Chairman of Nghe An Provincial People's Council Hoang Nghia Hieu: Deploying tasks for the last 6 months of the year with a specific, drastic and responsible spirit
On the afternoon of July 9, continuing the 31st Session (regular session in mid-2025), the 18th term People's Council of Nghe An province for the 2021-2026 term discussed in the hall.

Attending the meeting were comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province, Head of the National Assembly Delegation of Nghe An province; comrades of the Standing Committee of the Provincial Party Committee.
Comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.
Guests attending the meeting included leaders of departments, branches and sectors; Chairmen of People's Councils of 130 communes and wards.
Focus on organizing the implementation of 11 tasks and solutions for the last 6 months of the year
Through discussions in the hall, there were 15 comments with in-depth opinions, suitable to reality and accurately reflecting the opinions, recommendations and aspirations of voters across the province coming to the meeting.

Accordingly, the majority of opinions expressed agreed with the reports and draft resolutions submitted by the Provincial People's Committee to the meeting, agreed with the assessment of the results of task implementation, the results of socio-economic development in the first 6 months of 2025, especially in the context of the rapidly changing, complex and unpredictable world situation, the domestic and provincial situations have intertwined advantages, difficulties and challenges; socio-economic development tasks are implemented simultaneously with the arrangement of administrative units, building a 2-level local government organization model under the direction of the Central Government with high requirements on quality and progress.

However, under the leadership of the Provincial Party Committee, the close coordination of the Provincial People's Council; the drastic, timely, flexible and effective direction and management of the Provincial People's Committee; the efforts of all levels, sectors and localities, and the synchronous participation of the entire political system, in general, the socio-economic development of the province has achieved many positive and quite comprehensive results in all sectors and fields.

The growth rate of total product in the province in the first 6 months of the year is estimated at 8.24% (ranked 12th out of 34 provinces and cities; first in the North Central sub-region), budget revenue reached 13,890 billion VND, reaching 78.4% of the estimate, up 14.5% over the same period in 2024; export turnover is estimated at 1.8 billion USD, up 25.1%; investment attraction achieved quite positive results; disbursement of public investment capital is higher than the same period in 2024.
The cultural and social fields continued to receive attention and direction and achieved many positive results, administrative procedure reform and foreign affairs activities were strengthened and promoted. National defense, security, and social order and safety were maintained stably.

In particular, the province has focused on directing the implementation of many key tasks such as: Completing the work of arranging the apparatus and administrative units according to the 2-level local government model to put into operation to ensure progress and requirements of the Central Government.
The province has actively implemented the four "pillar" resolutions of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; international integration in the new situation; innovation in law-making and enforcement to meet the requirements of national development in the new era; private economic development; at the same time, continuing to implement action programs and plans to implement Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; Resolution No. 137/2024/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.
Besides, delegates also agreed with the assessment of some shortcomings and limitations in implementing socio-economic development tasks in 2024.

Regarding the key tasks and solutions for the last 6 months of 2025, through discussion, delegates proposed that after the Resolution on implementing the tasks for the last 6 months of 2025 is approved by the Provincial People's Council, the Provincial People's Committee should propose a specific plan to implement 11 groups of tasks and solutions according to a suitable and scientific roadmap associated with appropriate resource investment to strive to achieve and exceed the targets; at the same time, regularly direct, inspect and urge all levels and sectors in implementing these targets.
“As for the 11 tasks and solutions, we find them to be very complete and scientific. The issue here is the attention to implementation. With a specific, urgent, decisive spirit, clear responsibilities and clear resources, we request the Provincial People's Committee to pay attention to better implementation,” Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized in his concluding remarks.
Balance the budget for the commune level specifically, promptly, and ensure accuracy and sufficiency.
Regarding the activities of the Provincial People's Committee, the discussion opinions suggested that the Provincial People's Committee proactively inspect, monitor, grasp the situation, promptly guide the activities of the commune-level government apparatus to promptly handle and remove difficulties, obstacles, inadequacies, and newly arising issues, especially in the initial period of operating the new commune-level apparatus model, ensuring effective and smooth operations; continue to promote administrative reform, digital transformation in State agencies, in resolving and responding to voters' recommendations, it is necessary to focus more on quality and efficiency.

Regarding the activities of the Provincial People's Council, the discussion opinions suggested that the Provincial People's Council continue to innovate the content and methods of operation, pay attention to improving the quality of meetings, the quality of issuing resolutions of the Provincial People's Council, strengthen the supervision of the implementation of issued resolutions, supervise the implementation of legal regulations in all fields; supervise the implementation of the settlement of voters' petitions.

Regarding the draft resolutions and reports submitted to the session, the delegates agreed with 16 draft resolutions. In particular, through discussion in the group, there were opinions on 3 specific draft resolutions: Resolution on implementing tasks for the last 6 months of 2025; Resolution on adjusting the State budget revenue estimates in the area, local budget expenditures and local budget allocation plan in 2025 after rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model; Resolution promulgating regulations on decentralization of State budget revenue sources, local budget expenditure tasks and the percentage (%) of revenue sharing between budgets at all levels of local government in Nghe An province in 2025.

The Director of the Department of Finance has clarified this content. The Ministry of Finance has instructed that the revenue from the district budget is transferred to the provincial budget. However, to balance the commune level with specific estimates, Chairman of the Provincial People's Council Hoang Nghia Hieu requested the Provincial People's Committee to direct the Department of Finance to have a plan to balance for specific localities, promptly, ensuring correctness and sufficiency, so that localities can be proactive and have funds to perform their tasks.

The opinions and recommendations of voters have been basically fully explained by the leaders of relevant departments and branches. Regarding the content of socio-economic indicators serving the preparation of the Party Congress at the commune level, comrade Hoang Nghia Hieu acknowledged and said that he would assign the Party committees and relevant departments and branches to provide specific instructions. Regarding the organization of the mid-year meeting in 2025 at the commune level, the Provincial People's Council also accepted the opinions and will soon issue specific instructions to create favorable conditions for localities to implement in accordance with regulations and close to reality.
After the discussion session at the meeting hall, Chairman of Nghe An Provincial People's Council Hoang Nghia Hieu requested the agency in charge of drafting the draft resolution and the examining agency to unify and study the opinions of the delegates to edit and complete the draft resolutions, and complete them by the morning of July 10 to serve the voting and approval at the meeting in the afternoon of the same day.
