National Assembly Chairman: Law making and enforcement is the 'breakthrough of breakthroughs' in development
National Assembly Chairman Tran Thanh Man affirmed that it is necessary to identify the work of building and enforcing laws as the "breakthrough of breakthroughs" in perfecting the country's development institutions and clearly identify investment in the work of building policies and laws as investment for development.

On the morning of May 18, the Politburo and the Central Party Secretariat held a national conference to disseminate and implement Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

Law making and enforcement is the “breakthrough of breakthroughs”
National Assembly Chairman Tran Thanh Man emphasized that the issuance of Resolution 66-NQ/TW is an objective requirement of the innovation process, aiming to create a breakthrough in improving the quality and effectiveness of law-making and enforcement, meeting development requirements in the new era of national prosperity and development.
According to the National Assembly Chairman, in recent years, the work of building and enforcing laws has achieved important results, contributing to creating a legal foundation for the country's rapid and sustainable development.

The thinking and theoretical awareness of the socialist rule of law state are constantly being improved. The Vietnamese legal system has been formed relatively synchronously, covering most areas of social life. The quality of legal documents has been improved.
The work of organizing and enforcing the law has had positive changes. The work of building and enforcing the law has made an important contribution to maintaining political stability, ensuring social order and safety, promoting socio-economic development and international integration.
Many important laws have been enacted, creating a stable legal corridor for socio-economic activities, contributing to maintaining high and sustainable economic growth rates in recent years.

However, the National Assembly Chairman also said that, besides the achieved results, the work of building and enforcing laws still has many shortcomings and limitations, failing to meet the requirements of national development in the new era.
Some of the Party's policies and orientations have not been institutionalized promptly and fully. The thinking on law-making in some areas is still inclined towards management, not paying due attention to promoting development, and not creating motivation for innovation.
The quality of law-making has not kept up with practical requirements. The situation of overlapping, contradictory, inconsistent, and unclear legal regulations has not been thoroughly resolved, causing difficulties and obstacles in the implementation process. The organization of law enforcement is still a weak link.

Emphasizing the core and key contents of Resolution 66, National Assembly Chairman Tran Thanh Man said that Resolution 66-NQ/TW clearly states that in order to meet the requirements of national development in the new era, the work of building and enforcing laws must thoroughly grasp the five guiding viewpoints.
That is, it is necessary to ensure the comprehensive and direct leadership of the Party in the work of law-making and to strengthen the Party's leadership in the work of law enforcement. It is necessary to identify the work of law-making and law enforcement as the "breakthrough of breakthroughs" in perfecting the institutions for national development.
Law-making must be closely linked to reality and selectively absorb the quintessence of human values. It is necessary to improve the effectiveness of law enforcement, focus on building a culture of law compliance, ensure respect for the Constitution and the law, and ensure a close connection between law-making and law enforcement. Clearly define that investment in policy and law-making is investment for development.

The Resolution sets out medium- and long-term goals for law-making and enforcement, closely following the requirements and timeline for implementing the two 100-year strategic goals set by our Party.
Accordingly, by 2030, Vietnam will have a democratic, fair, synchronous, unified, public, transparent, and feasible legal system with a strict and consistent implementation mechanism, paving the way for development creation, mobilizing all people and businesses to participate in socio-economic development so that by 2030, Vietnam will be a developing country with modern industry and high average income.
By 2045, Vietnam will become a developed, high-income country with a high-quality, modern legal system, approaching advanced international standards and practices and suitable to the country's reality, implemented strictly and consistently; respect for the Constitution and the law will become the standard of conduct for all subjects in society.

Creating an advanced, modern and transparent legal system
National Assembly Chairman Tran Thanh Man said that the National Assembly has passed a Resolution on a number of special mechanisms and policies to create breakthroughs in the work of building and organizing the implementation of laws to promptly institutionalize the above major decisions, immediately remove obstacles and shortcomings in financial mechanisms, ensure high-quality human resources as well as meet the requirements of modernization and digital transformation in the work of building and implementing laws.
Institutionalize the Party's policy on amending and supplementing a number of articles of the 2013 Constitution and related laws to continue implementing the organizational arrangement of the political system.
To carry out the revolution of reform, streamlining the apparatus of the political system, and implementing the 2-level local government model, we need to amend and supplement a number of relevant articles of the 2013 Constitution and 115 laws, 9 resolutions of the National Assembly, nearly 20,000 sub-law documents, and resolutions of central and local agencies.

At this 9th Session, the National Assembly will consider and pass over 50 laws and resolutions to implement the policy of restructuring the apparatus, making breakthroughs in science and technology development, removing obstacles and bottlenecks to promote socio-economic development.
National Assembly Chairman Tran Thanh Man requested the Government, ministries, branches and localities to promptly specify and guide the implementation of the National Assembly's Resolution on a number of special mechanisms and policies to create breakthroughs in law making and enforcement.
At the same time, develop and soon complete the promulgation of laws and detailed regulations, guiding the implementation of laws in other necessary fields, meeting practical requirements.

In particular, priority is given to promoting decentralization and delegation of authority thoroughly, along with clearly defining responsibilities, conditions for ensuring implementation, and inspection and supervision mechanisms; clearly defining tasks, powers and authorities between the Central and local levels; between local authorities at provincial and communal levels.
Building a favorable, open, transparent, safe legal environment with low compliance costs; thoroughly cutting and simplifying unreasonable investment, business and practice conditions and administrative procedures; promoting creative startups, improving the investment and business environment; promptly removing institutional bottlenecks to achieve the set economic growth target.
Focus on amending, supplementing and perfecting laws on science, technology, innovation and digital transformation, creating a legal corridor for new and non-traditional issues. Build breakthrough, superior and competitive mechanisms and policies for international financial centers, free trade zones and key economic zones.

Develop and perfect laws on the organization and operation of judicial and judicial support agencies in accordance with the goals and orientations of judicial reform. Implement innovation in legislative thinking in the development, revision, and completion of draft laws submitted to the National Assembly for approval.
In particular, it is important to ensure that the provisions of the law promote decentralization and delegation of power; take people and businesses as the center, and not create difficulties for people and businesses in policy design and law making.
Law-making work must originate from the overall interests of the country, resolutely abandoning the mindset of "if you can't manage it, then ban it"; promote democracy, respect, ensure, and effectively protect human rights and civil rights.

National Assembly Chairman Tran Thanh Man requested that Party committees of agencies and organizations urgently develop plans and lead the effective implementation of Resolution No. 66-NQ/TW and Resolution 197 of the National Assembly.
Ensure the comprehensive and direct leadership of the Party in law-making work, and promote Party spirit in law-making and enforcement.
Continue to strictly implement discipline, regulations on power control, prevention and fight against corruption, waste, negativity, and "group interests" in law making and enforcement.
National Assembly Chairman Tran Thanh Man affirmed that to achieve the breakthrough goals set out in the Resolution, each agency, organization, cadre and party member must uphold their sense of responsibility, innovate leadership methods and implement tasks and solutions in a proactive, creative and practical manner.
The task is very heavy but also extremely glorious. All efforts must be directed towards the common goal of creating an advanced, modern, transparent legal system, creating a strong driving force for the nation's aspirations to rise up.
"Time does not wait, we must act urgently to complete the immediate task of immediately overcoming legal problems and the long-term task of building modern, standardized institutions, ready to bring the country to strong and prosperous development in the new era," said National Assembly Chairman Tran Thanh Man.
