Chairman of Nghe An Provincial People's Committee requests maximum support for businesses

(Baonghean.vn) – On July 5, the Provincial People's Committee held an online conference with districts, cities and towns on the implementation of the socio-economic development plan and state budget estimate for 2017 and the implementation of the action program to implement Resolution No. 35/CP of the Government on supporting businesses.

Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. Attending the conference were Vice Chairmen of the Provincial People's Committee, leaders of sectors, districts and cities.

The guidance on the development of socio-economic development plans is disseminated by the Department of Planning and Investment, while the Department of Finance is responsible for guiding the development of the 2017 state budget estimates. These are annual tasks of localities. The conference also listened to the action program of Nghe An province on Resolution No. 35/CP.

Comrade Le Xuan Dai, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee spoke at the conference.

According to Directive No. 21 of the Prime Minister, the development of the local Socio-Economic Plan needs to realistically and accurately assess the socio-economic development situation in 2016, including: The goals and tasks of socio-economic development and the state budget estimate for the first 6 months of the year and the estimated implementation for the whole year of 2016. Clearly analyze and evaluate the results of macroeconomic stability, inflation control; the implementation of economic growth targets, economic restructuring, major breakthroughs, improvement of the investment and business environment, solutions to restore production, stabilize people's lives....

Comrade Nguyen Xuan Hai, Director of the Department of Finance, noted that relevant sectors and unitsCarefully review the 2016 budget collection results, evaluate potential revenue sources to increase revenue in 2017 to develop a plan.The regular expenditure budget must ensure thorough savings, associated with streamlining the payroll and restructuring the administrative apparatus in the 2016-2020 period.

Based on the actual conditions of each industry, field and locality, determine the goals, tasks and targets of the socio-economic development plan and the state budget estimate for 2017.

Comrade Nguyen Van Do, Director of Department of Planning and Investment: "Sectors, levels and units closely coordinate with the Department of Planning and Investment to develop the 2017 plan.The allocation of planned capital for development investment from the state budget must comply with the provisions of the Law on Public Investment.".

Comrade Nguyen Xuan Duong - Chairman of the Provincial People's Committee emphasized that when developing plans, departments, branches and sectors must seriously implement Directive No. 21 of the Prime Minister and guide and request their subordinates to seriously develop plans.

The development of the 2017 Socio-Economic Development Plan and State Budget Estimates must be consistent with the 2016-2020 Five-Year Socio-Economic Development Plan, the 2016-2020 Medium-Term State Financial and Budget Plan, and the 2016-2020 Medium-Term Public Investment Plan.

The socio-economic development plan and the state budget estimate for 2017 must be developed synchronously and systematically, with close coordination between sectors, levels, agencies and units. Ensure publicity, transparency, fairness and efficiency; enhance accountability in planning and resource allocation.

The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to be responsible for guiding sectors and units in developing plans, developing and synthesizing plans of all levels and sectors, and taking the lead in developing the 2017 plan. The Department of Planning and Investment coordinates with the Department of Finance to estimate local budget balance sources to synthesize investment plans for these sources in accordance with the provisions of the Law on Public Investment. The Department of Finance coordinates with sectors, localities and enterprises to develop state budget revenue estimates, allocation norms for regular expenditure estimates in 2017, and advises the Ministry of Finance and the Provincial People's Council to decide on budget revenue and expenditure estimates.

The Chairman of the Provincial People's Committee also assigned tasks to Departments, branches and localities according to Directive 12 dated June 24, 2016 of the Provincial People's Committee.

Regarding the action program to support business development, comrade Nguyen Xuan Duong requested that sectors and units strictly implement Resolution No. 35/CP, providing the best support for business operations.
