"Biden needs a small victory to distract voters from his foreign policy failures in Ukraine and domestic problems in the United States. This is exactly why the Biden administration did not notify the US Congress about the attack on Yemen. This is evidence that the attack was carried out in pursuit of the political interests of the incumbent President," Volodin said in a Telegram post. Even Biden's allies "believe that his actions violate the Constitution," Volodin said.

The State Duma chairman also said that in the context of Biden's "extremely low" approval rating, Washington's decision to attack a sovereign state "renders international legal norms ineffective and abuses the UN Charter." Volodin concluded: "If the United States were a constitutional state, President Biden would be criminally liable until he launched a global war in the midst of his struggle to maintain power."
