National Assembly deputies and voters are very concerned about trillion-dollar projects that are ineffective and 'shelved'. Central Highlands bauxite has been 'silent' for a long time.

Continuing the working program at the second session, this afternoon (August 16), the National Assembly Standing Committee discussed and evaluated the results of the first session and gave initial opinions on the preparation for the second session of the 14th National Assembly.

In general, opinions are that voters highly appreciate the success of the first session, especially the high-level personnel work of the State, which was well prepared and achieved high consensus. In addition, although it was the first session of the new term, with 2/3 of the National Assembly deputies participating in the National Assembly for the first time, the discussions on the socio-economic situation, the supervision program and the law and ordinance making program were very lively and of high quality, signaling a term with issues that will be frankly raised in the parliament.

However, there are opinions that it is necessary to study to innovate activities, especially to change from 'discussion' to 'debate' as the message of the new National Assembly issued at the beginning of the session. In fact, in the last session, there were many speeches that were prepared in advance, registered by pressing a button and presented for the full 7 minutes without actually debating the issue to the end.

From the experience of previous terms as well as from the first session, opinions suggest that it is necessary to learn from experience and tighten up the steps to improve the quality of the National Assembly's activities in the coming sessions, first of all the second session. In particular, the work of law making needs to be focused on innovation.

'To ensure the quality of a draft law, the quality of the draft law and the time of submission are very important. If the draft is not up to standard, it must be resolutely returned. The incident with the Penal Code was caused by the quality of the draft submitted in the first stage not being up to standard but we were considerate, the time was not up to standard but we still easily accepted it', Chairwoman of the Judicial Committee Le Thi Nga expressed her opinion and said that when the draft is 'pushed' to the review stage, the participation of the drafting committee is only limited, and the review agency 'will swim however it wants until the draft law is submitted to the National Assembly'.

According to Ms. Nga, the assignment of staff from ministries and agencies to participate is also problematic. Sometimes, leaders only participate at a certain level, leaving the rest to specialists, and then "relaying" when at first comrade A attends, then comrade B, comrade C, some people are not familiar with the field or participate "sometimes one thing, sometimes another thing". Therefore, it is necessary to tighten the process to ensure quality.

Contributing to the preparation for the second session, Chairman of the Finance and Budget Committee Nguyen Duc Hai raised the issue that voters and people are very interested in resolving the consequences of the Formosa incident, public debt and anti-corruption, so relevant agencies need to have more specific reports.

“At the last session, the Formosa issue was clearly reported, the Government mentioned the issue of solving it for the people, then at the second session, it reported on how to meet the people's aspirations. Recently, when meeting with voters, people were very interested in the Formosa issue, public debt and anti-corruption, so more specific reports will be the basis for delegates to refer to. The Formosa issue needs a separate report,” Mr. Hai commented.

According to Chairman of the Nationalities Council Ha Ngoc Chien, from public opinion and delegates' opinions, the problem of trillion-dollar projects not being effective and not being put into use while using state budget capital has emerged, so the National Assembly needs to supervise.

“If the Government is required to report on the effectiveness of the project. National Assembly deputies and the press have mentioned many projects that are behind schedule, shelved... The National Assembly must monitor and grasp this, so it needs to be reported. Some large projects that the National Assembly decided to invest in previously stated that they would report to the National Assembly annually, but now whether they will report or not, and how effective they are. This is an issue that voters and deputies are concerned about,” said Mr. Ha Ngoc Chien.

Pointing out the situation of the list of "shelved" and loss-making projects getting longer and longer, with some projects continuing to ask for mechanisms and money, which has caused great concern to the people, Head of the Delegation Work Committee Tran Van Tuy said that it is necessary to request the Government to report and distinguish which projects must be kept and which projects must definitely not be "supported" by State funds anymore to ensure transparency, to show a public message and a resolute attitude.

“The National Assembly must also show a decisive attitude. For example, the Formosa issue, bad debt, public debt. The next session of the National Assembly must show a clear attitude,” said Mr. Tran Van Tuy.

Concluding the discussion, National Assembly Chairwoman Nguyen Thi Kim Ngan also emphasized: "How was the Formosa incident reported? How much support was given to fishermen after the money was received? How was the monitoring of waste discharge in the four central provinces, including Formosa? I have answered the press that the National Assembly will monitor this issue. Then how much is the trillion-dong project losing each day? It needs to be reported because this issue has become the focus of concern. There is a lot of talk, but how many trillion-dong projects are shelved, losing money, not operating, where are they located, what is the responsibility and how to fix it? Then the Central Highlands bauxite also needs to be reviewed, it has been quiet for a long time"./.
