Accordingly, in the past time, along with directing the effective implementation of programs, plans and projects to carry out tasks and solutions for socio-economic development in 2025 and complete the goals set out in the Resolution of the 19th Congress of Nghe An Provincial Party Committee, term 2020 - 2025, Nghe An Provincial People's Committee has urgently and resolutely directed the implementation of the Central's policies and regulations on the arrangement of administrative units and streamlining the apparatus of the entire political system in the province to ensure the set progress; deploying many solutions to improve the effectiveness of State management consulting work on investment.

Up to now, the organizational structure after the initial rearrangement has been streamlined, reducing the number of agencies and units, gradually overcoming the overlapping and duplication of functions and tasks; the payroll has been streamlined, helping to save administrative costs and the State budget, creating consensus and support from the team of cadres, civil servants, public employees and the whole society; the work of advising, giving opinions on investment policies, adjusting investment projects and supervising investment implementation of agencies and units has had positive and effective changes.

In addition to the achieved results, through monitoring and inspection at a number of agencies and units, especially in places where the reorganization and merger are slow to come into operation, not immediately implemented into work, affecting people and businesses.

In the process of implementing the policy of not organizing at the district level and continuing to merge administrative units at the commune level, there are still some cadres, civil servants and public employees at the district and commune levels who work half-heartedly, have a declining sense of responsibility and poor working attitude, affecting the prestige, effectiveness and efficiency of State agencies; there are still some agencies and units that have not fulfilled their responsibilities in giving opinions and advice on investment policy documents, investment project adjustment documents and organizing the supervision of project investment implementation in each locality and field.

In order to promptly rectify the observance of discipline and administrative discipline in agencies and units and improve the effectiveness of consulting and State management of investment in the province, the Chairman of the People's Committee of Nghe An province requested directors of departments, heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns to effectively implement a number of contents.

Newly established agencies and units or those with changes in functions and tasks due to mergers and consolidations must immediately coordinate with relevant agencies to advise competent authorities to prescribe the functions, tasks, powers, and organizational structure of their agencies and units and internal organizations to ensure compliance with the guidance of the Government, specialized ministries, and current legal regulations.

Immediately issue working regulations and internal rules and regulations; clearly define the authority, responsibility, and working regime of each collective and individual, especially agencies and units after the merger.

Ensure that agencies and units after the reorganization must be "lean, compact, and strong", meeting the goal of the reorganization not only reducing and saving costs but also improving performance, effectiveness, and efficiency of operations to develop localities at a higher level.

Leaders at all levels, sectors, agencies and units must be proactive, enhance their responsibility, focus on directing the assigned tasks of the year and unexpected tasks to develop and issue specific and scientific work programs and plans for each month, quarter and week.

Periodically, it is necessary to organize a review and clear assessment of the achieved results, contents, and unfinished tasks associated with the public service responsibilities of each collective and individual, considering this as a criterion for evaluation, classification, arrangement, assignment, and screening of cadres, civil servants, and public employees in the coming time.

Focus on implementing digital transformation tasks, promoting the application of information technology in management and operation, improving the quality of public services, reforming administrative procedures, reducing intermediaries, and creating convenience for people and businesses.

Strengthening the settlement of administrative procedures on the National Public Service Portal and the Provincial Administrative Procedures Information System online, with the spirit of "fastest, most convenient, best" for people and businesses when carrying out administrative procedures.

Strictly implement public ethics and office culture regulations

The Chairman of the Provincial People's Committee requested: Each agency and unit must proactively and scientifically prepare plans and strategies on management and use of headquarters, assets, finance; records, documents... to implement immediately upon the decision of the competent authority on not organizing the district level, continuing to merge commune-level administrative units; at the same time, properly handle and resolve issues regarding finance, assets, land, and headquarters of agencies and units after the merger.

Strengthening State management in all assigned fields, continuing to strictly implement the instructions of the Provincial People's Committee on advising on work resolution to ensure complete records, quality, clear opinions as well as closely monitoring the implementation process, in which, enhancing the responsibility to detect shortcomings, violations, non-compliance with planning, standards, conditions and forecasting,...

Carry out well the ideological work, mobilize and promptly resolve the regime and policies for cadres, civil servants and public employees who retire before the retirement age according to the Central's policies and regulations on streamlining the apparatus and staff.

Focus on training and fostering the contingent of cadres and civil servants to improve their political, professional and technical qualifications, meet the needs of job positions, improve the quality of service to people and businesses, contributing to improving the efficiency and quality of operations of the political system from the province to the grassroots level.

Strictly implement public ethics and office culture regulations; change agency nameplates, department nameplates, notice boards, staff cards, civil servants, and public employees to the new name of the agency or unit (for merged or consolidated agencies or units). Strictly comply with regulations on effective use of working time.

Strengthen monitoring and inspection of compliance with discipline and administrative discipline for organizations and affiliated units, promptly detect and handle violations and shortcomings, and take general corrective and preventive measures.

"Requesting directors of departments, heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to strictly direct and take responsibility before the Provincial People's Committee for the implementation of the above contents," emphasized the Chairman of Nghe An Provincial People's Committee.

The Director of the Department of Finance shall preside over the synthesis, consultation, and monitoring of the implementation of the work of State consultation and management on investment. Agencies and units shall periodically report the results of implementation, integrate them into the administrative reform report to the Provincial People's Committee (through the Department of Home Affairs) or promptly report to the Provincial People's Committee on any unexpected issues that arise for timely synthesis and direction.
