Chairman of the Provincial People's Committee: Maintain initiative in all situations, ensure stability for development

NATIONAL DEFENSE AND SECURITY ARE MAINTAINED AND STRENGTHENED

In 2022, despite being affected by the Covid-19 pandemic, natural disasters, high raw material prices, and complicated developments in the world situation, national defense and security work in Nghe An province was maintained and strengthened.

The political security, order and social safety situation is basically stable, without any major complicated incidents. In particular, the religious situation is more stable than in previous years; Rural and urban security is controlled, not allowing "hot spots" to arise; Internal security, economic security, and cyber security are controlled; Criminal activities are controlled.

To achieve the above results, the leadership and direction of the implementation of major policies on national defense and security were organized drastically and synchronously by the Provincial Party Committee and the Provincial People's Committee. Propaganda and education on national defense and security were strengthened. The work of building and consolidating the national defense combined with the people's security and the national border defense created a solid potential.

On the other hand, the province has successfully organized the Provincial Defense Zone and Civil Defense exercises, which were highly appreciated by Military Region 4. The armed forces have stepped up the work of preventing, stopping, fighting and effectively suppressing all types of crimes. Absolutely protecting the safety of delegations of Party and State leaders coming to Nghe An for work, important political - cultural and foreign affairs events.

Defense and security diplomacy with the three provinces on the opposite border and four provinces with traditional relations with Laos continues to be implemented in both breadth and depth, more substantially, stably and effectively. State management and administrative management of military, defense and security are carried out promptly and effectively.

In addition to the achievements, national defense and security work still has some shortcomings and limitations. The work of grasping, evaluating, analyzing and forecasting the situation in some areas, routes and fields is sometimes not timely and comprehensive.

Coordination, information exchange, and handling of some situations at the grassroots level are sometimes confusing. State management in some sensitive areas is still lacking in coherence, synchronization, and unity. Crime prevention and control work is not commensurate with the situation in some key areas.

Speaking at the conference, Colonel Hoang Duy Chien - Deputy Chief of Staff of Military Region 4 assessed that in 2022, under the leadership, direction and administration of the Provincial Party Committee and Provincial People's Committee, national defense and security work in Nghe An province was maintained.

In particular, Nghe An has successfully organized the Provincial Defense Zone and Civil Defense drills; the coordination of the three forces: police - military - border guards is smooth and effective; helping people overcome natural disasters and floods; effectively maintaining the model of the whole people protecting national security; firmly grasping the situation on the border, firmly protecting territorial sovereignty...

Emphasizing the potential complications in 2023, the Deputy Chief of Staff of Military Region 4 requested that the armed forces of Nghe An province not be subjective or negligent in staff work; coordinate more closely and effectively. Party committees and authorities at all levels pay more attention to the armed forces to successfully complete assigned tasks.

STAY PROACTIVE AND PROMPTLY DEAL WITH PROBLEMS THAT ARISE

Concluding the conference, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that in 2022, despite many difficulties, the province's socio-economic situation achieved quite comprehensive results in many fields, national defense and security were maintained, social order and safety were ensured. This is also a year that is considered very peaceful, very safe, ensuring stability, creating a foundation for the province to develop.

Emphasizing the outstanding results in national defense and security work in 2022, the Chairman of the Provincial People's Committee, on behalf of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the leaders of the Provincial People's Committee, acknowledged and warmly commended the results in national defense and security work and respectfully thanked the important contributions of the provincial armed forces to the results of implementing socio-economic tasks, ensuring national defense and security, Party building, and building the political system in the province in 2022.

The head of the Provincial People's Committee also said that 2023 is an important year, a pivotal year to implement the goals, targets and tasks set out in the Resolution of the 19th Provincial Party Congress. However, this is also a year that is forecasted to have many difficulties, challenges, complexities, unpredictability, impacting and creating pressure on the implementation of socio-economic development tasks and ensuring national defense and security. Therefore, all levels, sectors and armed forces need to focus on implementing tasks with the highest determination, greatest efforts and most drastic actions.

On that basis, comrade Nguyen Duc Trung requested all levels, sectors and armed forces to clearly define the goals and requirements of national defense and security tasks in 2023 and in any situation, to maintain the initiative; grasp and closely forecast the situation, propose policies and measures that are appropriate to the situation, implement them effectively, and focus on handling complicated and pending issues.

Continue to closely combine national defense and security with economic development, ensuring stability to attract more investment projects. The armed forces must work with sectors and localities to proactively control the situation, be ready to prevent and combat natural disasters, and help people overcome the consequences caused by natural disasters.

Chairman of the Provincial People's Committee Nguyen Duc Trung also requested to improve the effectiveness and efficiency of state management of national defense and security; ensure strictness, not create loopholes for bad elements to take advantage of, incite and oppose. Implement requirements on innovation and administrative reform in the field of national defense and security, when performing tasks, do not affect people and businesses.

On the other hand, it is necessary to continue to proactively grasp the situation, proactively fight and defeat the sabotage plots of hostile forces. Continue to fight and suppress all types of crimes; promote the movement "All people protect national security", consolidate all-people national defense, associated with people's security and all-people border defense; promote and replicate effective models.

Continue to carry out foreign affairs in defense and security well, support and coordinate well with the armed forces of Laos, contributing to building a peaceful, stable, cooperative and developing border. Strengthen training and drill measures, organize well the Defense Zone drills of 5 district-level units in 2023, search and rescue drills. Continue to pay attention to investing in facilities, ensuring requirements on logistics and equipment, building an increasingly streamlined, strong and modern armed force, contributing to building a solid defense zone.
