President Luong Cuong assigned 8 tasks to the education sector.
On the morning of November 17, at the celebration of Vietnamese Teachers' Day on November 20 and the 8th Patriotic Emulation Congress of the Education Sector, President Luong Cuong emphasized that cultivating people must start with personality, then education of knowledge and skills.
Speaking at the ceremony to celebrate Vietnam Teachers' Day on November 20 and the 8th Patriotic Emulation Congress of the Education Sector, on behalf of the Party and State leaders, President Luong Cuong sent his best wishes to generations of teachers, officials and employees in the education sector across the country.
“I would like to express my deep gratitude to generations of teachers for their great, silent, but extremely noble contributions to the cause of 'sowing letters and cultivating people' of our nation,” said the President.
President Luong Cuong said that we are proud of the great achievements that the education sector has achieved, but we must also be frank and correctly recognize the difficulties and limitations in order to continue to grow strongly in the coming time. Innovation and improvement of education quality is an urgent requirement, of special importance in the strategic vision of national development, requiring perseverance and determination.
He also requested the education sector to focus on implementing a number of key tasks well.
Firstly, continue to thoroughly grasp the Party's guidelines, policies, and viewpoints, Uncle Ho's thoughts on education and training, and most recently Resolution 71 of the Politburo; focus on perfecting legal regulations to promptly remove bottlenecks and bottlenecks in institutions, mechanisms, and policies; promote innovation and create development of education and training. Promote decentralization and delegation of authority associated with resource allocation, enhance autonomy and self-responsibility of educational institutions associated with effective inspection and supervision. Build an open and interconnected education system, promote lifelong learning, and build a learning society.
Second, effectively implement the Law on Teachers, build appropriate policies to mobilize talented people outside the teaching force to participate in teaching and training in educational institutions. Persistently build school culture, quality culture, practical learning, practical work associated with the responsibility of setting an example for the teaching staff.
Third, strengthen comprehensive education in ethics, intelligence, physical fitness and aesthetics, and form a system of values for Vietnamese people in the new era. “The first important thing in education is moral education. Cultivating people must start with personality, then knowledge and skills education. It is necessary to clearly define the roles, responsibilities and coordination mechanisms between family, school and society in moral education, personality and the system of standard values for Vietnamese people; promote the responsibility of state management agencies, party committees at all levels and local authorities,” said the President.
Fourth, promote comprehensive digital transformation, popularize and strongly apply digital technology and artificial intelligence in education and training; develop the national education and human resources information system, connect with the labor market and employment information system and integrate scientific, technological and innovation information of educational institutions.
Fifth, modernize vocational education, create breakthroughs in developing highly skilled human resources; rearrange and reorganize vocational education institutions to ensure they are streamlined, efficient, meet national standards and reach international standards.
Sixth, modernize and improve higher education, create breakthroughs in developing highly qualified human resources and talents, lead research and innovation. Implement the arrangement and restructuring of higher education institutions; merge and dissolve substandard higher education institutions; resolutely eliminate intermediate levels, ensure streamlined, unified and effective management. Invest in modernizing technical infrastructure, expand development space for higher education institutions to operate effectively; strongly innovate training programs according to international standards; link training activities with research, scientific and technological development, innovation, and national digital transformation.
Seventh, continue to promote cooperation and deep international integration in education and training. Promote negotiations and signing of agreements and treaties on cooperation in education, training, science and technology; proactively participate in organizations to ensure quality and develop international education.
Eighth, continue to lead, direct and effectively organize the implementation of Directive 41 of the Politburo on strengthening the Party's leadership over emulation and reward work in the new situation; so that emulation and reward work is truly a great driving force, promoting the good completion of political tasks of agencies and units, contributing to further improving the quality and effectiveness of education and training, striving to achieve the goal of Vietnam having a modern, equitable and high-quality national education system, ranking among the top 20 countries in the world by 2045.
Speaking at the ceremony, Minister of Education and Training Nguyen Kim Son said that the education and training sector has never been given such a position, mission and care as it is today.
“Education and training is identified as the top national policy, deciding the future of the nation. Teachers are considered the driving force for educational development, the decisive factor in the quality of education. Many new policies have been issued by the Party and the State to develop the teaching staff. That is a great joy, an encouragement for those working in education,” said Mr. Son.
According to Mr. Son, this year, for the first time, the teaching profession has been institutionalized by the Law on Teachers. “From the past to the present, the teaching profession has been respected as a noble profession, respecting teachers is a traditional value. Up to now, with the promulgation of the Law on Teachers, the promotion of educators, the development of the teaching staff, the responsibilities and obligations of teachers, the protection of teachers... have been legalized. Ethics, culture, and customs have now been codified, creating legitimacy, sustainability, and transparency for the teaching profession," said the Minister.
According to him, this is an honor and a legal condition for teachers to promote their social role.
The Minister said that the Party, the State, society and students always have good feelings and respect for teachers, and emphasized that teachers need to make efforts to be worthy of that. The Minister noted that teachers should be grateful to society, respond to the attention and expectations, constantly practice and study to become a good example for students, both inspiring and maintaining exemplary qualities of personality, learning spirit and love.
