(Baonghean.vn) - On the morning of October 15, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular citizen reception session in October 2020.

Chairman of Provincial People's Committee Nguyen Duc Trungreceived citizen Tran Thi Loan (Tay Loc hamlet, Dien Ngoc commune, Dien Chau district). Ms. Loan denounced violations in professional activities ofTruong An Private Clinic(in Dien Chau district).

Specifically, Ms. Loan accused Dr. Cao Dang Tu of the clinic of performing tendon sutures on patient Ngo Thi Hoai Nam without a practicing certificate. Ms. Loan also disagreed with the Department of Health's decision to resolve the complaint because she believed it was not objective and there was a cover-up.

According to the report on the settlement of the citizen petition of the Department of Health, Ms. Ngo Thi Hoai Nam went to the clinic for examination and was diagnosed with a broken nasal bone, broken ribs, and torn Achilles tendon. Ms. Nam had her tendons sutured by Dr. Cao Dang Tu without a certificate to practice surgical examination and treatment.

Thus, Truong An Private Clinic has 2 violations: Using practitioners without a practice certificate; providing medical examination and treatment beyond the scope of expertise.

The Department of Health has advised the Provincial People's Committee to issue a decision to administratively fine Truong An Private General Clinic VND 140 million and revoke its operating license for 3 months.

After that, Ms. Ngo Thi Hoai Nam filed a complaint against Ms. Tran Thi Loan and Dien Chau District Police for conducting a forensic examination of Ms. Nam's disability rate. The provincial forensic examination board referred Ms. Nam to the provincial Friendship General Hospital for examination.

On that basis, the forensic center concluded that Ms. Nam had a broken nasal bone, broken ribs, and a torn Achilles tendon. This was the document for the investigation agency, the prosecution agency, and the Dien Chau District People's Court to bring the case to trial. However, Ms. Loan did not agree with the verdict and appealed. Currently, the Dien Chau District People's Court is carrying out the appeal review process according to regulations.

After listening to the reports from the authorities, the Chairman of the Provincial People's Committee concluded that, regarding the results of the injury assessment, he requested the Department of Health to have a written response specifically to each content that the citizen requested, thereby helping the citizen have a basis to exercise his rights in court.

The Chairman of the Provincial People's Committee also received Ms. Doan Thi Thu (representing 20 households in Hamlet 1, Dien An Commune, Dien Chau District) to make recommendations and reflect on some shortcomings and inadequacies in life, daily activities, and agricultural production when implementing the process.mergerhouseholds of old hamlet 2 move to new hamlet 1.

Chairman of Dien Chau District People's Committee Tang Van Luyen said that in Dien An commune, there are dozens of cases of households in the old hamlet buying land to move to another hamlet, but still living in the old hamlet. This makes it difficult to manage the population.

Dien Chau district agrees with Dien An commune's plan to divide hamlets along the boundaries of roads, creating convenience for people in their residential groups. In addition, the hamlet size is also suitable after the merger.

After the merger, people encountered some difficulties in agricultural production and customs. However, according to Mr. Tang Van Luyen, those difficulties can be overcome. Deputy Director of the Department of Home Affairs Tran Quoc Chung said that out of 134 households in Dien An commune that had to be intermingled, only 20 households in the old hamlet 2 did not agree. The merger of hamlets in Dien An commune was reasonable and followed the correct procedure.

Regarding this content, the Chairman of the Provincial People's Committee assigned the Department of Home Affairs to preside over and coordinate with Dien Chau district to review the entire hamlet merger process. If there is anything inappropriate, it must be resolved promptly to ensure the legitimate rights of the people. This content must be reported to the Provincial People's Committee before November 30, 2020.

For cadres of Dien An commune, the Chairman of the Provincial People's Committee also requested that they be close to the people, respect and listen to them, maintain proper manners when interacting with them, and have appropriate methods of propagating and mobilizing them. People also need to coordinate with authorities at all levels to promptly resolve the matter satisfactorily.

Citizen Nguyen Van Hoa (residing in Nghia Lam commune, Nghia Dan district) also came to petition the competent authority to urgently relocate and resettle households residing in Hop Thanh village, now Dong Lam hamlet, affected by environmental pollution caused by the concentrated dairy farming project of TH Milk Food Joint Stock Company.

According to the Chairman of the People's Committee of Nghia Dan District, Vo Tien Sy, there are 92 households in Dong Lam hamlet located close to the cattle farm and food processing area of ​​TH Milk Food Joint Stock Company. Because the livestock farm is higher than the houses, it has affected the environment and according to the Department of Natural Resources and Environment, these households need to be relocated.

However, the biggest difficulty is funding because it would take 150 billion VND to relocate these 92 households to a concentrated resettlement area. If these households resettle themselves, it would take about 90 billion VND. The Chairman of the Nghia Dan District People's Committee proposed that the province allocate the budget to relocate these households.

After listening to the report, Chairman of the Provincial People's Committee Nguyen Duc Trung assigned the People's Committee of Nghia Dan district to review and recalculate the plan to relocate 92 households according to the above two forms, and determine the total funding source for implementation.

The Department of Finance shall preside over and coordinate with the Department of Natural Resources and Environment and Nghia Dan District to work with TH Milk Food Joint Stock Company to clearly identify the capital needed for implementation. This content must be reported to the Provincial People's Committee before November 30 to have a basis for resolution, ensuring the rights of the people.
