Chairman of Nghe An province requested to stop appointing deputy department heads

(Baonghean.vn) - Departments (organizations) with 5-10 staff already having 1 deputy head of department or equivalent in agencies and units in Nghe An province are not allowed to appoint additional deputy heads of department or equivalent.

Chairman of the Provincial People's Committee Nguyen Xuan Duong has just issued Document No. 7096/UBND-TH dated September 15, 2017 requesting directors of provincial departments, branches, and sectors, chairmen of People's Committees of districts, cities, towns, and heads of public service units under the Provincial People's Committee to stop appointing deputy heads of departments and equivalent positions in agencies and units for departments (organizations) with 5-10 positions already having 1 deputy head of department and equivalent positions, and over 10 positions already having 2 deputy heads of department and equivalent positions.

This is a move by Nghe An province to implement Conclusion No. 64-KL/TW dated May 28, 2013 of the 7th Central Conference (11th tenure) on a number of issues on continuing to innovate and perfect the political system from the Central to the grassroots level; Resolution No. 39-NQ/TW dated April 17, 2015 of the Politburo on streamlining the payroll and restructuring the team of cadres, civil servants and public employees.

In addition, the Ministry of Home Affairs is currently drafting a number of documents to submit to the Government for promulgation on streamlining the apparatus and reducing deputy levels in administrative organizations and public service units, such as the draft Decree regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities (replacing Decree No. 24/2014/ND-CP dated April 4, 2014 of the Government), which stipulates that the minimum staff of a department is 5 staff and the number of deputy heads of a department from 5-10 staff is no more than 1 person and a department with more than 10 staff is no more than 2 people.

Therefore, the request of the head of Nghe An Provincial People's Committee is to avoid the situation where the number of deputy heads of departments exceeds the regulations, causing difficulties in arranging and reducing the number of deputies in the coming time. This notice is implemented from September 15, 2017 until the ministries, branches and the Government issue new regulations./.
