Speaker of the National Assembly: Lawmaking and enforcement is a 'breakthrough of breakthroughs' in development.

National Assembly Chairman Tran Thanh Man affirmed that the work of drafting and implementing laws must be considered a "breakthrough of breakthroughs" in perfecting the institutional framework for national development, and that investing in policy and lawmaking is an investment in development.

On the morning of May 18th, the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam held a national conference to disseminate and implement Resolution No. 66-NQ/TW, dated April 30, 2025, of the Politburo on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era, and Resolution No. 68-NQ/TW, dated May 4, 2025, of the Politburo on the development of the private economy.

At the conference, Comrade Tran Thanh Man, Member of the Political Bureau and Chairman of the National Assembly, presented a thematic report on: The key and core content of Resolution No. 66-NQ/TW dated April 30, 2025, of the Political Bureau on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era, and the action plan to implement Resolution No. 66-NQ/TW.

Lawmaking and enforcement are "breakthroughs within breakthroughs."

National Assembly Chairman Tran Thanh Man emphasized that the issuance of Resolution 66-NQ/TW is an objective requirement of the reform process, aiming to create breakthroughs in improving the quality and effectiveness of lawmaking and enforcement, meeting the development requirements in the new era of the country's striving for prosperity and strength.

According to the Speaker of the National Assembly, in recent years, the work of drafting and implementing laws has achieved important results, contributing to creating a legal foundation for the rapid and sustainable development of the country.

The theoretical understanding and perception of the socialist rule of law are constantly being refined. The Vietnamese legal system has been formed relatively comprehensively, covering almost all areas of social life. The quality of legal normative documents has been improved.

The work of organizing and enforcing laws has seen positive changes. The work of drafting and enforcing laws has made an important contribution to maintaining political stability, ensuring social order and safety, promoting socio-economic development, and international integration.

Many important laws have been enacted, creating a stable legal framework for socio-economic activities and contributing to maintaining high and sustainable economic growth rates in recent years.

However, the Speaker of the National Assembly also noted that, alongside the achievements, the work of drafting and implementing laws still has many shortcomings and limitations, failing to meet the requirements of national development in the new era.

In particular, some of the Party's policies and guidelines have not been institutionalized in a timely and complete manner. The approach to lawmaking in some areas still leans towards management, failing to adequately focus on promoting development and creating incentives for innovation.

The quality of lawmaking has not kept pace with the demands of reality. The situation of overlapping, contradictory, inconsistent, and unclear legal regulations has not been thoroughly resolved, causing difficulties and obstacles in the implementation process. The organization of law enforcement remains a weak point.

Emphasizing the key and core contents of Resolution 66, National Assembly Chairman Tran Thanh Man stated that Resolution 66-NQ/TW clearly indicates that, in order to meet the requirements of national development in the new era, the work of drafting and implementing laws must thoroughly adhere to five guiding principles.

That is, it is necessary to ensure the comprehensive and direct leadership of the Party in the work of lawmaking, and to strengthen the Party's leadership over the work of law enforcement. The work of lawmaking and law enforcement must be identified as the "breakthrough of breakthroughs" in perfecting the institutional framework for national development.

Lawmaking must closely adhere to reality and selectively absorb the finest values ​​of humanity. It is necessary to improve the effectiveness of law enforcement, focus on building a culture of compliance with the law, ensure the supremacy of the Constitution and laws, and ensure a close connection between lawmaking and law enforcement. It is crucial to clearly define that investment in policy and lawmaking is an investment in development.

The resolution sets medium-term and long-term goals for the work of drafting and implementing laws, closely adhering to the requirements and timelines for achieving the two centenary strategic goals set by our Party.

Accordingly, by 2030, Vietnam will have a democratic, fair, comprehensive, unified, open, transparent, and feasible legal system with a strict and consistent implementation mechanism, paving the way for development, mobilizing all citizens and businesses to participate in socio-economic development so that by 2030, Vietnam will be a developing country with modern industry and a high middle income.

By 2045, Vietnam will become a developed, high-income country with a high-quality, modern legal system that approaches advanced international standards and practices, is consistent with the country's realities, and is strictly and consistently enforced; the supremacy of the Constitution and laws will become the standard of conduct for all subjects in society.

Establishing an advanced, modern, and transparent legal system.

National Assembly Chairman Tran Thanh Man said that the National Assembly has passed a Resolution on a number of special mechanisms and policies to create breakthroughs in the work of drafting and organizing the implementation of laws, in order to promptly institutionalize the aforementioned major decisions, immediately remove obstacles and inadequacies in financial mechanisms, ensure high-quality human resources, and meet the requirements of modernization and digital transformation in the work of drafting and implementing laws.

Institutionalizing the Party's policy on amending and supplementing certain articles of the 2013 Constitution and related laws to continue implementing the reorganization of the political system's apparatus.

To carry out the revolution in reform, streamline the political system, and implement a two-tiered local government model, we need to amend and supplement several relevant articles of the 2013 Constitution and 115 laws, 9 resolutions of the National Assembly, and nearly 20,000 sub-laws and resolutions of central and local agencies.

At this 9th session, the National Assembly will consider and pass over 50 laws and resolutions to implement the policy of reorganizing the organizational structure, making breakthroughs in science and technology development, and removing obstacles and bottlenecks to promote socio-economic development.

National Assembly Chairman Tran Thanh Man requested the Government, ministries, sectors, and localities to urgently concretize and guide the implementation of the National Assembly's Resolution on some special mechanisms and policies to create breakthroughs in the development and organization of law enforcement.

At the same time, it is necessary to develop and promptly complete the promulgation of laws and detailed regulations guiding the implementation of laws in other necessary areas, meeting practical requirements.

This includes prioritizing thorough decentralization and delegation of power, coupled with clearly defined responsibilities, conditions for implementation, and mechanisms for inspection and supervision; clearly defining tasks, powers, and authority between the central and local governments; and between provincial and commune-level local governments.

Building a favorable, open, transparent, safe legal environment with low compliance costs; thoroughly cutting and simplifying unreasonable investment, business, and professional conditions and administrative procedures; promoting innovative startups, improving the investment and business environment; and promptly removing institutional bottlenecks to achieve the set economic growth targets.

Focus on revising, supplementing, and perfecting laws on science, technology, innovation, and digital transformation, creating a legal framework for new and non-traditional issues. Develop breakthrough, superior, and competitive mechanisms and policies for international financial centers, free trade zones, and key economic zones.

Develop and improve the legal framework governing the organization and operation of judicial and auxiliary judicial bodies, in line with the goals and directions of judicial reform. Implement a new legislative mindset in the drafting, revision, and refinement of draft laws submitted to the National Assembly for approval.

This includes focusing on ensuring that legal regulations promote decentralization and delegation of power; placing citizens and businesses at the center, and avoiding creating difficulties for citizens and businesses in policy design and lawmaking.

Lawmaking must stem from the overall interests of the country, resolutely abandoning the mindset of "if we can't manage it, we'll ban it"; promoting democracy, respecting, guaranteeing, and effectively protecting human rights and civil rights.

National Assembly Chairman Tran Thanh Man requested that Party committees of agencies and organizations urgently develop plans and lead the effective implementation of Resolution No. 66-NQ/TW and Resolution 197 of the National Assembly.

Ensuring the comprehensive and direct leadership of the Party in the work of lawmaking, and maximizing the Party's role in the development and implementation of laws.

Continue to strictly enforce discipline, regulations on power control, and the prevention and fight against corruption, waste, negative practices, and "group interests" in the development and implementation of laws.

National Assembly Chairman Tran Thanh Man affirmed that, in order to achieve the breakthrough goals set forth in the Resolution, each agency, organization, and each official and Party member must uphold a high sense of responsibility, innovate leadership methods, and implement tasks and solutions proactively, creatively, and effectively.

The task ahead is arduous but also extremely glorious. All efforts must be directed towards the common goal of building an advanced, modern, and transparent legal system, creating a strong impetus for the nation's aspirations for progress.

"Time waits for no one; we must act urgently to complete the immediate task of overcoming legal obstacles and the long-term task of building a modern, standardized institution, ready to lead the country to strong and prosperous development in the new era," said National Assembly Chairman Tran Thanh Man.
