Highly ratedresolute management of all levels and sectors

Evaluating the 9th session of the 17th Provincial People's Council, term 2016 - 2021, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed that with the spirit of urgency, enthusiasm, and high sense of responsibility, after 2 and a half days of work, the session completed the proposed program content.

At the meeting, the Provincial People's Council reviewed, evaluated and agreed: in the first 6 months of the year, the province's socio-economic situation continued to achieve positive results. The growth rate of the province's gross domestic product is estimated at 7.09%. Budget revenue is estimated at 7,180 billion VND, exceeding the estimate and increasing by 17.6% over the same period.

Agricultural, forestry and fishery production still maintains a fairly stable growth rate, and new rural construction is actively implemented. Up to now, the whole province has 218 communes meeting the standards, higher than the national average.

There has been much progress in culture and society, and social security has been ensured. The quality of public services has been improved, discipline and administrative order have been strengthened; the organization and staffing have been streamlined, effective and efficient. Attention has been paid to citizen reception and the settlement of complaints and denunciations. National defense has been maintained, political security and social order and safety have been ensured.

The Provincial People's Council highly appreciated the drastic management of the Provincial People's Committee, the efforts of the political system, sectors, levels, business community and people of all walks of life in the province.

There are still many limitations and shortcomings.

The Chairman of the Provincial People's Council also said that at the meeting, the delegates of the Provincial People's Council actively discussed and frankly pointed out the shortcomings, limitations and inadequacies. The outstanding ones are that the GRDP growth rate is lower than the same period in 2018 and lower than the growth scenario; attracting investment in large projects is still low; production and business activities of enterprises are still difficult, tax debts are still high, and insurance arrears are slow to be resolved.

Key projects are still behind schedule, handling of "suspended" planning and "suspended" projects is not really drastic; state management of budget collection is still limited.

Child drowning, early marriage, incestuous marriage, work accidents, fires and explosions; violations of the law in labor export, in the field of traffic, food safety and hygiene management, domestic water, etc. still occur.

Drug addiction treatment is not very effective; the situation of law violations and social evils is still complicated. The activities of the "Year of Administrative Reform" have not really been outstanding; production and daily life of the people are still difficult due to natural disasters, epidemics, increasing electricity and petrol prices, etc.

The meeting also held a question-and-answer session on child protection, care and education and land management in the province. According to the Chairman of the Provincial People's Council, the attention of delegates, voters and people showed that the selection of question content was closely related to real life; at the same time, he requested the Provincial People's Committee, sectors and levels to take more specific and drastic actions to implement the solutions, promises and commitments made at the question-and-answer session.

Based on the reports of the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial People's Council discussed, reviewed and approved important Resolutions on socio-economic and personnel work under its authority.

One is:The Provincial People's Committee promptly implements the Resolutions of the Provincial People's Council, actively implements the resolutions just passed at this session. Review the results of the implementation of the targets of the 18th Provincial Party Congress, Resolution No. 26 of the Politburo, closely follow the direction in Notice No. 55 of the Politburo summarizing 5 years of implementing Resolution No. 26 on the direction and tasks of developing Nghe An province until 2020 and the direction of the Government to continue to lead and operate to achieve the highest results.

Create a breakthrough in restructuring the economy associated with transforming the growth model. Continue to improve the investment and business environment, attract investment, promote startups; enhance the competitiveness of the economy, focus on developing culture and society in harmony with economic development.

Promote foreign affairs and administrative reform, continue to streamline the organization, effectiveness and efficiency associated with streamlining the payroll. Strictly and appropriately implement the merger of blocks, hamlets and villages. Mobilize and effectively use resources for development, speed up the progress of key projects, and resolutely handle the situation of "suspended" planning and "suspended" projects.
