Chairman of the Provincial People's Committee: Proactively implement the Prime Minister's conclusions on strategic infrastructure projects

ACCURATELY ASSESS EXISTING PROBLEMS AND LIMITATIONS TO OVERCOME THEM

On the basis of clarifying some existing problems and limitations, Deputy Secretary of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu requested departments and branches to guide localities to focus on quickly implementing the capital allocation of 3 national target programs to each project category; have measures to promote the disbursement of public investment capital in the coming time, because the disbursement rate of the province is still low. Quickly implement the policy of supporting gasoline for fishermen, supporting the winter crop production policy for farmers.

Vice Chairman of the Provincial People's Committee Bui Dinh Long assessed that in July, the number of tourists to Nghe An was high but basically spontaneous. Therefore, he requested the sectors to advise the Provincial People's Committee on plans to manage and regulate the number of tourists, thereby increasing revenue for the budget. At the same time, he requested the cultural sector to organize events and programs in the coming time to ensure efficiency and savings.

Based on the reports, opinions of the members, and the conclusion of the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that in July, the sectors and localities proactively coordinated with the Provincial People's Committee to successfully organize major events, gratitude activities, activities of leaders of the Party, State, central departments, ministries and branches in the province. At the same time, it is necessary to focus on implementing and basically completing the assigned tasks in socio-economic development.

The Chairman of the Provincial People's Committee assessed that the province's socio-economic situation continued to achieve positive results, following the momentum of the first 6 months of the year. Industrial and agricultural production developed; the service sector grew strongly, especially the number of tourists was quite good; the budget collection and investment attraction results were impressive. The Provincial People's Committee has prepared and completed the contents to submit to the Provincial People's Council for approval at the 7th Session.

In addition, the fields of culture - society, social security were directed with attention and achieved good results, notably the outstanding results in the High School Graduation Exam, the third vaccination rate ranked first in the country (99.5%). The situation of ensuring national defense - security was well implemented, especially the work of protecting the construction of the WHA Industrial Park Project was carried out in a unified, methodical, strict, and legal manner, highly appreciated by public opinion, ensuring the strictness of the law and stability for development.

In addition to the achieved results, the Chairman of the Provincial People's Committee also agreed with the opinion that it is necessary to accurately and closely assess the existing problems and limitations. That is the high price of gasoline, oil, and raw materials, directly affecting production and business activities, mainly in the industrial and agricultural sectors. The industrial production index increased slowly; the disbursement rate of public investment capital was not high, there were still confusion and problems in investment procedures for some new projects. The work of granting land use right certificates and approving land use plans of localities was still slow.

IMMEDIATELY IMPLEMENT THE PRIME MINISTER'S CONCLUSIONS

In August, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments and branches to focus on implementing tasks and solutions according to the 2022 Socio-Economic Development Plan; focus on closely following the growth scenario to strive to achieve the highest target; promptly handle arising problems and difficulties; focus on drastically implementing tasks in the Socio-Economic Recovery and Development Program; prepare contents related to regional linkage activities.

In particular, the two sectors of Industry and Trade and Agriculture focus on reviewing production results to propose solutions to overcome the situation of declining production value; remove obstacles, support businesses, and connect supply and demand for product consumption. The Agriculture sector is proactive in natural disaster prevention.

The head of the Provincial People's Committee requested the sectors to focus on solving and completing major key tasks in August. That is, completing the report on the 10-year summary of the implementation of Resolution 26 of the Politburo on the direction and tasks for the development of Nghe An province and the discussions to ensure progress and quality; Completing the Draft Provincial Planning for the period 2021-2030, with a vision to 2050, striving to submit it to the National Appraisal Council in August; Immediately deploying the tasks of the Provincial People's Committee in the 27 Resolutions just passed by the Provincial People's Council and resolving the opinions and recommendations of voters and delegates of the Provincial People's Council.

In particular, the sectors must proactively implement the contents that the Prime Minister concluded at the working session with the Provincial Party Committee Standing Committee on July 24. In particular, for strategic infrastructure projects: Cua Lo deep-water port, Vinh airport, the Department of Transport, the Southeast Economic Zone Management Board and the sectors are required to focus on completing investment procedures and project implementation procedures. The Southeast Economic Zone Management Board prepares the proposed content of the Southeast Economic Zone Expansion Project and submits for approval the investment policy of 2 Industrial Parks: Tho Loc and Hoang Mai II. For the Ban Mong Reservoir project, the Department of Agriculture and Rural Development coordinates with the Ministry of Agriculture and Rural Development to continue completing procedures to implement the project, especially related to site clearance.

Chairman of the Provincial People's Committee Nguyen Duc Trung also requested to accelerate the disbursement of public investment capital, the progress of key projects and works, especially the Oncology Hospital project phase 2; urgently implement 3 national target programs. "Departments, branches, investors, especially leaders must focus highly on this work, especially completing investment procedures. The Planning and Investment sector continues to review and evaluate the disbursement capacity of each project, propose advice on transferring capital for projects that are unable to disburse".

In addition to economic development, comrade Nguyen Duc Trung also requested that sectors and localities pay attention to ensuring social security; preventing and fighting the Covid-19 epidemic when a new strain has appeared, promoting vaccination; being proactive in preventing dengue fever; ensuring people's medical examination and treatment needs, ensuring enough medicine and medical supplies; speeding up the implementation of the policy to support housing rent for workers.

Chairman of the Provincial People's Committee Nguyen Duc Trung said that while the province's resources are still limited, when organizing major events and programs, it is necessary to ensure savings and efficiency. In particular, sectors must continue to promote administrative reforms, strengthen discipline, order, improve responsibility, public ethics, and service quality for businesses and people of officials and civil servants.

In this work, the head of the Provincial People's Committee paid special attention to the progress and time of handling work of the sectors. "The province will issue a document to rectify this situation because there have been delays in the past," the Chairman of the Provincial People's Committee affirmed and requested the sectors, especially the heads, to ensure the progress of handling administrative procedures as required, in the spirit of compliance with regulations but must be fast; if there are any problems, they must be promptly reported to the Provincial People's Committee for timely handling.

Regarding national defense and security, the head of the provincial People's Committee requested that sectors and localities continue to ensure and maintain stability. In particular, focus on preparing and completing the Provincial Defense Zone exercise and the Provincial Civil Defense exercise by the end of August 2022.
