President meets with leaders of Laos, Cambodia and South Korea

On the morning of November 11, President Tran Dai Quang had meetings with Lao General Secretary and President Bounnhang Vorachith and Cambodian Prime Minister Samdech Techo Hun Sen on the occasion of the Lao General Secretary and President and Cambodian Prime Minister attending the APEC-ASEAN High-Level Dialogue within the framework of the 2017 APEC Summit Week.

Also on the morning of November 11, President Tran Dai Quang met with South Korean President Moon Jae-in on the occasion of attending the APEC 2017 Summit Week held in Da Nang.

President Tran Dai Quang warmly welcomed General Secretary and President Bounnhang Vorachith and the high-ranking Lao delegation to attend the APEC-ASEAN High-Level Dialogue; contributing to the overall success of the APEC 2017 High-Level Week.

The President expressed his gratitude for the mutual love and support of the Party, State and people of Lao ethnic groups, considering this a great source of encouragement for the leaders and people of the Central provinces of Vietnam in dealing with the consequences of natural disasters, and a good gesture expressing the brotherhood and comradeship of sharing hardships and always standing together in times of difficulty.

The President congratulated the great and important achievements in domestic and foreign affairs that the Lao Party, State and people have achieved in recent times, and believed that under the leadership of the Lao Party and State, the Lao ethnic people will successfully implement the Resolution of the 10th Congress of the Lao People's Revolutionary Party and the 8th Five-Year Socio-Economic Development Plan (2016-2020), building Laos to be increasingly prosperous and well-off; affirmed that the Party, State and people of Vietnam always respect and support the Lao ethnic people in the cause of national construction and development.

Lao General Secretary and President Bounnhang Vorachith warmly congratulated and expressed his belief that the APEC 2017 Summit Week and APEC 2017 will be a great success.

The Lao Party General Secretary and President thanked Vietnam for inviting Laos to attend the APEC-ASEAN High-Level Dialogue as a guest; emphasizing that this APEC Conference has great significance, contributing to enhancing Vietnam's role and position in the region and the world.

On this occasion, Mr. Bounnhang Vorachith conveyed his regards to General Secretary Nguyen Phu Trong and Vietnamese leaders and sincerely thanked the Party, State and people of Vietnam for helping Laos during the period of national defense and in current national construction.

The General Secretary of the President of Laos, on behalf of the Party, State and people of Lao ethnic groups, donated 100,000 USD to the people of the Central regions who suffered severe consequences of the recent storm Damrey.

The two leaders expressed their delight at the vibrant, continuous and widespread commemorative activities taking place in many localities of both Vietnam and Laos during the Vietnam-Laos Solidarity and Friendship Year, contributing to enhancing the deep understanding of the people of the two countries, especially the young generation, about the special Vietnam-Laos relationship.

The two leaders also affirmed to jointly promote effective bilateral cooperation in the fields of politics, security, defense, economics, trade, investment, education-training, culture, etc. as well as close coordination at regional and international forums.

President Tran Dai Quang reiterated his invitation to General Secretary and President Bounnhang Vorachith to pay an official friendship visit to Vietnam at the end of the year to review and evaluate the Vietnam-Laos Solidarity and Friendship Year.

General Secretary and President Bounnhang Vorachith happily accepted the invitation.

During a meeting with Cambodian Prime Minister Samdech Techo Hun Sen, President Tran Dai Quang expressed his joy and appreciation for the Prime Minister's participation in the APEC-ASEAN Dialogue, saying that this is a testament to the good cooperation between the two countries on the regional and international levels.

The President expressed his delight at the great achievements that the Royal Government and people of Cambodia have gained in the cause of national construction and development.

President Tran Dai Quang also affirmed that Vietnam consistently attaches importance to and wishes to further consolidate and strengthen the friendship and cooperation with Cambodia in the spirit of “good neighborliness, traditional friendship, comprehensive cooperation, and long-term stability,” saying that in recent times, the two sides have strongly implemented cooperation in all fields from politics, defense, security, economy, trade to culture, education, etc.

During the Vietnam-Cambodia Friendship Year 2017, commemorating the 50th anniversary of the establishment of diplomatic relations between the two countries (June 24, 1967 - June 24, 2017), agencies, departments and localities of the two sides have closely coordinated and implemented meaningful activities, creating opportunities for the people of the two countries to gain a deeper understanding of the good feelings and close ties between the two peoples of Vietnam and Cambodia.

Prime Minister Hun Sen thanked Vietnam for inviting Cambodia to attend the APEC-ASEAN High-Level Dialogue - one of the important contents of the APEC 2017 High-Level Week; congratulated the success of the Dialogue as well as highly appreciated the organization of the host Vietnam, emphasizing that the presence of Leaders of all APEC economies on this occasion demonstrated the important role and prestige of Vietnam.

On this occasion, Prime Minister Hun Sen also sent his regards to General Secretary Nguyen Phu Trong and Vietnamese leaders.

The Prime Minister thanked the Vietnamese people for their valuable support in the Cambodian people's cause of national liberation and nation building, affirming that the Vietnam-Cambodia friendship and cooperation is developing in all fields, bringing practical benefits to the people of the two countries.

The Prime Minister also sympathized with the Vietnamese people about the damage caused by storm Damrey in recent times.

President Tran Dai Quang and Prime Minister Hun Sen were pleased to see that the friendship and cooperation between Vietnam and Cambodia are developing well in all fields, bringing practical benefits to the people of the two countries. They agreed to coordinate in organizing the Vietnam-Cambodia Friendship Year 2017 to celebrate the 50th anniversary of the establishment of diplomatic relations (June 24, 1967 - June 24, 2017) to raise awareness of the people of the two countries about the Vietnam-Cambodia relationship, while promoting and further strengthening bilateral cooperation for the development of the two countries and the interests of the people of Vietnam and Cambodia.

At a meeting with South Korean President Moon Jae-in, President Tran Dai Quang welcomed President Moon Jae-in and the South Korean delegation to attend the APEC 2017 Summit Week in Da Nang.

The two leaders expressed their joy and appreciation for the achievements in bilateral relations after 25 years of establishing diplomatic relations; agreed to continue promoting the Vietnam-Korea strategic cooperative partnership in depth; the two countries have many similarities, and people-to-people and cultural-sport exchanges between the two countries are increasingly strong.

President Tran Dai Quang affirmed that Vietnam and South Korea share strategic interests in maintaining peace and stability to focus on development.

The President also emphasized the importance of maintaining high-level visits and contacts, implementing effective measures and policies to promote stable, balanced and sustainable economic and trade cooperation; welcomed Korean enterprises to increase investment, participate in equitization of state-owned enterprises, and restructuring of banking and credit organizations; requested the Korean Government to facilitate the export of Vietnamese agricultural, forestry and fishery products to Korea, support Vietnam to participate in Korea's global production and supply chains, continue to provide Vietnam with non-refundable aid and ODA aid with preferential interest rates, support Vietnam to improve the capacity of law enforcement forces at sea and overcome the consequences of post-war bombs and mines.

President Tran Dai Quang suggested that the two countries increase exchanges, actively consider each other's concerns and criteria, strive to effectively implement the Financial Cooperation Agreement in a number of major projects on transport infrastructure and technology transfer, continue to promote and effectively implement cultural exchange programs, actively support, ensure safety and legitimate interests for each other's citizens, and create favorable conditions for the work of the two countries' representative agencies.

Regarding regional and international issues, President Tran Dai Quang affirmed that Vietnam consistently pursues the policy of denuclearization of the Korean Peninsula, strictly implements the resolutions of the United Nations Security Council on the North Korean nuclear issue; and requested that South Korea continue to support the stance of Vietnam and ASEAN in maintaining peace, security and stability, and resolving disputes in the East Sea in accordance with international law.

President of the Republic of Korea Moon Jae-in thanked the President and the high-ranking delegation of the Republic of Korea for their warm and respectful reception, and expressed his belief that Vietnam will successfully organize APEC Year 2017 and APEC Summit Week 2017.

The President expressed condolences over the heavy damage caused by typhoon Damrey and hoped that the Vietnamese people would soon overcome the difficulties.

The President highly appreciated the theme of APEC 2017 “Creating new momentum, fostering a common future” and said that this is also the goal of the Vietnam-Korea bilateral relationship, and shared President Tran Dai Quang’s opinions on the situation and direction of developing the bilateral relationship in the coming time.

President Moon Jae-in also affirmed that Korea attaches importance to developing the Strategic Cooperative Partnership with Vietnam, the Korean people and President Moon Jae-in personally have special friendship with the Vietnamese people; the important achievements gained after 25 years of establishing diplomatic relations are a solid foundation to open up good prospects for developing relations between the two countries in the coming time.

He affirmed that he will work with Vietnam to continuously expand and deepen cooperation areas between the two countries; hoping that the two sides will continue to strengthen cooperation in human resource development, science and technology, transportation, energy, and infrastructure.

The President expressed his belief that the Vietnamese people, with their determination, strong will, and hard work, will achieve the "Miracle of the Mekong River."

President Moon Jae-in respectfully invited President Tran Dai Quang to visit Korea on the occasion of the two countries celebrating 10 years of Strategic Partnership in 2018.

President Tran Dai Quang also invited President Moon Jae-in to visit Vietnam and wished South Korea a successful organization of the 2018 Winter Olympics.

Previously, on November 10, 2017, the Korean Government decided to support Vietnam with an aid worth 1 million USD to help overcome the consequences of storm No. 12 in Central Vietnam./.
