On July 25, Prime Minister Nguyen Xuan Phuc signed Decision No. 900/QD-TTgdelegated the authority of Minister of Information and Communications to Major General Nguyen Manh Hung - Member of the Party Central Committee, Chairman and General Director of the Military Industry - Telecommunications Group (Viettel).

Mr. Nguyen Manh Hung was born in 1962 in Phu Tho province, originally from Tu Son district, Bac Ninh province.
In 1979, he passed the entrance exam to the Military Technical University, class 14. After one year of studying at the Military Technical University with excellent results, he was selected by the Ministry of National Defense to study military engineering in the Soviet Union.
Mr. Nguyen Manh Hung graduated with a degree in Electronics and Telecommunications Engineering from the former Soviet Union, a Master's degree in Telecommunications from Australia, and a Master's degree in Business Administration from the National Economics University.
In 1995, Mr. Nguyen Manh Hung held the positions of technical assistant, deputy head of department and then head of investment and development department. In 2000, he was appointed as deputy director of Military Telecommunications Company. Until 2010, he was appointed as deputy general director of Viettel.
About 4 years later, Mr. Nguyen Manh Hung was appointed as Viettel General Director to replace Mr. Hoang Anh Xuan. He was promoted to the rank of Major General in 2012.
In 2016, at the 12th National Congress of the Party, Mr. Nguyen Manh Hung was elected to the Central Executive Committee of the Communist Party of Vietnam.
On June 14, 2018, the Prime Minister issued a decision to appoint Major General Nguyen Manh Hung to the position of Chairman and General Director of the Military Industry - Telecommunications Group (Viettel)./.
