President: Nghe An has achieved very important achievements

At the meeting, President Tran Dai Quang expressed his joy and excitement at the comprehensive results in all fields.
“I would like to share the joy with the Party Committee, government and people of Nghe An province and congratulate them on the initial but very important achievements, creating momentum for us to strive for greater achievements in the coming time,” the President expressed.
On the morning of April 29, Comrade Tran Dai Quang - Politburo member, President of the Socialist Republic of Vietnam worked with provincial leaders. Also attending the meeting were members of the Party Central Committee: Phan Dinh Trac - Head of the Central Internal Affairs Commission; Ho Duc Phoc - State Auditor General; Bui Van Nam - Deputy Minister of Public Security, Lieutenant General Nguyen Tan Cuong - Commander of Military Region 4, and representatives of leaders of a number of central ministries and branches. On the side of Nghe An province, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee. |
Fully agreeing with the directions and tasks set out by the province in the coming time, the President assessed that Nghe An has identified its strengths, characteristics, and difficulties; from there, it has chosen appropriate directions and steps and determined the most feasible goals.
“That is the tradition of patriotism and revolution; the will to be self-reliant and self-reliant,” the Chairman emphasized that this is the greatest resource that the province needs to continue to promote.
To successfully implement the goals set by the province, the President emphasized that the province needs to resolutely and aggressively implement the policies issued by the Central Government and the province. "One policy, ten measures", said the President.
First of all, there are 5 key points in economic development in the action programs to successfully implement the Resolution of the 18th Provincial Party Congress, Resolution 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020 and the resolutions of the Central Committee, together with the whole country to implement the Resolution of the 12th National Party Congress.

The President also requested the province to do well in planning, management and implementation; continue to focus on improving the investment and business environment, and enhancing provincial competitiveness.
The President also emphasized that the province needs to continue restructuring the economy in conjunction with renewing the growth model towards rapid and sustainable development; restructuring the economy towards modernity, focusing on developing high-tech industries that consume less fuel and raw materials and do not pollute the environment.

Assessing Nghe An with its long coastline and offshore islands, the President also noted that the province must closely combine the development of the marine economy with the protection of territorial sovereignty; at the same time, focus on attracting investment to develop industrial projects in: high technology, information technology, support, machine manufacturing, precision mechanics, new materials, biotechnology-based industry, and industry serving the development of the marine economy.
In particular, President Tran Dai Quang emphasized that the province needs to strengthen State management of construction, land and minerals.
“It is necessary to strictly control the environmental impact assessment of investment projects, resolutely not grant licenses to projects that do not ensure environmental standards; at the same time, it is necessary to pay attention, pay attention, and better handle and eliminate environmental pollution points…”, the President pointed out.
In addition, comrade Tran Dai Quang suggested that the province continue to focus on directing and urging to speed up the construction progress of key projects and works; at the same time, strengthen and inspect the supervision of projects that are slow to be implemented or not implemented.
Reporting to the President and the working delegation, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that in the first quarter of 2017, the province's gross regional domestic product (GRDP) increased by 6.52%. Compared to the same period in 2016, the agriculture, forestry and fishery sector increased by 2.83%, especially the total output of exploitation and aquaculture was estimated at 53,353 tons, up 9.18% over the same period. The industrial and construction sector increased by 8.72%, the service sector increased by 6.25%. The Chairman of the Provincial People's Committee also said that up to now, the province has had 152 communes achieving new rural status. The estimated budget revenue in the first 4 months was over VND3,854 billion. As of April 15, the province had granted new licenses to 52 projects with a total registered investment capital of over VND8,000 billion. Also in the first 4 months of the year, the province created jobs for 12,820 workers, of which 3,989 people were employed in the province and 5,752 people were exported. |
In the agricultural sector, the President suggested paying attention to developing agriculture in an ecological direction, applying biotechnology and high technology, encouraging businesses to invest in agriculture and rural areas, building concentrated production areas, linked to processing and export industries.
Along with that, the province encourages land accumulation, creating breakthroughs in shifting the agricultural economic structure; drawing experience and continuing to develop new-style cooperatives and effective cooperative economic models; continuing to effectively organize and implement the National Target Program on new rural construction.
Assessing Nghe An as having great tourism potential, many unique tourism products, and many types of tourism with great potential, the President suggested: "We continue to focus on tourism development, focusing on cultural, historical, ecological, island, and spiritual tourism, striving to make tourism gradually become the spearhead economic sector of the locality".
The President also requested the province to continue to pay attention to and care for healthcare, culture, education, ensure social security, hunger eradication and poverty reduction, create jobs for workers, and ensure national defense and security.

Comrade Tran Dai Quang also requested the province to continue to carry out foreign affairs well with agencies, units, armed forces, sectors and localities of Laos bordering the province, contributing to building a peaceful, friendly, stable, cooperative and developing Vietnam - Laos border, thereby consolidating and strengthening the special solidarity, friendship and tradition between Vietnam and Laos.
The President emphasized that the province needs to regularly pay attention to the work of Party building and rectification, building a truly clean and strong political system in accordance with the spirit of Resolution 4 of the 11th and 12th Central Committees.

“In particular, the grassroots political system must be close to the people, closely follow the people, grasp the situation, and proactively handle situations arising from the grassroots,” the President emphasized. “Promoting the revolutionary tradition, patriotism, solidarity, and unanimity, first of all solidarity and unanimity within the Party and the political system to spread and create solidarity in the community, promoting the combined strength of the entire Party, government, armed forces, and people of all ethnic groups in building and developing the province.”
At the meeting, the President agreed with the province's proposals and recommendations.
At the end of the meeting, on behalf of the provincial leaders, Provincial Party Secretary Nguyen Dac Vinh respectfully thanked and accepted the direction of the President as well as the opinions of the ministries and branches.
