Chairman of the Provincial People's Committee: Need to eliminate the mindset of waiting, relying, and not actively escaping poverty

(Baonghean.vn) - On the afternoon of November 16, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee had a working session with the leaders of Ky Son district to listen to and give opinions on the socio-economic development plan.

Also attending were leaders of a number of provincial departments, branches and sectors and members of the Standing Committee of Ky Son district.

Reporting to the working delegation, Mr. Nguyen Thanh Hoang - Chairman of the People's Committee of Ky Son district said that the annual economic growth rate of the district is from 8-9%. The average income per capita is 15 million people/year. 95% of the district's population is ethnic minorities, of which there are still nearly 10,000 poor households, accounting for 65.57%.

According to the Chairman of the People's Committee of Ky Son district, despite unfavorable weather conditions and continuous natural disasters, agricultural production still achieved good results. The model of growing hybrid rice Thien Uu 8 in Huu Lap, Ta Ca and Huu Kiem communes achieved over 50 tons/ha. Some new models put into trial cultivation such as the clean vegetable growing model in Khe Nhinh (Huu Kiem commune), passion fruit in Muong Long, My Ly and Bac Ly communes brought good income.

The main plants and animals that are specialties of the district such as taro, squash, Mong melon, ginger, medicinal plants such as bo bo, black pig, black chicken... continue to be favored by domestic and foreign markets. Currently, the district is building geographical indications to affirm the brands of some specialty products in the market. Notably, for many years, Ky Son district has not replanted opium poppies.

State budget revenue in Ky Son in the first 10 months of the year reached 15.89 billion VND, equal to 79.5% of the plan, up 4.95% over the same period. Regarding security and order, since the beginning of the year, the authorities have solved 153 cases and arrested 187 subjects. Regarding drug crimes, the district police have successfully solved 5 major cases, seizing 18.5 kg of heroin and more than 13,000 synthetic drug pills.

Regarding the existing difficulties, comrade Nguyen Thanh Hoang said that the consecutive natural disasters in recent times have caused damage to many people's properties. At the beginning of the year, the cold and snow killed 935 livestock; in the middle of the year, hail and tornadoes blew off the roofs of 145 houses; due to the impact of storms No. 2 and No. 3, many traffic and irrigation works were seriously damaged, and some roads were eroded and cut off, such as the Muong Xen - Muong Tip - Muong Ai route.

“Implementing the National Target Program on New Rural Development has encountered many difficulties, the results are still modest, currently there are 13 communes that meet less than 5 criteria. Land disputes in some areas are still complicated, having to be resolved many times. The progress of construction and disbursement of some programs and projects is slow. The mentality of waiting and relying on others still exists in a number of officials and people” - Chairman of the People's Committee of Ky Son district frankly admitted.

At the meeting, the leaders of Ky Son district proposed that the Provincial People's Committee allocate funds to build the office of the People's Committee of Huu Lap commune, which was burned down by an electrical short circuit, with an amount of 5 billion VND, and funds to build the Military and Police duty house of the commune with an amount of 700 million VND.

On the other hand, currently, in Muong Xen town, there are more than 20 households that freely slaughter animals, and wastewater flows everywhere on the traffic routes. Voters have reported many times through contacts that the district is also planning to build a centralized slaughterhouse but lacks resources, so they have requested the province to support 3 billion VND.

In addition, the leaders of Ky Son district proposed that the province support funding to upgrade the Huoi Tu - Keng Du road to ensure people can travel during the rainy season, as this is a key traffic route in the area; arrange funding to build the office of the Tay Son Commune People's Committee, which was previously noted and proposed by the working delegation of the Provincial Party Secretary.

Ky Son still has about 258 temporary classrooms, 12 schools have no accommodation or have temporary accommodation, in addition to accommodation, other auxiliary works such as dining halls, kitchens, toilets, equipment, etc. are still not available. Organizing accommodation for boarding students is facing many difficulties. Therefore, Ky Son district proposed that the Provincial People's Committee prioritize investment in building new classrooms.

At the meeting, leaders of provincial departments and agencies made many suggestions and proposals as well as pointed out the limitations of Ky Son district. According to Mr. Hoang Van Tam - Director of the Department of Industry and Trade, Ky Son has a lot of potential to develop goods, especially in agriculture such as Shan Tuyet tea, so it is necessary to find investors to increase the value of products.

"It is recommended to develop cooperatives and cooperative groups to purchase products. The Department will direct the Investment Promotion Center to help the district participate in trade fairs to better implement this content," said Mr. Tam.

Meanwhile, Head of the Provincial Ethnic Committee Luong Thanh Hai suggested that the Provincial People's Committee should have a separate mechanism for Ky Son. For example, allowing revenue from a hydroelectric plant in the area. Thereby, the district can proactively use resources to build new rural areas, schools, clinics, etc.

Concluding the meeting, the Chairman of the Provincial People's Committee highly appreciated the efforts of Ky Son district in the past time. Since the beginning of the year, Ky Son has achieved 7 outstanding results, especially in national defense - security as well as foreign affairs with Laos.

“The district’s annual economic growth rate is high, culture has many positive changes, and the quality of medical examination and treatment has improved. Ky Son district has also done a good job in building cultural life, especially changes in education...” - Comrade Nguyen Xuan Duong emphasized.

In addition to the positive aspects, according to the Chairman of the Provincial People's Committee, Ky Son district's implementation of the National Target Program for New Rural Areas is not yet good, there are still many shortcomings that need to be noted such as slow disbursement of some programs. The poverty rate is still very high, expected to be about 62% by the end of the year, the highest in the province. The mentality of waiting and relying on others still exists among officials and people. Many households are not actively escaping poverty...", comrade Nguyen Xuan Duong pointed out.

From that situation, the Chairman of the Provincial People's Committee pointed out that Ky Son needs to focus on three most important issues. That is, ensuring security and defense along the entire border; it is necessary to determine to soon escape from being a poor, underdeveloped district, considering this as the district's key task until the end of the term.

Finally, comrade Nguyen Xuan Duong suggested: "Comrades, build many economic models suitable to the situation, terrain, geology, and customs of the people. How to achieve efficiency and replicate, helping people escape poverty".

In addition, the Chairman of the Provincial People's Committee noted that Ky Son needs to focus on raising awareness for people to escape poverty, eliminating the mentality of waiting and relying on others.

At the working session, most of the recommendations of the leaders of Ky Son district were agreed in principle by the Chairman of the Provincial People's Committee, and assigned departments, branches and sectors to continue researching and implementing.
