Complete the meeting agenda

Chairman of the Provincial People's Council Nguyen Xuan Son assessed that after two and a half days of working seriously, urgently, and with a high sense of responsibility, the 8th session of the 17th Provincial People's Council had completed the proposed agenda. The session reviewed and evaluated the results of the implementation of the Resolution on the tasks of 2018 with many outstanding results.

The Provincial People's Council also acknowledged and highly appreciated the drastic management of the Provincial People's Committee, the efforts of the political system, sectors, levels, business community and people of all walks of life in the province.

At the meeting, the provincial People's Council delegates also actively discussed and frankly pointed out the shortcomings, limitations and inadequacies. These include difficulties in the production and business activities of enterprises; some key projects have not met the requirements on progress; infrastructure has been degraded due to floods and natural disasters affecting production and people's lives.

There are also shortcomings in environmental protection, occupational safety and hygiene, and implementation of policies for workers. Some pressing social issues are slow to be resolved. New rural criteria in some places are not sustainable, and resources for development are still difficult.

Administrative reform has not met the requirements of innovation. The development of the Job Position Project associated with the Project to streamline the organizational structure, operate effectively and efficiently is still slow. Some worrying types of law violations still appear. Violations of land and construction in urban areas still occur while the settlement of disputes, complaints and denunciations related to this field is still limited,...

Above are the outstanding issues that people and voters are concerned about, discussed by the Provincial People's Council delegates, proposing solutions to promote socio-economic development in 2019 and the following years.

At this session, the Provincial People's Council conducted a vote of confidence for those holding positions elected by the Provincial People's Council. The preparation for the vote of confidence was carried out carefully, in accordance with procedures and regulations. The Provincial People's Council delegates expressed their recognition and assessment in a democratic, objective, impartial and responsible manner.

The results of the vote of confidence at this session will be a driving force and also open up opportunities for those who are voted for to review and re-evaluate their roles, positions and responsibilities towards the sectors, fields, agencies and units they are in charge of as well as their responsibilities towards the Party Committee, the government, voters and people of the province to continue to train, cultivate and better perform the assigned political tasks in the coming time.

The meeting also held a question-and-answer session on ethnic policies and policies for people with meritorious services. The Head of the Ethnic Committee and the Director of the Department of Labor, War Invalids and Social Affairs, and relevant departments and branches demonstrated their responsibility in explaining and answering questions.

The questioning and answering of questions have mentioned important and emerging issues, clarified responsibilities, thereby creating unity in the awareness of sectors, levels and voters to come up with effective solutions in the coming time, to better resolve ethnic policies and policies for people with meritorious services in the province.

Based on the reports of the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial People's Council discussed, reviewed and approved 22 important Resolutions on deciding tasks for 2019, promoting socio-economic development, ensuring national defense and security, and perfecting the government.

4 groups of tasks after the meeting

At the meeting, the Provincial People's Council passed the Resolution on the tasks of 2019 with high consensus. 2019 must be the year to accelerate preparations for the implementation of the 5-year socio-economic development plan for the period 2016.-2020 and the Resolution of the Party Congresses at all levels for the 2015-2020 term, Resolution No. 26 of the Politburo on the direction and tasks for the development of Nghe An province until 2020, therefore, it is necessary to strive to maintain positive growth momentum to be determined to complete the set plan to the highest level. In that spirit, the Chairman of the meeting requested all levels and sectors to focus on implementing the following key tasks:

- One is:The Provincial People's Committee promptly implements the Resolution of the Provincial People's Council. Closely following the development orientation of sectors and fields, striving to effectively implement key tasks and solutions; determined to achieve and exceed all key socio-economic development targets of 2019; creating a new step forward in restructuring the economy associated with transforming the growth model.

Encourage start-ups, develop enterprises, improve the competitiveness of the economy, focus on developing culture and society in harmony with economic development. Promote foreign affairs, administrative reform, effectively implement the arrangement of a streamlined, effective and efficient apparatus, and strongly improve the investment, production and business environment.

Mobilize and effectively use resources for development. Strengthen resource management, environmental protection, natural disaster prevention and climate change. Ensure social security, improve people's lives.

Take care of human resources to meet new requirements. Strengthen national defense, ensure political security and social order and safety, prevent corruption and waste, and resolve complaints and denunciations.

- Second:Along with building and consolidating a government that is truly of the people, by the people, and for the people, it is necessary to continue to carry out judicial reform well.

Build clean and strong Courts, Procuracies, Civil Judgment Enforcement Agencies, and gradually modernize them, ensuring that the law is respected and strictly enforced, better protecting human rights and citizens' rights; effectively combating the plots of peaceful evolution and sabotage by hostile forces; preventing crimes and social evils; ensuring a peaceful life for the people, creating a good environment to promote socio-economic development.

- Three is:The Standing Committee and the Provincial People's Council Committees continue to review and effectively implement the Project to improve the quality and efficiency of the Provincial People's Council's operations for the 2016-2021 term, research and innovate monitoring, surveying, questioning and explaining activities to ensure quality and practicality. Continue to closely coordinate with the Central agencies, the Provincial People's Committee, the Provincial Fatherland Front Committee, and the District People's Councils to effectively perform the functions and tasks of the Provincial People's Council, actively contributing to the implementation of the province's general political tasks.

- Wednesday: After the meeting, it is recommended that the People's Council delegates meet with voters, report the meeting results, disseminate and propagate the Council's Resolution, and at the same time listen to and reflect voters' opinions and recommendations.

Strengthen supervision and urge the settlement of citizens' petitions, complaints and denunciations. Be exemplary and actively propagate and mobilize cadres, civil servants, public employees, armed forces and people of all walks of life to well implement the Party's guidelines and policies, the State's laws and policies and the Provincial People's Council Resolutions.

In the immediate future, all sectors and levels will solve the remaining tasks, evaluate and summarize 2018, deploy the 2019 plan, strengthen production and business direction, and at the same time prepare to organize for people to celebrate the Party, celebrate Spring, and celebrate Tet happily, safely, healthily, and economically.
