Comrade Dang To Duyet, Deputy Head of the Vinh City Party Committee's Organization Department, stated: "The City Party Committee wholeheartedly agrees with the participation of retired cadres and Party members in local movements and holding key positions in the grassroots political apparatus. This is due to two reasons: firstly, for the comrades themselves, it is a continuation of their dedication and contributions within the Party ranks. Regardless of their position or agency, upon retirement, they share a common mission of serving the Party. This force, upon returning to their localities, will spread the Party's strength to the masses."

For localities, having comrades who have held positions in agencies and organizations, possess high levels of knowledge, and have a strong revolutionary consciousness means that the locality has found a "locomotive" to steer in the right direction as led by the Party and the State, thereby gradually advancing the economy, culture, society, and the lives of the people. Regarding wards and communes with a large number of retired Party members actively participating and contributing to the locality, such as Ha Huy Tap ward, Le Loi ward, Truong Thi ward, Quan Bau ward, etc., the comrade noted that two necessary and sufficient factors are required: the attention and support of the local Party committee and government, and the self-awareness and voluntary dedication of the retired Party members themselves.

In some wards, the plan for personnel management, which particularly emphasizes mobilizing and utilizing resources from retired Party members for the development of their homeland, faces considerable difficulties. Regarding this issue, two challenges in personnel management among retired Party members need to be considered: Firstly, the time and health conditions of retired Party members. Many, despite their strong desire to continue contributing to the Party and the people, are hampered by health conditions or limited time due to family responsibilities, children, and relatives.

Secondly, personnel planning for this group is not static but dynamic, due to the fluctuating health status of retired Party members. The solution to these two difficulties is that Party committees and governments at all levels must proactively approach newly recruited retired Party members annually to encourage their participation and create a pool of potential candidates; and closely monitor the ranks of retired cadres at the grassroots level to be ready to provide support and reinforcement when necessary.

Comrade Nguyen Thi Nga Son, Deputy Secretary of the Party Committee of Ha Huy Tap Ward (Vinh City), affirmed: “The locality greatly needs retired Party members, and they are certainly indispensable factors in building the strength of the Party organization at the grassroots level. As senior members of the Party, they serve as role models for younger generations to follow and provide valuable lessons and experiences.” In her capacity as Deputy Secretary of the Party Committee, she always keeps in mind the lesson learned from retired Party members regarding mass mobilization: To care for the people, one must understand them; to understand them, one must be close to them. And the closest to the people are none other than the grassroots cadres – in which retired Party members are the key component. Recently, Ha Huy Tap ward held a conference to commend outstanding individuals and achievements during the 2010-2015 period. The conference highlighted many retired Party members who have made positive contributions to the locality, serving as role models for retired Party members in particular and Party members in general to emulate. Above all, however, the most important factor remains the spirit and self-awareness of each retired Party member.

Comrade Tran Nguyen, a retired Colonel and Party Branch Secretary for the 2010-2013 term, has almost become a "legend" among local officials in Ha Huy Tap ward for initiating the "movement" of retired Party members taking turns as Party branch secretaries. Comrade Tran Nguyen stated: "As Party members, if we don't take on the responsibility, the people will never follow suit. Therefore, this term I volunteered to be the Party branch secretary, the next term will be held by someone else, and so on. Each person contributes to fulfilling the important responsibility of serving the people."

Or Comrade Nguyen Van Kinh, formerly the Party Secretary and Head of Block 12, Ha Huy Tap Ward, now the Chairman of the Senior Citizens' Association of the block, boldly expressed his opinion: "The resolution of this term's congress needs to add one article: Party members are ready to accept tasks when the organization and the people request them." That is the spirit and responsibility that every true Party member must possess: absolute loyalty to the Party and the people. That loyalty must be demonstrated by always standing at the forefront on all fronts, always ready to accept tasks and doing their utmost to complete them. The tasks at the workplace of a retired Party member may have ended, but the title of Party member remains forever, and it must be more than just a title. Party membership – that is a quality, a spirit, a way of life, an ideal that must be ingrained in every person standing under the Party flag, becoming an inseparable and ever-present entity. By then, what the Party members do will become a matter of course for them, something small that they must strive for even harder, as Comrade Nguyen Hong Ngai, Deputy Secretary and Head of Block 17, Ha Huy Tap Ward, stated at the Ward's Advanced Exemplary Conference: "My actions are like a small drop of water among the countless drops of water from the citizens of Ha Huy Tap Ward, creating a vast ocean of achievements…".

Setting aside their duties to the Party and the people, these retired Party members shared with joy and emotion what local activities had brought them. It was the joy of old age, of being able to travel, meet, and converse with the people, gaining a deeper understanding of their diverse lives, and reflecting on the years they had lived. It was the honor and pride of being trusted and loved by the people; it was when they realized that recognition and achievements in society are necessary but not sufficient; everyone needs recognition and a place in their own community, especially in their old age. And above all, it was when they fully understood the meaning of the ideal of dedication and service to the Party and the people.

Retired Party members participating in local activities and work create a solid foundation for the Party organization to grow stronger and more vibrant – this is a very natural cycle of creation, yet also profoundly humane. As long as there is a desire and ideal to dedicate oneself to service, there will always be a suitable position and task for anyone, at any time, in any place, within the bustling cycle of progress and development of the entire Party and the entire nation. For this cyclical movement to run smoothly, the "lubricant" for the machine is none other than the willingness of the older generation to transfer power and the awareness and respect of the succeeding generation to inherit and cherish it.
