Discussing the report on crime prevention, corruption, and execution of sentences on the afternoon of September 19, Chairman of the National Defense and Security Committee Vo Trong Viet noted that recently, many major cases have been prosecuted and tried in both criminal and economic fields, which has strengthened people's trust. However, according to him, there are still many complaints and denunciations, and the circular complaints make people suffer, they are pushed down from the top, and cannot be resolved below, so people are upset.
The second issue he is concerned about is the "tycoons and big brothers corrupting officials, including some high-ranking officials".
"This distorts social ethics, violates the law, but is still outside the law. These are subjects that few people mention, few reports mention. But in my opinion, it is still heavy in public opinion," said Mr. Viet.
The Chairman of the National Defense and Security Committee is also concerned about the issue of professional ethics among some civil servants in the judiciary. People will lose trust if they see 9-10 good deeds, but only a few bad deeds. Therefore, it is necessary to pay great attention to professional ethics.
"I have met many defendants and prisoners, and have known some officials who investigate, interrogate, and try cases on behalf of the State, but I have not been admired for their style, attitude, and qualifications, so we must be very careful in choosing judges to try cases," he said.

"Why has the inspection of the assets of the director of Yen Bai Department not concluded yet?"
Deputy Head of the People's Aspiration Committee Do Van Duong suggested that major cases that have been inspected must be made public and made public within the prescribed time. Currently, many cases are left unchecked after inspection.
"Like the Yen Bai case, why is it that people are so concerned but it has not been announced yet? The Central Inspection Committee announced it on time, pointed out the violations, and dealt with each person. That is very good, creating special attention and sympathy from the people," said Mr. Duong. According to him, many things take effort and effort, but because of the delay in announcement, people feel that there is something wrong, and the effectiveness of anti-corruption is poor.
Audit and inspection are the two most important agencies to control corruption, however the number of cases transferred to these two units is low, "proving that detection, handling and responsibility are still limited".
The Deputy of the People's Petition Committee also compared that currently, cases related to public order and security, especially murder and serious crimes, are handled very well. This promptness makes people admire the police, many people say that the country is peaceful, there is no terrorism because the police are very good. However, the progress in handling and resolving corruption cases is still slow and prolonged. The rate of returning files is 37%, mainly due to the court returning them, in one case the court returned them 3 times for 6 years.
"Delayed justice is unjust justice, businesses go bankrupt because of this. The National Assembly Standing Committee needs to have an in-depth opinion on this so that businesses can continue to operate. The Can Gio boat sinking case that killed 9 people is only stuck in the appraisal conclusion and has not yet been resolved, while the business has thousands of workers," said Mr. Duong.
He also cited the case of daughter-in-law Hoang Thi Van killing her mother-in-law, who had been detained for 6 years, but "the daughter-in-law killed her mother-in-law, but the whole family of the husband cried out for her innocence", the detention period was too long. Therefore, he suggested that if the locality could not do it, they should withdraw the investigation to a higher level, and not let it go on for so long. "This is an injustice that creates a bad image for the judiciary," he said.
According to the Deputy Head of the People's Petition Committee, in reality, each year there are about 300 - 400 judgments that are difficult to enforce. There are cases that have been met with people for 20 years and found impossible to enforce, such as a 3m house that was sentenced to be divided in half, a divorce case that declared the husband on the upper floor and the wife on the lower floor had no way out. Or the latest case is 200ha of rubber forest in Tay Ninh, the court ordered 7 households to return the land to the People's Committee but did not say how to handle the property on the land, which is the rubber trees. Therefore, the case has dragged on for 7 years without being enforced.
"The Committee keeps bringing the case to the judiciary to ask for opinions. If it cannot be resolved, people will be upset and file lawsuits. It is you who are causing the complaints and frustrations," Mr. Duong affirmed and suggested that a summary be made to see how many cases are declared one way but the reality is another.
