National Assembly Chairman suggests Dien Bien to develop tourism from Bauhinia trees
The National Assembly Chairman suggested that Dien Bien in general and Noong Het in particular develop tourism using their own advantages, specifically encouraging people to plant Bauhinia trees to attract tourists.
Continuing her working trip to the Northwestern provinces, on March 12, National Assembly Chairwoman Nguyen Thi Kim Ngan visited and burned incense at the A1 National Martyrs Cemetery; visited and worked with the Tay Trang International Border Gate Border Guard Station; and worked with leaders of Noong Het commune, Dien Bien district, Dien Bien province.

Attending the meeting were Secretary General of the National Assembly Nguyen Hanh Phuc; Chairman of the National Assembly's Ethnic Council Ha Ngoc Chien; Chairwoman of the National Assembly's Committee on Social Affairs Nguyen Thuy Anh; Minister of Agriculture and Rural Development Nguyen Xuan Cuong; Secretary of Dien Bien Provincial Party Committee Tran Van Son; Deputy Secretary of the Provincial Party Committee - Chairman of Dien Bien Provincial People's Committee Mua A Son; Deputy Secretary of the Provincial Party Committee - Chairman of Dien Bien Provincial People's Council Lo Van Muon.
Tay Trang International Border Gate Border Guard Station is 31 km from Dien Bien Phu city, established in 1959, bordering Phong Xa Ly province (Lao PDR).
The station is responsible for managing and protecting the 24 km long Vietnam - Laos national border, managing 01 border commune Na U in Dien Bien district.
National Assembly Chairwoman Nguyen Thi Kim Ngan praised the Tay Trang International Border Gate Border Guard Station for successfully completing its political tasks, maintaining territorial sovereignty, ensuring national border security and social order and safety.

In the past 3 years, the situation in Na U commune has changed positively, partly thanks to the participation and contribution of the unit and the direct contribution of cadres and officers participating in the local Party Committee and government.
The officers and soldiers of Tay Trang International Border Post have done a good job of helping people in the border areas overcome difficulties and improve their quality of life through many specific programs and activities, such as "Helping children go to school", "Combining military and civilian medicine". The unit has also done a good job of border diplomacy, strengthening people-to-people diplomacy, contributing to maintaining a stable, peaceful and friendly border.
National Assembly Chairwoman Nguyen Thi Kim Ngan also commended the unit for breaking up 14 cases of illegal drug trafficking and transportation involving more than 140 grams of heroin, more than 26,000 synthetic drug pills, 165 grams of opium and many other prohibited goods.
The National Assembly Chairman emphasized that if each border post achieved such results, the domestic security situation would be less complicated. Similar to other border posts in Lai Chau, the biggest difficulty of the Tay Trang International Border Post is that there is no patrol road along 24 km of border. The National Assembly Chairman affirmed that the National Assembly is very concerned about this issue, and the National Assembly Standing Committee has also cut some other spending to build border patrol roads.

The National Assembly will pay close attention and be responsible for grasping the situation and checking the budget to pay attention to resource allocation. The National Assembly Chairman stated that in order to protect the peaceful, stable and friendly border, we must have infrastructure to protect the border and have roads for people to travel, transport goods, and create conditions for people to develop, not just build roads for the border guards. Only by solving the border patrol routes well can we manage society well.
The National Assembly Chairman requested the Tay Trang International Border Guard Station to maintain combat readiness, not to be surprised or passive in any situation. In addition, it is necessary to strive to fight social evils, especially drug crimes; create conditions for the people of Vietnam and Laos to exchange; care for the lives of economic development, health care, and education for the people; continue to propagate and mobilize the people of Na U commune to stay away from social evils and increase production. At the same time, closely study the difficulties of the people to overcome them to help Na U develop further.

Also this morning, the National Assembly Chairman visited and worked with the leaders of Noong Het commune, presenting gifts to policy families in Noong Het commune, Dien Bien district. In 2016, Noong Het was one of the four communes selected by Dien Bien district as a pilot commune to complete the new rural area, meeting 19/19 criteria. The total investment in new rural area construction is over 3 billion VND.
National Assembly Chairwoman Nguyen Thi Kim Ngan highly appreciated Noong Het as one of the first communes to achieve the criteria for new rural areas and asked Noong Het to continue to improve the criteria and take initiatives to learn from other localities. Noong Het does not necessarily need to concretize cultural houses, but should make use of what is possible so that the Cultural House can be close to nature and protect the environment.
The National Assembly Chairman also pointed out that there is still a group of young people in Noong Het commune who are involved in social evils. Therefore, the commune government needs to have solutions to prevent this phenomenon from spreading. Noong Het's infrastructure is still weak, people's income has improved but is still low and uneven; there are households that have escaped poverty but it is not sustainable. The local government needs to try harder to preserve and promote the achievements; overcome and improve the unachieved aspects to make Noong Het develop more strongly and sustainably.
For example, the whole world has flocked to Japan to see cherry blossoms, or in the country, people have to go to Ha Giang to see buckwheat flowers, to Ha Tinh to see sunflower fields. In the Northwest in particular and Dien Bien in general, there is no place with such beautiful bauhinia flowers, which are both beautiful and durable.
The National Assembly Chairman suggested that Dien Bien in general and Noong Het in particular develop tourism using their own advantages, in addition to historical relics, Dien Bien should encourage people to plant Bauhinia trees to attract more tourists. Before that, the National Assembly Chairman and the delegation laid wreaths and respectfully offered incense to commemorate the heroic martyrs who sacrificed their blood for the independence and freedom of the country at the A1 National Martyrs' Cemetery.

Also this afternoon, National Assembly Chairwoman Nguyen Thi Kim Ngan and her delegation visited the Noong Bua resettlement area and a number of historical and cultural relics in Dien Bien Phu city; visited the memorial site to pay tribute to those who have contributed to the country and the nation at Tong Cao hill, Thanh Nua commune, Dien Bien district. Tonight, National Assembly Chairwoman Nguyen Thi Kim Ngan and her delegation attended the 2017 Ban Flower Festival and the 5th Dien Bien Province Culture, Sports and Tourism Festival./.
