The two leaders agreed to continue to coordinate closely to further develop the Vietnam-Japan Extensive Strategic Partnership.

On the morning of November 10, at the Da Nang Administrative Center, President Tran Dai Quang received Japanese Prime Minister Shinzo Abe on the occasion of attending the APEC 2017 Summit Week.

Prime Minister Shinzo Abe thanked Vietnam for its warm and thoughtful reception; affirmed that Japan attaches importance to its relationship with Vietnam in implementing policies in the region and will cooperate for the development of Vietnam and the interests of both countries; highly appreciated Vietnam's efforts, initiatives as well as its proactive and positive role in organizing the APEC Summit Week and APEC Year 2017, affirming that Japan will closely cooperate with Vietnam to ensure the success of the APEC Summit Week 2017.

Prime Minister Shinzo Abe expressed his deep sympathy for the loss of life and property caused by the recent storm No. 12 and announced that Japan would provide 105 water purifiers to people in localities affected by the storm; committed to continue providing ODA to Vietnam; support training and development of high-quality human resources; and proposed that Japanese enterprises participate in projects to develop transport and energy infrastructure, etc.

President Tran Dai Quang congratulated Prime Minister Shinzo Abe on his re-election as Prime Minister of Japan and the victory of the Liberal Democratic Party in the recent Lower House election; and thanked the Japanese Government for its timely support for the central provinces affected by the recent storm.

The President affirmed that the extensive strategic partnership between Vietnam and Japan is growing stronger, more comprehensive and more substantial with high political trust; high-level exchanges between the two countries have been very active, including the first State visit to Vietnam by the Japanese Emperor and Empress and the official visit to Vietnam by Prime Minister Shinzo Abe earlier this year.

President Tran Dai Quang highly appreciated Japan's continued provision of ODA to Vietnam; wished to promote the increase of bilateral trade turnover and Japan to soon grant licenses to import fresh Vietnamese fruits into Japan, first of all lychee and longan, provide technical assistance to Vietnam to improve its capacity to negotiate and implement new-generation free trade agreements; continue to expand cooperation in the fields of health, education and labor, improve law enforcement capacity at sea, overcome the consequences of war, including the Bien Hoa airport dioxin detoxification project...

President Tran Dai Quang welcomed and affirmed to continue creating favorable conditions for Japanese enterprises to invest in Vietnam, prioritizing in the fields of energy, high-tech clean agriculture, supporting industry, and developing the automobile industry.

At the meeting, the two leaders expressed their delight at the strong and comprehensive development of bilateral cooperation in recent times, and agreed to continue to closely coordinate to further develop the Vietnam-Japan Extensive Strategic Partnership in the coming time.

Regarding the Trans-Pacific Partnership (TPP), the two sides agreed to continue to cooperate closely with other members to promote the early realization of the TPP. The two sides agreed to maintain high-level visits, improve the effectiveness of dialogue mechanisms, promote delegation exchanges between ministries and localities of the two countries and people-to-people exchanges, especially on the occasion of the 45th anniversary of diplomatic relations.

The two leaders also exchanged views on international and regional issues of mutual concern and affirmed close coordination at international and regional forums such as ASEAN, APEC, the United Nations, etc. The two sides agreed to peacefully resolve disputes on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea, and fully respect diplomatic and legal processes.

After the reception, President Tran Dai Quang and Prime Minister Shinzo Abe witnessed the exchange of documents on cooperation between ministries and investment projects of Japanese enterprises in Vietnam with a total value of about 5 billion USD, including: Minutes of cooperation in the energy sector between the Vietnamese Ministry of Industry and Trade and the Japanese Ministry of Economy, Industry and Trade; Nghi Son 2 Coal-fired Thermal Power Plant contract; granting of investment license for Van Phong 1 Coal-fired Thermal Power Plant project; initialed power purchase contract of Vung Ang 2 Thermal Power Plant project between Vietnam Electricity Group and Mitsubishi Corporation; granting of investment certificate for the project to establish a healthcare department using Japanese technology at Cho Ray Hospital; Memorandum of understanding on cooperation in developing a liquefied natural gas project between Mitsui Bussan Group and Vietnam Oil and Gas Group./.
