A high quality, skilled and efficient workforce is an invaluable resource and a decisive factor in the development of each country.

Right from the early days of independence, President Ho Chi Minh reminded us that “Vietnamese people must have new knowledge to be able to participate in the country’s construction”, and “it is not enough for officials to work hard, they need to know how to work methodically”. Today, the trend of globalization, strong international integration, and the impact of the fourth industrial revolution are posing urgent demands for improving labor skills. For that reason, the World Skills Organization has recommended that countries focus on developing skills for workers through many forms, expressed through the message “Our skills, our future” and “Labor skills bring true value”.

Our Party and State have always paid attention to and proactively issued many policies and guidelines to develop labor skills. And in practice, the skilled labor force, especially those with high skills, have made great contributions to socio-economic development. On behalf of the Party and State leaders, I warmly commend and express my gratitude for the great contributions of workers, agencies, organizations, and the business community to the development of the country.

On the occasion of Vietnam Labor Skills Day (October 4) this year, I call on all workers nationwide to continuously study, practice professional skills, and continuously innovate to improve productivity and enhance work efficiency. At this time, we need to make even more efforts to join hands to overcome the COVID-19 pandemic.

I also request the National Assembly, the Government, the Ministry of Labor, War Invalids and Social Affairs, and relevant ministries, branches, localities, agencies and organizations to prioritize resources, mechanisms, policies and take drastic actions to promote the development of skilled and highly skilled human resources and popularize vocational training for young people. I also hope that the business community and employers will continue to actively participate in supporting vocational training to improve vocational skills for workers, especially those affected by the pandemic, to firmly move forward into the future.

I have a strong belief that Vietnamese workers always maximize their qualities and abilities to excel in study, work and production, contributing to our country's early victory over the epidemic and promoting sustainable development and prosperity in the coming period.

We respectfully send our warmest regards and best wishes to all workers, agencies, organizations and business communities nationwide.

Friendly,

Nguyen Xuan Phuc
