Chairman Nguyen Duc Chung dialogues with Dong Tam residents

This morning, at the headquarters of My Duc District Party Committee, Hanoi Chairman Nguyen Duc Chung met with a number of representatives of Dong Tam commune residents.

At 10:40 a.m. on April 22, Mr. Nguyen Duc Chung began the meeting, apologizing to the people for being 20 minutes late. Asking everyone to be orderly, he invited Ms. Nguyen Thi Lan, Secretary of the Dong Tam Commune Party Committee, to speak.

Ms. Lan stated the wishes of the people, including explaining that the rumors about the mistreatment of 38 officers and police officers being held at the village cultural house were unfounded. The villagers hoped that the City Chairman would listen to their opinions to thoroughly resolve the long-standing land dispute.

On behalf of the people, Mr. Tran Xuan Le (78 years old) presented the history of the disputed land in the locality. He said that Senh field was left by his ancestors, and in the 1950s, the people still cultivated it and fully paid their obligations to the state. In the 1980s, the state allocated the land to the people.

"But I don't understand why some leaders of My Duc handed it over to Viettel and said it was national defense land," Mr. Le said, stating the people's request that "if the government reclaims it, there must be a clear decision and notification to the people." "If it had been national defense land before, no one would have dared to cultivate it for so long. We are very upset," Mr. Le said.

Seeing Mr. Le (78 years old) emotional, Chairman Chung reassured: "Don't worry, I'm back, so stay calm. I know you've been upset for so many days."

Mr. Le continued to wonder why for the past 5-6 years, people have been upset and sent petitions to many places, but have not received any answers. "If it is national defense land, there must be a clear explanation, otherwise why are there such behaviors as in the past? The loudspeakers keep broadcasting propaganda that it is national defense land," Mr. Le explained.

"This is regrettable, however, we request that the leaders find out the cause of this incident to understand the nature of the incident and the people's concerns. Seeing the brutal treatment of Mr. Le Dinh Kinh, a senior with 66 years of Party membership, we cannot help but feel sad," he said, emphasizing, "I admit that keeping people is wrong, but it stems from the mistakes of previous leaders."

Two hours earlier, Hanoi Chairman Nguyen Duc Chung met with a number of representatives of Dong Tam commune residents at the headquarters of the My Duc District Party Committee. Chairman Chung's delegation included Major General Ho Sy Tien (Director of the Criminal Police Department, Ministry of Public Security), Major General Nguyen Doan Anh (Commander of the Capital Command), Major General Doan Duy Khuong (Director of the City Police) and leaders of many units.

At the same time, the village cleanup was taking place urgently. The pile of gravel that had been blocking the Hoanh village gate for many days had been cleared away. Obstacles on the village roads were cleared to welcome Mr. Chung.

This is Chairman Chung's second trip to My Duc district to dialogue with a group of Dong Tam commune residents who have been holding 19 officers and police officers at the Hoanh village cultural house for the past 7 days.

50 people were selected to attend the exchange in the commune hall.

Also this morning, National Assembly delegates Duong Trung Quoc and Luu Binh Nhuong were present in Dong Tam commune.

Mr. Quoc read his phone number in front of many people and said, "If you need anything, just call." He admitted his mistake because he received the petition from the people at the beginning of the month but was busy on a business trip and could not return before the incident happened.

Mr. Duong Trung Quoc listened to many opinions of the people.

On the afternoon of April 20, Mr. Chung, Mr. Do Van Duong (Deputy Head of the National Assembly's Petition Committee), representatives of the Criminal Police Department... and a working delegation went to My Duc district.. Directly calling to invite representatives of Hoanh village (Dong Tam commune) to attend, the delegation of Hanoi Chairman waited 3 hours before starting the meeting with key leaders of Dong Tam commune but no one showed up.

"I invited people but they didn't come out. We will continue to invite people at the earliest and shortest time," Mr. Chung said and this morning he did this.

During a 45-minute meeting with the commune authorities on April 20, Mr. Chung asked the people to release the people and remove the obstacles.

The incident in My Duc broke out on April 15 when four people were arrested to serve the investigation of a public disorder case a month earlier, related to land clearance in Dong Senh. The law enforcement force encountered protests from many people, leading to the detention of 38 police officers and officials.

On the evening of April 17, the people released 15 people, and 3 others freed themselves. On April 21, the Head of the Propaganda Department of the My Duc District Party Committee was also released.The villagers signed a "letter of the heart" to the city leaders, stating that they realized that there were many mistakes and lack of understanding, which led to violations of the law in the process of fighting corruption and negativity.
