President Tran Dai Quang: 'One policy, ten measures'
(Baonghean) - Sharing joy and congratulating the important achievements that create momentum for Nghe An's future development, President Tran Dai Quang assessed that the province has identified its strengths, characteristics, and difficulties; from there, choosing the appropriate direction and steps and determining the most feasible goals.

In the atmosphere of the whole country celebrating the Anniversary of Southern Liberation and National Reunification Day (April 30) and International Labor Day (May 1), the 127th Anniversary of President Ho Chi Minh's Birthday (May 19), President Tran Dai Quang visited and worked with Nghe An province.
Coming to Nghia Dong - the first new rural commune of Tan Ky district, the President expressed his special impression of the achievements of this locality.
Ngo Xuan Nghia, Secretary of the Commune Party Committee, said: The average income per capita of the locality reached over 28 million VND/year, the poverty rate was only 2.7%. Currently, the commune is restructuring the agricultural sector with the formation of more than 30 large-scale farms and ranches raising beef and dairy cows. In particular, the conversion of land and planning of production areas has increased the average production value to 100-120 million VND/ha compared to 30 million VND/ha before the conversion.

President Tran Dai Quang shared his deep impressions when visiting the dairy farm associated with Vinamilk to consume products of Mr. Ngo Xuan Ngoan's family in the commune with a scale of 70 cows, including 50 dairy cows generating revenue of nearly 2 billion VND, creating regular jobs for 4 local workers.
Thereby, the President pointed out that the commune needs to continue to actively research; apply scientific and technological advances, good production experience to restructure production industries, link between 4 houses to develop high-tech agriculture to increase the value of goods and income, improve people's lives, build Nghia Dong commune and Tan Ky district increasingly rich and beautiful; together with the Party Committee, government and people of the province to build Nghe An into a prosperous province in the region and the whole country.

On this occasion, President Tran Dai Quang also attended the inauguration of many major projects, which are of great significance to the socio-economic development of the province. These include the technical opening of the road from Hoa Son - Do Luong (National Highway 7, N5, D4) and the operation of the Song Lam Cement Plant, and a visit to the Cement Grinding Station complex and Nghi Thiet - Nghi Loc Seaport.
To put the above mentioned cluster of works into operation, The Vissai Cement Group has invested over 10,000 billion VND; in which Song Lam Cement Plant has a phase 1 capacity of 12,000 tons of clinker/day (equivalent to 4 million tons of cement/year), Cement grinding station is an important item of the Cement Plant with a capacity of 4 million tons/year, and the specialized international seaport receives ships up to 70,000 tons.
Reporting to the President, Chairman of the Provincial People's Committee Nguyen Xuan Duong assessed: The Vissai Cement Group's projects in Nghe An coming into operation will contribute to the socio-economic development of the province, create additional revenue for the budget and create jobs for thousands of local workers, creating motivation to attract investment in other large projects in the province.
Paying great attention to and appreciating the tourism potential of Nghe An, President Tran Dai Quang attended and beat the drum to open the 2017 Cua Lo Tourism Festival. The President's drumbeat seemed to bring prosperity and "Tich Dien" energy to the coastal tourist town of Cua Lo; encouraging and motivating Nghe An fishermen to enthusiastically prepare for offshore trips that promise to bring back boat holds full of seafood...

Excited about Nghe An's progress, especially after nearly 4 years of implementing Resolution 26 of the Politburo on the direction and tasks for Nghe An province's development until 2020, President Tran Dai Quang assessed that the province has identified its strengths, characteristics, and difficulties; thereby choosing appropriate directions and solutions and determining the most feasible goals.
In particular, the President especially emphasized the greatest resource that the province needs to continue to promote, which is the tradition of patriotism and the will to be self-reliant and self-reliant. On that basis, in order to successfully implement the goals set by the province, the President emphasized that the province needs to resolutely and aggressively implement the policies and guidelines issued by the Central Government and the province.

Highlighting the spirit of self-reliance, self-reliance and determination of Nghe An province, the President pointed out the direction the province needs to focus on in a series of areas from planning, investment attraction, industry, agriculture, tourism; at the same time, expressed his agreement and high support for the recommendations so that Nghe An can develop faster and stronger.
The focus is on attracting ODA capital sources to implement key projects of the province such as: The 1,000m long Cua Lo International Port Cluster Breakwater and Channel Project Phase 1 with a capital demand of about 2,000 billion VND; The 1.6km long Breakwater Project and the 10km long dredging of the Dong Hoi Port area with a capital demand of about 2,610 billion VND; supporting the construction of facilities for Phan Boi Chau Specialized High School from the Secondary Education Development Program Phase 2 under ODA capital and from other legal capital sources with a total estimated cost of 400 billion VND.
The President also supported investment support from foreign aid sources to develop the province's health system infrastructure such as the construction of Nghe An Oncology Hospital with a capital of about 100 million USD, the project to invest in medical equipment for Nghe An Northwestern Regional General Hospital with about 10 million USD; supported the province to participate in the Project to develop tourism infrastructure to support comprehensive growth of the Greater Mekong Subregion, Phase II, using ODA capital from the Asian Development Bank (ADB) to implement a number of projects such as: Construction of a traffic system to Dai Tue Pagoda and connecting with Kim Lien Relic Site, community tourism infrastructure road from Mon Son commune to Co Phat village, Con Cuong district...
“I find these projects urgent and agree with them,” said the President. “Now you have to prepare a project report that clearly states the urgency, carefully calculates the appropriate scale, and clearly defines the requirements, roadmap, and steps.”
Supporting the direction and approach for Nghe An to develop most effectively, the President emphasized the core issue, which is: "Promoting the revolutionary tradition, patriotism, solidarity, and unanimity, first of all solidarity and unanimity within the Party and the political system to spread and create solidarity in the community, promoting the combined strength of the entire Party, government, armed forces and people of all ethnic groups in building and developing the province".
