Chairman of Nghe An Provincial People's Committee as Head of Steering Committee against illegal fishing

According to Decision No. 1309/QD-UB dated May 27, 2024 on strengthening the provincial IUU Steering Committee, Nghe An province assigned the Chairman of the Provincial People's Committee as Head of the Provincial Steering Committee.

Specifically, according to previous guidelines and regulations on combating illegal, unreported and unregulated fishing (IUU), the position of Head of the Steering Committee for Combating IUU Fishing in Nghe An as well as many other localities is held by a Vice Chairman of the Provincial People's Committee.

However, stemming from the need to combat IUU fishing and to achieve the goal of soon removing the EC yellow card for Vietnamese seafood, the Secretariat issued Directive No. 32-CT/TW. April 10, 2024 on strengthening the Party's leadership in combating IUU fishing.

Next, the Government issued Resolution No. 52/NQ-CP dated April 22, 2024 on the Government's Action Program and Plan to implement Directive 32-CT/TW.

Nghe An Provincial People's Committee issued Decision No. 1017/QD-UB dated April 4, 2024 on promulgating the Regulation on coordination between functional agencies in fisheries inspection and control activities in Nghe An.

Therefore, the National Steering Committee on combating IUU fishing has requested to enhance responsibility and assigned the Chairman of the Provincial People's Committee as Head of the Provincial Steering Committee on combating IUU fishing in each locality.

In Decision No. 1309/QD-UBND, the Chairman of the Provincial People's Committee is the Head of the Committee, the Vice Chairman of the Provincial People's Committee is the Deputy Head of the Committee, the Director of the Department of Agriculture and Rural Development is the Standing Deputy Head of the Committee; other members are representatives of leaders of departments, branches and sectors, including the Provincial Border Guard Command, the Provincial Police, the Department of Planning and Investment, Finance, Foreign Affairs, Justice, Industry and Trade, Transport, Information and Communications, Natural Resources and Environment, the Provincial Radio and Television Station and Chairmen of People's Committees of coastal districts and towns.

After being completed, the Steering Committee has the function and task of advising the Provincial People's Committee to direct and coordinate the resolution of important, inter-sectoral tasks under the authority of the Provincial People's Committee related to the fight against IUU fishing; direct and urge provincial departments, branches and localities to deploy and implement the fight against IUU fishing in accordance with international practices, international conventions and agreements that Vietnam participates in and signs in accordance with the regulations of regional and international fisheries organizations on the fight against IUU fishing.

The tasks and powers of the IUU Steering Committee are to advise, synthesize, and propose to the Provincial People's Committee urgent, key, and priority tasks and solutions to implement anti-IUU fishing, and to recommend and propose solutions to difficulties in implementing anti-IUU fishing of departments, branches, and localities beyond their authority.

Organize a preliminary review and assessment of the implementation of the fight against IUU fishing; propose tasks and solutions suitable to the practical situation, enhancing the effectiveness and efficiency in the fight against IUU fishing.

Recommend and propose measures to handle relevant organizations and individuals who do not strictly implement the directions of the Government, Prime Minister, and Provincial People's Committee in the fight against IUU fishing.

Assist the Provincial People's Committee in directing, inspecting and urging departments, branches and localities to implement directive documents of the Government, Prime Minister and Provincial People's Committee on combating IUU fishing; perform other assigned tasks.

The IUU Steering Committee operates on a part-time basis. The Department of Agriculture and Rural Development is the Standing Body of the IUU Steering Committee, responsible for ensuring the operating conditions of the IUU Steering Committee, closely coordinating, monitoring, supervising, and evaluating the results of the implementation of anti-IUU fishing by departments, branches, and localities; synthesizing and preparing reports to submit to the Head of the Steering Committee on the implementation results periodically and suddenly.
