Chairman of the Provincial People's Committee Le Hong Vinh inspected the response work to the "flood center" area in Western Nghe An.

On the morning of October 1, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense directly inspected the situation and flood response work in the communes of Vinh Tuong and Thanh Binh Tho due to heavy rain caused by storm No. 10.

In Vinh Tuong commune, according to a quick report, there are 515 households with 1,370 people that need to be evacuated according to the scenario. Up to this point, the locality has evacuated 366 households, 789 people who are inundated. The remaining households are still safe and have not had to be evacuated. Currently, there are 5 houses in Hoi Son 5 village that are isolated.

Regarding infrastructure, floods have submerged 35 bridges (under 1 meter of water), causing erosion, with the risk of collapse of 25 bridges and culverts, and flooded 7.6 km of rural and intra-field roads.

Housing damage was quite large: 2 houses were damaged by landslides (about 75m³ of earth and rock), 171 houses were flooded under 1m, 175 houses were flooded over 1m, 334 houses had their roofs blown off. In addition, 157 outbuildings had their roofs blown off or collapsed with an area of ​​1,950m² and 415m of fences were swept away.

Many collective buildings were also severely damaged, including: the old Tuong Son Commune People's Committee headquarters had its roof completely blown off (350m²), Hoi Son Primary School was flooded over 3m deep, Tuong Son Primary School had its roof completely blown off the 2-storey building and ancillary buildings (750m²), Hoi Son Kindergarten had its waiting room completely collapsed (250m²).

In addition, the storm also caused 115 electric poles to collapse and about 1,025 trees to fall. The total initial damage was estimated at about 13.5 billion VND.

Faced with complicated developments, the commune continues to maintain a 24/7 duty regime, mobilizing the entire political system, police force, militia, and units stationed in the area to concentrate human resources and means to overcome consequences, handle arising situations, and ensure the safety of people's lives and property.

Next, Chairman of the Provincial People's Committee Le Hong Vinh directly inspected the situation in Thanh Binh Tho commune, the locality that has suffered the most damage due to floods.

Reporting to the working delegation, comrade Nguyen Thi Thuy An - Secretary of the Party Committee of Thanh Binh Tho commune said: The villages in the area including Tan Thinh, Tan Cat, Tan Binh, Tan Hop, Long Tien, Hung Thanh, Hung Thanh, Vinh Thanh, Cau Dat and the villages and hamlets of the old Tho Son commune are all isolated.

The entire commune had 739 households damaged, of which 587 households were flooded from 0.5 to 4 meters deep, 152 households had their roofs blown off at a light to moderate level. Traffic in the area was almost paralyzed when 25 roads were flooded from 1 to 2.5 meters deep, many areas were completely isolated.

Regarding electricity, 26 electric poles were broken and many power lines were severed, causing a power outage in the entire commune; as of 10am on October 1, the power had not been restored. The telephone signal system and the Internet were also unstable, causing many difficulties for command and communication.

Many structures were flooded from 1.5 to 1.7 meters deep, including the commune People's Committee headquarters, the commune Military headquarters, two village cultural houses, and schools were damaged. Bridge and culvert infrastructure was also severely damaged: three spillways were flooded, two bridges were impassable; the Cay Mit suspension bridge (old Binh Son commune) was shifted 15 to 20 cm.

In the face of the above situation, the Commune Civil Defense Command has maintained a 24/7 duty regime, organizing forces to regularly monitor water levels at streams, spillways and vulnerable points to promptly handle incidents. The Commune has also put up warning signs, set up temporary checkpoints, and strictly prohibited people from crossing spillways when the water level is high and flowing rapidly to ensure absolute safety for the people.

In addition, the commune government directed villages and hamlets to mobilize militia, youth unions and organizations to support people in evacuating their assets, temporarily reinforcing pond and field banks at risk of landslides, and clearing drainage ditches to reduce prolonged flooding.

Through surveys and inspections in affected communes, Chairman of the Provincial People's Committee Le Hong Vinh directly shared and encouraged people to stay calm and strictly follow the instructions of the authorities; at the same time, requested local authorities to continue to urgently review households still in dangerous areas to promptly evacuate, absolutely not allowing human casualties.

Communes need to concentrate maximum local forces and coordinate closely with provincial forces to prioritize protecting people's lives, especially the elderly, children and high-risk households.

At the same time, it is necessary to urgently deploy a plan to supply food, clean water, and medicine to isolated villages and hamlets, ensuring that people do not go hungry, lack water, or lack medical care.
