(Baonghean.vn) - On the afternoon of July 9th, the Provincial People's Council held a question-and-answer session focusing on issues in the fields of Science & Technology and Culture - Society. Mr. Tran Quoc Thanh, Director of the Department of Science & Technology, and Ms. Cao Thi Hien, Director of the Department of Internal Affairs, took the podium to answer questions. Baonghean.vn recorded some opinions and comments from delegates and voters regarding this session.

* Mr. Do Dinh Quang (representative from Vinh City) - Chairman of the Vinh City Federation of Labor Unions:The wrongdoing has been pointed out, but it hasn't been identified who or at what level committed it.

Mr. Do Dinh Quang stated that some of the content pointed out errors, but it did not identify who committed the errors and how they should be held responsible.

"The questions raised by the delegates effectively conveyed the concerns and grievances of the voters. The delegates clearly brought the voters' thoughts and aspirations into the parliamentary session. Both directors of the departments who answered the questions were well-prepared, providing clear and receptive answers to the delegates' feedback. The department leaders accepted responsibility as the managing agency and promised to expedite implementation. However, the solutions to address the outstanding and inadequate issues were not clear. Regarding the signing of labor contracts in violation of regulations, it is necessary to clearly identify who is responsible, at what level, and in which sector, and to find a solution to ensure the rights of the workers."

* Mr. Moong Van Hoi (representative from Tuong Duong district) - Head of the Ethnic Affairs Committee of the Provincial People's Council: His answers to some of the questions raised were not satisfactory!

Mr. Moong Van Hoi commented that the presentation of the report and the Q&A session with the industry leaders were a bit lengthy, resulting in some questions not being answered satisfactorily.

This session of the Provincial People's Council selected issues for the questioning session that were relevant and accurate to the actual situation at the grassroots level. Therefore, it attracted many opinions, from voter feedback before the session to the discussion and questioning sessions. Department leaders provided clear answers to many issues. However, the reports presented by department leaders were somewhat lengthy, with some content requiring extensive citations and references, while time was limited. Some questions raised by delegates were not fully answered by department leaders. For example, there was a directive stating that students from the government-sponsored scholarship program should only be considered for employment in the locality, not through examinations, but in our province, examinations are still being conducted. The head of the Department of Internal Affairs did not provide a clear answer to this. The issue of many government-sponsored scholarship graduates not being able to find employment after graduation remains unresolved, and the answers did not clearly identify who is responsible, at what level, and in what place.

* Mr. Hoang Van Phi (Secretary of the District Party Committee, Chairman of the District People's Council of Hung Nguyen District): Leaders of the sector are still taking responsibility in a vague manner!

Mr. Hoang Van Phi stated that the leaders of the Department of Science and Technology have accepted responsibility for the shortcomings in the application of scientific research projects; however, this is a general acceptance of responsibility for many sectors, not just the science and technology sector.

"After observing the questioning session, I noticed that the leaders of the departments had prepared their content quite thoroughly, with clear and specific information and data, and the content closely aligned with the situation and requirements. The section on questions related to science and technology had 11 delegates participating, which reflects the voters' interest in this field. The leaders of the Department of Science and Technology also provided specific explanations to the questions and accepted some responsibility for the existing shortcomings."

The leaders of the Department of Science and Technology also presented reports demonstrating many achievements of the sector. Regarding the questions raised about the shortcomings and limitations in this field, such as many scientific projects lacking practical application and having low applicability to real life, and many research projects remaining shelved, leading to significant waste, the leaders of the Department of Science and Technology humbly acknowledged responsibility, but in a general way. The leader pointed out the responsibilities of many sectors and then accepted overall responsibility, rather than specifically for their own sector.

* Mr. Truong Cong Anh, a voter from Ha Huy Tap ward, Vinh City: Addressing urgent issues!

Mr. Truong Cong Anh highly appreciated the issues selected for questioning.

"Overall, the question-and-answer session addressed important, urgent, and key issues that voters want resolved. The quality of the questions and answers was good, demonstrating thorough preparation in terms of content. The issues related to education and science and technology raised were all very relevant, but if the delegates had asked more questions about the direction of agricultural development in our province, it would have been even more 'heated,' as this is an important issue that attracts the attention of the people. I propose that it is time for natural sciences and social sciences and humanities to coordinate research, promoting the bridging role of social sciences and humanities between science and technology and practical applications. If one nation wants to be on par with another, it must have an intellectual workforce of equal standing; therefore, we must pay attention to improving the policy of selecting candidates for positions. However, currently, the selection process still has shortcomings in that it does not stem from the actual need for training cadres, and the practice of selective recruitment still occurs." "It's unplanned and widespread, so graduates can't find jobs after graduation."

"Following the questioning sessions of the Provincial People's Council, I assess that the answers are increasingly of high quality, and those answering the questions are showing greater responsibility. Significant progress has been made on many issues, such as agriculture, rural development, traffic safety, healthcare, and medical ethics… The level of expertise of the questioners is very good, and some questions directly address the core issues. However, some questions are still lengthy, and the answers are still somewhat evasive and don't directly address the content of the questions."

* Voter Lang Van Nguyet (Chau Hanh commune, Quy Chau district):"My granddaughter, Lang Khanh Ly, is a student who graduated from the Computer Science Education program at Vinh University in 2014. Both of her parents died early from serious illnesses, and she lives with me (her grandfather), who is 76 years old this year."

* Voter Lu Manh Duong (Chau Hanh commune, Quy Chau district):I myself am a graduate of Nghe An Teacher Training College, having graduated three years ago. I have applied to many places and hope to find a stable job to help my parents pay off some of the interest on their bank loans taken out during my years of study.
