Chairman of Nghe An Provincial People's Committee: 'We encourage businesses to compete fairly'
(Baonghean) -Nghe An Newspaper reporter had a quick interview with comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of Nghe An Provincial People's Committee before the Meeting with Investors in Spring Dinh Dau 2017. This is an annual event co-organized by Nghe An province and Vietnam Joint Stock Commercial Bank for Investment and Development (BIDV) since 2009.

PV:Dear comrade, after a period of intense preparation, on February 19, the 2017 Spring Dinh Dau Investor Meeting Conference will officially take place. Could you tell us some highlights of this conference, knowing that this is the 9th year Nghe An has organized the event?
Comrade Nguyen Xuan Duong:Since 2009, Nghe An province has started to organize the Meeting with Investors, co-organized by BIDV Bank - this is considered the most important annual event in the province's investment promotion work. The conferences are not only an opportunity for provincial leaders and representatives of all levels to sit down with investors after a year of working together, but also an opportunity for new investors to learn information and seek investment opportunities in Nghe An.
2017 is the 9th year that Nghe An province has organized the Meeting with Investors. Through the previous 8 conferences, we have attracted 804 projects with a total registered capital of more than 260 trillion VND. Of which, there are 758 domestic investment projects and 46 FDI projects with direct investment from abroad. In 2016 alone, Nghe An has newly granted investment certificates to 141 projects with a total registered investment capital of more than 35,400 billion VND.
Speaking more about 2016, this is the year that the Government has identified as the year of startups. Along with the policy of building a creative government, creating a favorable environment for businesses to develop is considered one of the top important tasks of all levels and sectors from the central to local levels. For Nghe An, in 2016, new business registration certificates were granted to more than 1,900 newly established businesses and branches. That is also one of the positive results that we will look back on together in this conference, considering what we have done well and what we have not done well, from which we will propose solutions and orientations for the coming time to develop together and cooperate effectively.

PV:Dear comrade, it is known that this year the main activities of the conference take place over 2 days, February 18-19, and another activity different from previous years is the dialogue with FDI enterprises on investment policies. Can you tell us more about this activity?
Comrade Nguyen Xuan Duong:The purpose of organizing the Spring Meeting - following the customs of the Vietnamese people - is not only to show hospitality and openness, but also to create opportunities for direct dialogue between businesses and the highest leaders who have the authority and responsibility to answer and resolve their problems.
This year, in addition to the annual activities, the dialogue with FDI enterprises on investment policies is a new feature of the conference and we hope that this will further promote the flow of foreign investment into Nghe An. In 2016, we have achieved very positive first steps with a number of new foreign investors, or strengthened cooperation with previous partner countries but in completely new fields. For example, Hemaraj Group of Thailand - an extremely famous partner in the international and regional arena. For the first time entering the Vietnamese market, Hemaraj chose Nghe An as its first stop - that is a very encouraging signal for the province's investment promotion and attraction work.

In addition, 2016 is also the year that Nghe An province strengthens dialogue and exchange with Japan - not a new partner but the field they are interested in is very interesting: Agricultural development. Nghe An has many strengths in agriculture and in the future when we pursue the path of industrialization and modernization, we must determine that agriculture will still be an important piece in the socio-economic picture of the province. Industrialization does not mean neglecting agriculture, but we will industrialize agriculture, increasing the content of science and technology in this traditional production industry. Therefore, we are looking forward to the cooperative relationship with Japanese investors.
I think that a direct and specific dialogue with foreign investors is extremely necessary, because investment policies in each locality and each country inevitably have differences. Only by understanding and agreeing on the rights and responsibilities of each party can a sustainable cooperative relationship be ensured and bring benefits to both parties. Transparency, openness and clarity from the beginning will help limit unnecessary incidents that affect the interests of one or both parties.
PV:So this Investor Meeting is very preferential to foreign guests, sir?
Comrade Nguyen Xuan Duong:It is not accurate to say that it is more favorable. Nghe An's promotion and investment attraction to domestic enterprises has always been of interest and focus to the province. Many domestic enterprises have been associated with Nghe An for many years with projects that have left a strong impression on the province's socio-economic picture. These include: TH - True Milk dairy farming and milk processing project; Saigon - Song Lam Brewery; Hanoi - Nghe An Beer; Sabeco packaging factory; MDF wood factory; 2 Hoa Sen Steel factories; Song Lam Cement Factory 1 and 2 of The Vissai Group; Masan Northern Food Center; Muong Thanh Group with a chain of hotels, commercial and entertainment tourism complexes; Vinpearl Cua Hoi of Vingroup;...
Nghe An province acknowledges the contributions of domestic investors to the socio-economic development of the province in recent times and affirms that it will always create the most favorable conditions for businesses to operate effectively in Nghe An.

I think that providing information to foreign investors who are new to Nghe An is absolutely necessary. Domestic investors who have chosen, are choosing and will choose Nghe An will probably have an easier time learning about the province’s investment environment for reasons such as language, culture, etc.
It must be affirmed that domestic enterprises that have been doing business in Nghe An are companions who have made important contributions to improving the investment environment of the province. From an agricultural, backward province, lagging behind many other provinces and cities across the country in the industrialization and modernization process, Nghe An has now made clear progress in the national competitiveness rankings.
Along with the integration trend of the country and the world, we hope that the presence of domestic and foreign investors will make Nghe An's investment environment more and more professional, reaching international standards. I believe that together we will go further, more sustainably, in a cooperative relationship or perhaps competition between businesses - of course, it must be healthy.
