Chairman of the Provincial People's Committee: Nghe An will resolutely reclaim slow-progressing projects

(Baonghean.vn) – This is the affirmation of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the working session to direct the acceleration of progress of key projects and works in the province on the morning of July 19.

Also attending were Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, leaders of a number of provincial departments and branches; districts, cities and towns with projects implemented in the area; and representatives of investors.

Currently, Nghe An province has many major key projects. Of which, the industrial investment project group has 11 projects; the economic zone, industrial park, and seaport infrastructure investment projects group has 7 projects; the transportation and technical infrastructure project group has 6 projects; the housing, service, tourism, and healthcare investment project group has 3 projects; the agricultural project group has 7 projects.

At the meeting, representatives of 10 investors such as: Song Lam Cement Factory, VSIP Nghe An Urban and Service Industrial Park, Tan Thang Cement Factory, MDF Nghe An Wood Processing Factory... made recommendations related to the projects that the enterprises are implementing, focusing on accelerating the progress of site clearance, building raw material areas... to accelerate the progress of project implementation.

For example, the leaders of Song Lam Cement Plant Phase 1 are completing the final stages, expected to test run the equipment in the first half of August 2016, and fire the furnace in early October 2016. However, the implementation of the construction of the power line supplying the plant is slow, and it is likely that the progress will not be on schedule for the plant to test run. Route N5, D4 in the Southeast Economic Zone is still stuck in land clearance and needs to be accelerated to ensure completion in October 2016 to promptly transport cement.

For the VSIP Nghe An Urban Industrial and Service Park project, the investor proposed that the People's Committee of Nghe An province soon make a decision to allocate land to the Southeast Economic Zone Management Board to issue red books for the cleared area, thereby separating the books for secondary investors.

At the working session, comrade Nguyen Xuan Duong directed the sectors and localities to directly respond and direct the resolution of specific problems of the project, especially in site clearance and construction of traffic infrastructure, which was assigned to relevant localities to set a specific completion time to resolve for businesses.

Concluding the working session, comrade Nguyen Xuan Duong affirmed that Nghe An province is committed to doing its best to create the most favorable conditions for investors to invest in the province, especially issues related to the regimes, policies and mechanisms that the province has announced.

“If you have any problems, please make suggestions and recommendations. We have assigned each Vice Chairman to be in charge of a number of projects within their specific scope, and they have been resolved daily and hourly when investors have requests. Thereby, investors can implement projects in the province in the most convenient and effective way,” the Chairman of the Provincial People’s Committee emphasized.

The Chairman of the Provincial People's Committee also informed about some of the province's upcoming policies. That is, the province will reclaim slow-progressing projects in a stronger, more drastic, and more systematic manner. Investors who are slow to implement projects and want to have their projects extended must have a commitment. Thereby, solving the situation where other investors come to invest but do not have land, while the land has been handed over but the project is not implemented. The province also cannot collect land money. Therefore, Comrade Nguyen Xuan Duong requested that the sectors must improve their responsibility and public ethics in this matter.

At the same time, in the matter of procedures for projects in general, real estate projects in particular, the Chairman of the Provincial People's Committee requested that relevant departments and branches must promote administrative reforms and implement them urgently to create favorable conditions for investors. In return, the province also has a source of budget revenue to reinvest in infrastructure, site clearance, etc.

Currently, there are many new projects continuing to register for investment from Thailand and Europe. Comrade Nguyen Xuan Duong directed that the province must act quickly, ensuring no inconvenience to investors, but at the same time, the procedures must be strict and the environment must be ensured. "Nghe An does not attract projects at all costs, it must ensure the environment and long-term social security," the Provincial Chairman affirmed.

The Chairman of the Provincial People's Committee also informed that all investment projects the province has committed to, implemented, and ensured the source of site clearance and other infrastructure works to the project site; each related sector coordinates to carry out procedures for investors. In the near future, the province will establish an Investment Promotion Center located at the Provincial People's Committee headquarters with the aim of reducing administrative procedures and creating the most favorable conditions for investors.
