Proactively take measures to prevent floods and storms at dams before storm number 3 - storm Wipha
On the afternoon of July 21, Vice Chairman of the Provincial People's Committee Nguyen Van De inspected and directed the response to storm No. 3 (storm Wipha) at a number of key irrigation works in the province.
The delegation included representatives from the following departments and branches: Department of Agriculture and Environment; Provincial Military Command, Provincial Police, Provincial People's Committee Office, Provincial Border Guard Command and localities.

Vice Chairman of the Provincial People's Committee Nguyen Van De and the working delegation inspected the response to storm No. 3 at the Song Sao reservoir project.
The project was invested by the State in 1999, located in Nghia Lam commune, Nghia Dan district (old). The project provides irrigation for 3,324.5 hectares of agricultural land, water for aquaculture, water for livestock, water for people's daily life in 14 communes and wards of Nghia Dan district, Thai Hoa town (old) and flood prevention for downstream areas.

At the Sao River reservoir inspection point, the water level is currently low. However, it is forecasted that Nghe An, in which the northern part of the province will have heavy rain, the water flow will increase rapidly. Comrade Nguyen Van De noted that the project management unit needs to monitor the water flow to the reservoir to have a timely plan to discharge flood to ensure the safety of the reservoir and downstream areas.

Next, Vice Chairman of the People's Committee Nguyen Van De inspected Khe Lai Lake, a project that provides irrigation water for 1,524 hectares of cultivated land (including 180 hectares of rice and 1,344 hectares of industrial crops), creating a source of domestic water for 11,700 people, and supplementing 13.4 million m3 of water for Vuc Mau Lake.3/year and participate in flood reduction for Hoang Mai river.

For Khe Lai and Doi Tuong lakes - where the dam body has just been upgraded and built, it is necessary to send forces to closely monitor related technical factors to have measures to handle incidents from the beginning.

The delegation inspected the Vuc Mau lake project. The project was built in 1978. The project is located in Quynh Trang commune, Hoang Mai town (old), now Hoang Mai ward, Nghe An province.

The project provides irrigation water for 2,944.16 hectares of agricultural land, 400 hectares of aquaculture water and domestic water for 17,173 households in the communes of Quynh Van, Quynh Thach, Quynh Hoa, Quynh Tan and Quynh My in Quynh Luu district (old); wards of Quynh Xuan, Mai Hung, Quynh Thien, Quynh Di and communes of Quynh Vinh, Quynh Trang in Hoang Mai town (old); supplies water for Hoang Mai Water Plant with a capacity of 80,000 m3/day and night; flood prevention and reduction for downstream areas including 19 wards and communes of Hoang Mai town (old) and Quynh Luu district (old).

After inspecting the situation at Vuc Mau Lake, comrade Nguyen Van De requested the Board of Directors of Bac Nghe An Irrigation Enterprise to assign staff to be on duty 24/7, and report any unusual developments to the town leaders for timely handling.
In addition, it is recommended that the Irrigation Enterprise have a spillway discharge plan according to the water regulation operation process as well as flood spillway operation, in order to limit flooding in the downstream area, ensuring the safety of life and property for local people. At the same time, there must be a wide announcement on the mass media about the water discharge schedule so that people are aware and proactively move their property safely.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, the storm will affect the North and North Central regions, causing strong winds, heavy rain, high risk of flash floods, landslides in the midlands and mountainous areas, and flooding in low-lying areas.

Therefore, the management boards of company dams, irrigation enterprises, and commune authorities need to improve flood and storm prevention plans for dams before storm No. 3. Regularly update the storm's developments and storm circulation to have timely response plans.
