Chairman of the Provincial People's Committee Le Hong Vinh works with VSIP Nghe An and secondary investors
After nearly 10 years of implementation, VSIP's projects in Nghe An have achieved positive results but still have many bottlenecks.

On the afternoon of April 25, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province chaired a meeting with VSIP Nghe An Company Limited - an enterprise developing infrastructure and operating 3 VSIP industrial parks in the province.
Also attending were leaders of a number of departments, branches, localities and representatives of secondary investors operating in VSIP industrial parks: Luxshare -ICT Co., Ltd. (Nghe An); Everwin Precision Technology Co., Ltd.; Radiant Opto -Electronics Vietnam Nghe An Co., Ltd.; Innovation Precision Vietnam Co., Ltd.

VSIP Nghe Anscale up,attracting billions of dollars in capital, "thirsty"human resources
VSIP officially started its first project in Nghe An in 2015. To date, after a decade, the joint venture between Becamex IDC Corporation (Vietnam) and a group of Singaporean investors led by Sembcorp Development Group has developed three industrial parks in the province, with a total area of over 1,431 hectares.

VSIP Nghe An 1 (in Vinh City and Hung Nguyen) has a scale of 750 hectares, including 367.6 hectares of industrial park land and 382.4 hectares of urban - service area. VSIP Nghe An 2 (in Tho Loc Industrial Park, Dien Chau District) is 500 hectares wide.
VSIP Nghe An 3 (in Hung Tay commune, Hung Nguyen district) has a scale of more than 181 hectares, and was just granted an investment policy decision in March 2025 in Singapore under the witness of General Secretary To Lam and Singaporean Prime Minister Lawrence Wong.
The total investment capital VSIP registered for the three projects reached more than 576 million USD, of which the realized capital to date is about 295 million USD.

Combining the industrial park - urban - service model, VSIP shapes a modern industrial ecosystem associated with sustainable urbanization, creating great attraction for domestic and foreign investors.
To date, VSIP industrial parks in Nghe An have attracted 56 projects with a total investment capital of nearly VND65,000 billion. Of these, 65% are foreign direct investment (FDI) projects, with a total capital of USD3.17 billion, accounting for more than 56% of the total FDI capital in the Southeast Economic Zone.

FDI enterprises mainly come from China, Hong Kong, Taiwan, Korea, Japan, Singapore... in high-tech fields such as: electricity, electronics, precision mechanics, alloys, furniture, auto parts. To date, 40 projects have been put into operation, creating stable jobs for about 28,000 workers.
Among them, many big names have chosen VSIP Nghe An as their production base such as: Luxshare ICT, Mega Textile, Everwin Precision - corporations that are playing a role in the global supply chain.
In 2024, VSIP Nghe An Company Limited and secondary enterprises will contribute more than 1,357 billion VND to the budget, with exports reaching nearly 24,000 billion VND. The average income of workers is about 8 million VND/month.

At the meeting, leaders of VSIP Nghe An Co., Ltd. and secondary investors highly appreciated the support of the provincial government; at the same time, they raised a number of difficulties and obstacles that need to be resolved such as: stable electricity supply; early construction of a deep-water seaport to serve import-export activities, reducing logistics costs for businesses; support in implementing administrative procedures; calling for investment in high-class accommodation facilities to serve investors and partners; support in finding dormitories for workers.

In addition, the human resource problem also poses a big challenge. The recruitment demand of enterprises in VSIP Industrial Park in 2025 is about 42,500 workers, of which Luxshare ICT alone needs 33,000 people. However, the local labor supply is not enough, this is a problem that if prolonged will affect the investment environment of the province.
VSIP Nghe An Company Limited proposed a series of issues such as: adjusting the height of the VSIP Nghe An Urban and Service Area from 10 floors to 25 floors; exchanging social housing land from Hung Nguyen district to Vinh city; planning a cemetery for burial and relocating existing cemeteries within the Urban Area; speeding up the auction procedure for mineral exploitation rights of land mines serving the project; arranging land funds to implement new VSIP projects.

In addition, site clearance is also an issue. At VSIP Nghe An 1, there are still 4.28 hectares that have not been cleared, mainly cemetery land and areas with electric pole foundations. The relocation of 220kV, 110kV, 35kV power lines and transformer stations in the urban subdivision has not been completed, affecting the progress of the implementation of the next phases.
At VSIP Nghe An 2, there are still 15.52 hectares of land that have not been cleared; the high-voltage power line system has not been relocated. The construction of the drainage system outside the fence has not been able to be implemented due to problems with site handover.
Actively coordinate and speed up the process of handling problems.
Concluding the meeting, Chairman of the Provincial People's Committee Le Hong Vinh affirmed the strategic importance of VSIP industrial parks and investors for local socio-economic development.

In 2024, VSIP will be one of the 10 largest state budget contributors in Nghe An province. Projects in VSIP's industrial parks have contributed significantly to Nghe An being in the top 10 provinces and cities attracting the largest FDI in the country for 3 consecutive years.
Acknowledging the recommendations from investors, the Chairman of the Provincial People's Committee requested relevant departments, branches and units to review all tasks within their authority, proactively coordinate, and speed up the handling of problems in accordance with legal regulations.
The emphasized contents include site clearance, electricity and water supply for production and daily life... to create maximum favorable conditions for VSIP and businesses operating here.

The Chairman of Nghe An Provincial People's Committee also affirmed that the province will continue to implement policies to support investors, especially in labor supply; at the same time, he requested VSIP Nghe An Co., Ltd. to accompany the locality in supporting secondary investors, especially human resource solutions.
This includes studying land rental reductions so that businesses can increase workers' income, as well as coordinating with departments and branches to soon deploy the construction of social infrastructure such as social housing according to planning, meeting workers' accommodation needs.

The Chairman of the Provincial People's Committee also requested enterprises in the industrial park to increase the rate of localization of products and improve treatment to attract workers not only in the province but also from neighboring localities.

Appreciating the effectiveness of the meeting and affirming the spirit of accompanying investors, comrade Le Hong Vinh said that the province will maintain regular meetings with businesses to promptly grasp difficulties and problems, thereby directing and coordinating effective solutions.
