Chairman of the Provincial People's Council: Comprehensive inspection, decisive handling of violating projects

Reporting at the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien informed that currently in the province, there are 166 investment projects to build urban areas, residential areas, and apartment buildings that have been granted investment licenses. Of these, 66 projects are implementing investment and construction on schedule; 69 projects are implementing construction behind schedule; 31 projects have been and are expected to be revoked.

The Vice Chairman of the Provincial People's Committee also clarified the issue that voters have long been concerned about, which is the work of granting land use right certificates and housing ownership certificates in adjacent urban area projects and apartment buildings, which is being gradually resolved by all levels and sectors.
However, the rate of granting housing ownership certificates to households receiving transfers in new apartment buildings only reached over 48%; the rate of granting land use rights certificates to townhouses and villas only reached over 37%.
Regarding the quality of apartment buildings, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien said that some projects did not report construction information to the Department of Construction to inspect the construction process when they started construction; put the project into use without a construction completion report from the competent authority; some investors selected contractors to participate in the construction of the project that did not meet the capacity requirements as prescribed.

At the meeting, the working delegation of the Standing Committee of the Provincial People's Council raised many issues. Mr. Tran Dinh Toan - Deputy Head of the Legal Department of the Provincial People's Council disagreed with the report of Vice Chairman of the Provincial People's Committee Huynh Thanh Dien on the strict appraisal of urban investment projects. Mr. Toan said that if the appraisal was strict, there would not be 69 projects with slow construction progress, 31 projects that have been and are expected to be recovered; some investors have collected transfer money from people but are slow to pay to the State; there are still many projects adjusting detailed planning, breaking the original planning, especially cutting down green areas, playgrounds, kindergartens... to divide plots for sale or increase floors.
Mr. Toan asked: Whose interests does the adjustment of projects serve, the State, businesses or the people?

Responding to the issue related to project adjustment, Deputy Director of the Department of Construction Nguyen Dinh Loi said: Project adjustment does not serve anyone's interests but serves the common interests of the community and is carried out according to strict procedures, with local opinions sought.
Disagreeing with Mr. Loi's answer, Head of the Culture - Social Committee of the Provincial People's Council Ho Phuc Hop affirmed: The practical monitoring process shows that many projects are adjusted in a direction that benefits investors, such as increasing the number of floors without consulting with residents in residential areas and local authorities; changing the original planning area for trees and kindergartens to divide and sell plots of land.
Comrade Ho Phuc Hop said: "The answer given by the Deputy Director of the Department of Construction is not convincing to public opinion and voters."

Citing the figure of the construction rate of villas and townhouses only reaching 18.8% and the construction rate of new apartments only reaching more than 45% compared to the total projects granted investment licenses, Vice Chairwoman of the Provincial People's Council Cao Thi Hien said that it is necessary to review the housing demand, on that basis consider suspending the acceptance of urban projects, avoiding wasting social resources and wasting land resources.
Along with the above issues, many opinions raised at the meeting also mentioned the shortcomings in planning small apartment buildings, interspersed in residential areas and in connecting infrastructure in urban projects with common infrastructure; the quality of many high-rise apartment buildings is still limited; the establishment of management boards of apartment buildings has not received attention, leading to many problems of security, order, and safety of life, people do not know who to complain to...

Based on the opinions raised by the working delegation of the Standing Committee of the People's Council and the explanations of a number of departments and branches, Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee accepted and affirmed that he would direct more drastically to comprehensively overcome the existing shortcomings and limitations with the viewpoint of looking straight at the truth and not justifying the causes as objective or subjective and at what time, but based on his current responsibility for State management.
Concluding the meeting, on the basis of pointing out a series of shortcomings and limitations in the management of urban projects in the province, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Provincial People's Committee to pay attention to perfecting the legal basis for the planning adjustment process; at the same time, consider implementing land auctions and bidding for urban projects according to the provisions of the law; consider apartment projects in the inner city; focus on closely assessing the capacity of investors; urge 69 projects behind schedule and recover unimplemented land areas for projects behind schedule; handle tax arrears of 21 urban projects.

The Chairman of the Provincial People's Council also requested the Provincial People's Committee to step in to inspect and examine all urban projects in the province, thereby having a plan to completely handle the existing problems; strengthen the management of the quality of high-rise apartment buildings; speed up the progress of granting land use right certificates and housing ownership certificates to those who have fulfilled their financial obligations; direct localities and investors to establish management boards of apartment buildings.
Comrade Nguyen Xuan Son emphasized: The Provincial People's Committee needs to focus on reviewing approved projects and land allocations that have not been implemented to handle them according to the law.
