(Baonghean) - After 10 years of implementing Resolution No. 11-NQ/T.Ư of the Politburo and concretizing it in Project 04-ĐA/HU of the Standing Committee of the District Party Committee, the rotation of leading and managerial cadres in Nam Dan has achieved remarkable results.

Following the Party Congress of Hung Tien commune for the 2010-2015 term, the commune faced difficulties in personnel management, lacking capable leading cadres to advance the movement.

Based on the realities at the grassroots level, the Standing Committee of the Nam Dan District Party Committee transferred Comrade Pham Van Ai, Deputy Chief Inspector of the district, to serve as Secretary of the Commune Party Committee. With his spirit, responsibility, and leadership capabilities, Party Secretary Pham Van Ai clearly defined the immediate and long-term tasks to guide and implement together with the Standing Committee and the Executive Committee of the Commune Party Committee.

First and foremost, he grasped the people's opinions and sentiments, met with local officials from different periods, and regularly attended Party branch and village meetings with the people. Together with the commune Party committee, he led the government in focusing on resolving the issue of poor electricity quality affecting the daily lives of the people in Truong Cuu village; he also issued and effectively implemented Resolution 08 on mobilizing resources to install street lighting on all internal village roads, and to date, all 19 villages have street lighting.

In the economic field, the commune Party Committee has implemented the policy of consolidating the annual production plan effectively by directing the transformation of crop structure, introducing export-quality chili peppers to be grown on high-lying land with an economic value of over 80 million VND/ha; focusing on specialized rice cultivation areas with a value 1.5 times higher than regular rice cultivation… Innovating the content of Party activities, implementing cadre planning work in conjunction with training and development.

Comrade Nguyen Dinh Viet, Secretary of the Party Committee, affirmed: Implementing the rotation of cadres from the district to the commune, ensuring the right people are in the right jobs, has created a new turning point for the locality in all aspects. The timely deployment of cadres to the district to hold new positions and the on-site appointment of leading cadres have shown that the commune's cadre team has sufficient capacity and confidence to continue effectively carrying out the political tasks outlined by the cadres who have been transferred and rotated, together with the commune's Party Committee.

Similar to Hung Tien, Nam Dan Town faced difficulties before Comrade Nguyen Thanh Lam, Head of the Department of Natural Resources and Environment, was transferred to become Chairman of the Town People's Committee. Nam Dan Town suffered from a shortage of personnel; some pressing issues at the grassroots level were slow to be resolved, causing public concern; and the Party Committee had failed to achieve the "clean and strong" status for many years… With his proficient professional skills in land, resources, and environment, the first task that Comrade Nguyen Thanh Lam and the Town People's Committee focused on was reviewing the current situation, completing the procedures for granting land use rights certificates, coordinating with the district to resolve land issues for Mr. Nhu, Mr. Tan Phuc, and several other households in the planned commercial center area and the bazaar project; and the issue of building a cemetery in Nam Thai commune… Infrastructure development, such as continuing urban construction and beautification, was also prioritized, including the construction of a 6.7km long inner-city drainage system. Installing lighting systems, public address systems for residential blocks, etc. Through these concrete actions, the People's Committee of Nam Dan Town has gradually built trust among the people and gained public support. The Party Committee of Nam Dan Town, which was previously in the average category, has risen to become a strong and exemplary Party Committee, and in 2012 it achieved the status of a model strong and exemplary Party Committee.

Based on the results of cadre rotation in Hung Tien commune and Nam Dan town, recently, in implementation of Central Resolution No. 4, Nam Dan continued to rotate one Standing Committee member and Head of the Propaganda Department of the District Party Committee to become Chairman of the People's Committee of Kim Lien commune, and the Chief of the District Party Committee Office to become Secretary of the Party Committee of Nam Cat commune.

It is evident that this achievement is the result of meticulous preparation, from the planning stage to the practical implementation. Specifically, in concretizing Resolution No. 11-NQ/T.Ư of the Politburo, the Standing Committee of the District Party Committee issued Project No. 04-DA/HU on the rotation of leading and managerial cadres in Nam Dan district. Throughout the process of organizing and directing implementation, Party committees at all levels thoroughly understood and grasped the principle: rotating leading and managerial cadres aims to implement the policy of comprehensive training and development and effective utilization of the cadre team, creating conditions for promising young cadres, those in the planning stage who have not yet held key positions at lower levels, to gain practical experience.

As a result, in recent times, Nam Dan has carried out dozens of cases of transferring and rotating cadres from the district to the grassroots level, from the grassroots to the district level, and transferring and rotating horizontally between Party, mass organization, and state agencies at the district level.

Notably, eight officials, including Party Committee Secretaries, Deputy Secretaries of Party Committees, and Deputy Secretaries-Chairmen, were transferred to work in Party, Front, and mass organization agencies, as well as the District People's Committee. Additionally, ten officials, including heads and deputy heads of departments, bureaus, and mass organizations, were transferred to disadvantaged areas to serve as Party Committee Secretaries, Deputy Secretaries of Party Committees, and Deputy Secretaries-Chairmen of People's Committees. According to the District Party Committee's Organization Department's summary report, a total of 22 officials were transferred from the district level to the grassroots level; 10 officials were transferred from the grassroots level to the district level; and 47 officials were transferred to other sectors within the district.

It can be said that, thanks to the attention and guidance on the rotation of leading and managerial cadres, most Party committees in Nam Dan have proactively developed and implemented cadre rotation plans based on guidance from higher levels, basically achieving the goal of not having cadres or leaders serving more than two terms, and gradually overcoming the situation of parochialism and insularity.

Looking back at 10 years of implementing the rotation of cadres and managers according to Resolution No. 11-NQ/T.Ư, Nam Dan has frankly acknowledged that the rotation work has at times and in some places not been successful: there is still confusion between rotation and reassignment, arrangement and placement of cadres; there is a lack of regular attention to monitoring, providing support, correcting, and promptly addressing the shortcomings of rotated cadres; the rotation of cadres is still not widespread and has not become a regular practice in cadre work…

Comrade Nguyen Lam Son, Head of the Organization Department of the Nam Dan District Party Committee, said: Based on the achievements, in the coming time, to make the cadre rotation work more effective, the district will review the situation of the cadre team at the district and grassroots levels based on the planning to have a rotation plan with a reasonable roadmap, time, and target group. At the same time, the plan will be made public; the scope of rotation, target group, time, standards, and conditions for rotation… creating a proactive mindset for cadres being rotated and for the units and agencies receiving or transferring cadres.
