Assign specific responsibilities and addresses

Quynh Xuan Ward Party Committee has 15 rural Party cells, in which besides 2 special area Party cells in block 6 and block 7, there are also Party cells 9 and 15 facing difficulties in local resources due to old and weak Party members, unable to develop new Party members for many years; the youth force mainly goes to work far away, the awareness of a part of the masses is still limited, only cares about economic activities, pays little attention to Party development work... Block 7 alone, with 279 Catholic households, currently still does not have a Party cell.

This is the concern and worry of the Party Committee and the ward government over many periods. After evaluating and drawing experience from the implementation of the program "improving the effectiveness of the political system in the religious area" as well as the activities of the strengthened Party cell over the previous two terms, the term 2015 - 2020, the Quynh Xuan Ward Party Committee changed the direction of leadership and direction by establishing a working group of the ward in coordination with the Party Committee member who is the Secretary of the Party Cell of Block 6 to participate in integrating and directing the movement in Block 7.

The above approach initially had some advantages, the people between Catholics and non-Catholics got closer together, the cultural and artistic exchange movement, physical education and sports developed strongly. In the new rural construction of the bloc, there were also positive changes through the completion of the construction of internal traffic, land conversion, and planning of cultural house grounds.

Talking about the determination to erase and prevent the risk of re-erasing party cells in the area, comrade Nguyen Dinh Thu - Deputy Secretary of the Party Committee of Quynh Xuan Ward said: In July 2017, the Party Committee of the ward is determined to mobilize capable and prestigious party members who understand the local customs and practices to establish a party cell in block 7. Accordingly, the Standing Committee member, Vice Chairman of the Ward People's Committee will be the Party Cell Secretary and the Chairman of the Board of Directors cum Executive Director of the Cooperative will be the Deputy Party Cell Secretary.

For party cells with few party members and a high proportion of old and weak party members, the ward Party Committee assigns tasks to party members and socio-political organizations, especially the youth union, through practical activities to discover, train, and enlighten outstanding union members and members to introduce to the Party; to do a good job of annual military recruitment, with priority given to children of religious compatriots; to coordinate with military units to have plans to train, practice, and create sources of party members in the army.

“A good sign is that in the first 6 months of 2017, the Ward Party Committee admitted 12 party members, including 2 party members of religious origin. Particularly for Party Cell 8 - an area with long-standing difficulties in terms of resources, it has also prepared party admission documents for 1 comrade who is the Youth Union Secretary, a representative of the Commune People's Council and introduced 2 sources to study party candidates" - said comrade Nguyen Dinh Thu.

Currently, in addition to Block 7, Quynh Xuan Ward, in Hoang Mai Town there is also 1 hamlet without a Party cell, which is Hamlet 4, Quynh Vinh Commune; 5 hamlets at risk of no longer having a Party cell, which are Hamlet 22, Quynh Vinh Commune; Hamlets 12, 13, Quynh Trang Commune; Hamlets 3A, 3B, Quynh Loc Commune... Faced with that reality, Hoang Mai Town Party Committee has issued Plan No. 34 with specific solutions to realize Project 01 of the Provincial Party Committee on building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and at risk of no longer having Party cells.

In particular, assigning tasks to localities where there are still blocks and hamlets without Party cells, it is necessary to implement solutions to select and strengthen Party members with capacity, prestige, and understanding of customs and practices to establish Party cells. These Party cells must clearly identify the core task of grasping the situation, building core staff and developing Party members on the spot. Every year, wards and communes with Party cells strengthen the assessment, summarize and draw lessons in leadership, clearly assign responsibilities to each Party member (first of all, leaders, managers, and heads) in discovering, nurturing, and introducing outstanding masses for the Party to consider and admit.

For hamlets at risk of no longer having Party cells, Hoang Mai Town Party Committee directed the Party Committees to focus on improving the quality of Party cell activities in accordance with Directive No. 10-CT/TW and Project No. 04-DA/THU of the Town Party Committee on improving the leadership capacity and fighting strength of Party cells under the Ward Party Committee.

Comrade Ho Van Cay - Head of the Organizing Committee of Hoang Mai Town Party Committee said: In addition to attaching responsibility to party members who are civil servants of communes and wards in building party cells, developing party members when participating in activities at block and hamlet party cells, this is considered an annual assessment and classification criterion. Professional training for the team of village party cell secretaries to improve the quality of management, activities, review, training, source creation, and attention to recruiting party members who are hamlet leaders is also focused. (Currently, the whole district has 61 hamlets, block leaders are party members, accounting for 46.2%). In addition, the town also pays attention to building a core team of ethnic minority leaders. Currently, among the 79 key cadres in the locality, there are 5 comrades who are Party cell secretaries, 6 hamlet block leaders (1 is a Party member), 3 heads of the Front work committee, 6 heads of Women's Association branches, 6 heads of Farmers' Association branches, 6 heads of Veterans' Association branches, and 5 Youth Union secretaries (1 is a Party member).

Hoang Mai Town Party Committee has 31 Party organizations, 3,498 party members, including 10 commune and ward party committees, and 216 party cells directly under the grassroots party committees. The town's goal is to strive by 2020 for 100% of the blocks and hamlets without local party members to admit 1-2 new party members, reducing the number of hamlets at risk of no longer having party cells by 70-80%; 100% of blocks and hamlets are completed, consolidated and have established youth union, youth union, women's union, and farmer union branches; over 90% of the heads and deputy heads of commune and ward socio-political organizations and 60% of hamlet heads are party members.

Prioritize policies to promote economic and social development

Based on the plan to implement Project 01, the Party Committee and the government of Hoang Mai town also focused on synchronously and effectively implementing new rural construction policies in communes and wards with blocks and hamlets that do not have party cells or party members and blocks and hamlets that are at risk of no longer having party cells. In the immediate future, 5 new cultural houses will be built in block 7, Quynh Xuan ward, hamlet 4, Quynh Vinh commune, hamlets 12 and 13, Quynh Trang commune, hamlet 3B, Quynh Loc commune; directing the construction, repair, upgrading and increasing the usage time of mass media such as the town radio and television station, commune, ward and hamlet radio stations to transmit quality news, Party policies and guidelines, and State laws to the masses. Currently, 100% of communes and wards have radio stations; 100% of hamlets and hamlets have grassroots radio systems.

Regarding economic development, Party committees, authorities, the Fatherland Front and organizations at all levels focus on leading and directing the hamlets in the religious areas to change the structure of crops, livestock, and apply scientific and technological advances in production; effectively implement the policy of land consolidation and plot exchange, and develop a number of effective economic models such as shrimp farming in Quynh Xuan ward, cow farming in captivity, and large-scale fields in Quynh Trang commune; the project of building embankments and dykes to serve the economic development of aquaculture in Quynh Loc commune; and vocational training for female workers in Quynh Vinh commune...

Comrade Doan Hong Vu - Secretary of Hoang Mai Town Party Committee said: Along with the above solutions, the regulation that Party committee officials of the town Party Committee, who are heads and deputy heads of departments and offices of the Town Party Committee and Town People's Committee, periodically attend activities at Party cells of local Party Committees in the town is also directed to be implemented seriously and in an orderly manner.

Each Party Committee of the City Party Committee simultaneously receives registration to direct and build a model of grassroots Party cell activities. Thereby, cadres have the conditions to propagate the Party and State's policies and guidelines to Party members and the people; listen to the recommendations, aspirations of Party members and the masses, promptly resolve problems arising at the grassroots level. At the same time, it helps the village Party cell to affirm and enhance its comprehensive leadership role in the locality.

In addition, the town also advocates building priority policies in attracting and recruiting commune-level civil servants, preschool, primary and secondary school teachers, medical staff and doctors at health stations who meet the standards and have permanent residence in the locality to train and create a source for party development, supplementing the force for village party cells.
