The Patriotic Emulation Congress of Nghe An province for the period 2015 - 2020 has taken place successfully. Looking back at the past 5 years, although there are still many difficulties and challenges, with the attention, direction and support of the Central Government; the solidarity, unity, efforts, dynamism and creativity of the Party Committee, Government, organizations, business community and people in the province, Nghe An has achieved many important achievements in all fields, creating momentum for development in the following years.

Over the past years, the patriotic emulation movement in the whole province has been deployed extensively, synchronously and increasingly practically and effectively; Through the emulation movements, many typical advanced examples, good people and good deeds have appeared in all areas of social life. The quality of commendation work has been increasingly improved, becoming a driving force to encourage the spirit of cadres, civil servants, public employees and workers in work and production.

With many exciting and practical emulation movements, it has greatly contributed to the successful implementation of the goals and tasks of socio-economic development and national defense and security set forth in the Resolution of the 18th Provincial Party Congress for the 2015-2020 term.

The achievements we have gained in the past 5 years are the result of the patriotic emulation movement inherited, nurtured and developed through revolutionary periods; the convergence and crystallization of outstanding typical factors of heroic collectives and individuals, emulation fighters, and advanced models, which are the fresh flowers in the patriotic emulation movement of our province.

Dear comrades and countrymen!

Our country is in a new period of development; the position, strength and overall power of the country are increasing. Nghe An is facing many new opportunities and fortunes, but also many difficulties and challenges. More than ever, the entire Party, the entire army and the entire people of the province must deeply absorb Uncle Ho's teachings.“Competition is patriotism, patriotism requires competition and those who compete are the most patriotic.”.

The heads of Party committees, authorities, agencies and units need to deepen their thinking, promote responsibility, continue to innovate in leadership, direction, advice and implementation of emulation and reward work, which is truly a leadership method of the Party, a management method of the government and a driving force to build new people, build and protect the Fatherland, as General Secretary - President Nguyen Phu Trong has directed.

Promoting the achievements in the past 5 years, on the occasion of the 75th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam, the 90th anniversary of the Nghe Tinh Soviet Day, with the honor of being awarded the Government Emulation Flag by the Government, creating new momentum in the patriotic emulation movement and towards the 19th Nghe An Provincial Party Congress, the 10th National Patriotic Emulation Congress and the 13th National Party Congress.

The Provincial Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Nghe An province launched an emulation movement to successfully carry out political tasks in the period of 2020 - 2025 with the goal of:

Building a clean and strong Party and political system. Strengthening the great national unity bloc, promoting potentials and advantages, promoting innovation, mobilizing internal resources, attracting external resources, bringing Nghe An to develop rapidly and sustainably, soon becoming a fairly well-off province and a development connection center for the North Central region.

To successfully achieve the above goal, the Nghe An patriotic emulation movement needs to focus on the following contents:

In the economic field:Patriotic emulation is associated with completing economic development tasks. Shifting economic structure towards both breadth and depth of development, expanding scale while focusing on quality and efficiency associated with the application of science and technology, and scientific and technical advances.

Sustainable economic development, step by step implementing green growth, developing clean energy and renewable energy. Continuing to improve the investment and business environment; mobilizing and effectively using all resources of domestic and foreign economic sectors. Strengthening linkages, exploiting and maximizing the potential and strengths of each locality, creating conditions and promoting the role of economic zones, industrial parks and industrial clusters in the province, creating spillover effects, promoting the development of neighboring localities.

Well implement the work of establishing and implementing the provincial planning for the period 2021 - 2030, with a vision to 2050; link urban and rural planning, creating momentum for regional development. Strive for an average GRDP growth rate of 9.5 - 10.5% in the period 2021 - 2025, GRDP per capita by 2025 to reach about 83 million VND, budget revenue by 2025 to reach 26,000 - 30,000 billion VND.

Effectively implement the emulation movements "Nghe An joins hands to build new rural areas", "Nghe An enterprises integrate and develop", "Nghe An follows Uncle Ho's teachings".

Promote emulation movements: "Good workers, creative workers"; emulation movements with the 8 golden words "Quality, progress, safety, savings"; emulation movements "Practice skills, compete for good workers"; emulation movements to transform the structure of crops and livestock, apply scientific and technological advances in production; emulation movements "Productivity, quality, efficiency"; "innovation in management, technology, increase productivity, product quality".

In the field of culture and society:Emulating to promote the cultural values, people of Nghe An and the strength of the entire nation to arouse the will, aspiration, determination to innovate, create startups, unite, and strive to contribute intelligence and strength to the development of the homeland; to achieve progress, social justice, improve people's lives, and ensure a harmonious connection between economic and social development.

Develop education and vocational training; innovate, apply, transfer and develop science and technology; develop culture, sports, information and communication; do a good job of taking care of people's health, population, labor, employment and social security, family and children.

By 2025, strive to have 75-78% of schools meeting national standards; 71-73% of villages, hamlets, and cultural blocks; create jobs for about 37-38 thousand workers annually; 82% of communes and 11 district-level units meeting new rural standards.

Improve the effectiveness of the emulation movement to apply advanced science and technology in the health sector and the emulation movement "Good example of medical ethics"; First of all, do a good job in preventing and fighting the Covid 19 epidemic. Strongly implement the emulation movement to build a "Cultural village", the movement "good teaching, good learning", the movement of Catholics competing to live a "good life, good religion", the movement "good deeds of village elders, typical people among ethnic minorities" and the campaign "All people exercise following the example of great Uncle Ho". Promote the emulation movement "When drinking water, remember the source", "Nghe An joins hands for the poor - leaving no one behind" to mobilize maximum social resources for poverty reduction and ensuring social security.

In the field of defense, security and foreign affairs:Compete to strengthen national defense, security, social order and safety; improve the effectiveness of foreign affairs. Build a national defense foundation associated with a solid people's security posture and a solid people's hearts posture. Strive to have 100% of district-level units with solid regional defense potential and posture by 2025; over 90% of commune-level units be comprehensively strong, safe and self-governing.

Regularly and effectively maintain the movements "Emulation to win", "For national security" emulation movement, "Good discipline, strict discipline, high combat readiness" movement, "Worthy of Uncle Ho's soldiers" movement, "People's Public Security learns and practices Uncle Ho's 6 teachings" movement.

On the field of Party building and political system building:Emulate to improve the leadership capacity and fighting strength of the Party; improve the effectiveness and efficiency of management and administration of government apparatus at all levels; improve the quality and efficiency of operations of the Fatherland Front and people's organizations.

Every year, 90% of grassroots party organizations are classified as having fulfilled their tasks well or better; strive to have 100% of blocks, hamlets, and villages with party organizations by 2025; recruit an average of 4,500 - 5,000 new party members each year; build a team of cadres at all levels that meet the standards for titles, job positions, and competency frameworks according to regulations.

Implement well the emulation movement "Building a clean and strong Party organization"; promote the emulation movement "Good advice, good direction", "Nghe An cadres, civil servants and public employees compete to practice office culture". Deeply and widely deploy the campaign "All people unite to build a cultural life in residential areas" and the campaign "Vietnamese people give priority to using Vietnamese goods".

Effectively implement the emulation movements "For the poor", "Good at public work, good at home work"; "Green, clean, beautiful, ensuring occupational safety and hygiene", "Exemplary veterans, promoting the tradition of Uncle Ho's soldiers"; "Farmers compete in good production and business, unite to help each other get rich and sustainably reduce poverty"; the "youth volunteer" movement creates a vibrant emulation atmosphere throughout the province.

With the achievements that the Party Committee, government and people of the province have achieved in the past 5 years; although there are still many difficulties and challenges, but with the efforts, striving, determination to rise up, promote the revolutionary tradition of the Soviet homeland, determination to bring the patriotic emulation movement of the province to continue to develop strongly, achieving many good results, creating great momentum to contribute to building Nghe An province to become a fairly developed province and a center connecting the development of the North Central region, worthy of being the homeland of President Ho Chi Minh..
