Attending the meeting were Mr. Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; National Assembly deputies of the province; members of the Provincial Party Standing Committee, Standing Committee of the People's Council, People's Committee, Fatherland Front Committee of the province; representatives of leaders of departments, branches, sectors at the provincial level and districts, cities and towns.

Before entering the question and answer session at the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien explained the selection of the question content. Accordingly, before the meeting, many delegates sent to the Standing Committee of the Provincial People's Council many proposals to be included in the question and answer session.

Some of these contents are "hot" and topical issues, such as market management; planning, construction, and operation of irrigation works; the issuance and reissuance of land use right certificates; the effectiveness of implementing socio-economic development mechanisms and policies issued by the Provincial People's Council since the beginning of the term; the situation of usury in the province; and long-standing suspended projects...

However, due to time constraints, the Standing Committee of the Provincial People's Council agreed to select two questions for questioning at this session.

At the working session, in the spirit of frankness and responsibility, the Provincial People's Council delegates questioned the Head of the Provincial Ethnic Committee Luong Thanh Hai and Director of the Department of Labor, War Invalids and Social Affairs Doan Hong Vu.

Besides acknowledging the efforts of all levels and sectors in implementing ethnic policies and policies for people with meritorious services in the province in recent times, through questioning, the Provincial People's Council delegates also pointed out many shortcomings and limitations related to the implementation of these two policies.

Industry leaders also acknowledged the difficulties, clearly recognized their responsibilities and solutions to overcome them in the coming time.

Regarding ethnic policies and policies for people with meritorious services, there are many policies related to many sectors. Therefore, at the question and answer session, in addition to the answers of the two main sectors, a number of related sectors also directly answered and explained specifically to the delegates.

Director of the Department of Natural Resources and Environment Vo Duy Viet answered the content of land allocation and valuation for revolutionary activists; or Director of the Department of Planning and Investment Nguyen Van Do answered about resources for implementing works and projects in ethnic minority areas; Director of the Department of Home Affairs Dau Van Thanh answered about the recruitment regime; Director of the Department of Agriculture and Rural Development answered about programs and projects for agricultural economic development, some ethnic policies in the province...

At the end of the question and answer session, Chairman of the Provincial People's Council Nguyen Xuan Son highly appreciated the responsibility of the Provincial People's Council delegates who conveyed the thoughts, aspirations and concerns of voters to the parliament through the question and answer session; the questioned sectors also demonstrated a spirit of openness, high responsibility in explaining as well as more concern about tasks and solutions for the coming time.

Affirming that the two issues raised for questioning at this session are both difficult issues and there is still much work to be done, Chairman of the Provincial People's Council Nguyen Xuan Son requested that the sectors need to review, have plans, assign specific responsibilities and resolutely direct to create positive changes in the coming time. The Chairman of the Provincial People's Council also said that the sectors need to focus on propaganda work, raising awareness so that cadres and people can properly and fully implement policies; at the same time, he requested the Provincial People's Committee to direct all levels and sectors to well implement ethnic policies and policies for people with meritorious services; this is both our responsibility and morality.
