form, Ms. H became the person holding Tan's money. This is a new trick of loan sharks.

Ms. H was unable to pay the debt, so Tan repeatedly called to insult her honor, sent people to her house to demand money, and especially, Tan also used the loan papers above to go to Vinh City Police to accuse Ms. H of fraud and appropriation of 440 million VND.
In addition to Ms. H, Nguyen Le Tan also lent another person residing in Ha Tinh province 100 million VND, with an interest rate of 5,000 VND/1 million VND/day. The interest to be paid in 2 years was up to 360 million VND, and the subject illegally profited 340 million VND.
In just a short time, Vinh City Police have consecutively discovered 06 cases of loan sharking in civil transactions, arrested 06 subjects, and proven that the amount of illegal profits amounted to billions of dong.
Currently, Vinh City Police are detaining Nguyen Le Tan to continue investigating and expanding the case.
