Chairman of the Provincial People's Committee: Nghe An creates maximum conditions for autonomous hospitals
(Baonghean.vn) - Supporting and creating maximum conditions for hospitals to implement autonomy is one of the conclusions of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the working session on implementing the autonomy plan at Vinh City General Hospital on the morning of April 20.

Vinh City General Hospital is the first unit in the health sector approved by the Provincial People's Committee to implement autonomy from January 1, 2017. Currently, the hospital has a scale of 280 beds and is building a plan to increase to 350 beds by 2019.
The number of patients coming for medical examination in the first quarter of 2017 reached over 76,000, nearly double that of the same period in 2016. The hospital bed capacity reached 185%. Total revenue in the first quarter reached nearly 43 billion VND, total expenditure was over 34 billion VND, the difference between revenue and expenditure was 8.5 billion VND.

Since implementing autonomy, Vinh City General Hospital has developed many new and specialized techniques such as: Artificial kidney dialysis, hip replacement surgery, endoscopic resection of prostate hypertrophy with bipolar electric scalpel... From the career development fund, the Hospital has invested in an international standard testing lab to renovate the emergency area; purchased more equipment worth over 6.5 billion VND.
Currently, the Hospital is gradually implementing the plan to merge and separate departments and the plan to recruit civil servants in 2017... In general, after becoming autonomous, the hospital has been proactive in most of the unit's activities. It has reduced the need to 'ask for permission' in solving work, creating dynamism and initiative in medical examination and treatment.
At the meeting, the delegates and representatives of the leaders of Vinh City General Hospital also focused on assessing the difficulties and shortcomings after switching to an autonomous mechanism.

Comrade Nguyen Xuan Duong highly appreciated and acknowledged the efforts of Vinh City General Hospital in medical examination and treatment. The province's policy is to support and create maximum conditions for autonomy in hospitals. However, it is necessary to determine the ultimate goal after autonomy is to improve the quality of medical examination and treatment, reduce administrative procedures, and create the most favorable conditions for patients.
The Chairman of the Provincial People's Committee requested the Department of Health to learn from the model at Vinh City General Hospital to deploy it to 7 other hospitals that are expected to switch to an autonomous mechanism this year./.
