(Baonghean.vn) - On the morning of June 3, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and the provincial working delegation inspected the progress of a number of key projects and works in the province.
Also attending were comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches and localities.

This is a group A project, civil construction type, level 1 main construction with a scale of 1,000 hospital beds. The total investment of the project is 1,259 billion VND, of which the central budget is 1,000 billion VND, the provincial budget is 259 billion VND.
The main problem now is the site clearance work when there are still 8 households that have not agreed on the compensation plan; the traffic and irrigation land of the project managed by the People's Committee of Nghi Lien Commune (Vinh City) has not been handed over to the investor. Currently, the project land has about 2.3 hectares of cemetery located right at the front with no relocation plan; the zoning plan of Nghi Lien Commune and Nghi Kim Commune overlaps the approved project plan...

The project investor reported that immediately after approval and funding allocation, the investor submitted a contractor selection plan and implemented 11 consulting packages, currently implementing 7 packages. Construction and equipment packages are expected to be implemented from the third quarter of 2022; at the same time, construction is expected to start in October 2022. The allocated funding for the project is 253.3 billion VND, by May 30, 2022, 6.1 billion VND had been disbursed, the remaining funding will be disbursed in the fourth quarter of 2022.
After listening to the investor's report, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that this is a key project of the province, with capital allocated by the Central Government, so he requested the investor to focus on human resources and take advantage of time to speed up the implementation progress. Regarding any problems, report specifically to the Provincial People's Committee for direction and resolution. Vinh City is interested in resolving problems related to site clearance, helping the investor to implement the project as quickly as possible.

Next, comrade Nguyen Duc Trung inspected the projects in the Southeast Economic Zone. For the N5 cross-road (section 2) with a length of nearly 5km, most of the construction and warranty have been completed. The disbursement rate reached 92% of the allocated capital of 750 billion VND.
Currently, the project is still stuck when 15 affected households have not agreed with the support level, requesting a higher price. Some households outside the 70m range continue to demand compensation and make it difficult to implement the project. However, the investor still commits to handing over and putting the project into use before December 30, 2022.

For the N5 crossroad project (section 1), the total investment and allocated capital is 709 billion VND; the cumulative disbursement is 333 billion VND, reaching 47%. The project also encountered problems in site clearance when some households did not agree to sign the ownership agreement and did not relocate the tombs. The government's attention was not resolute, the construction unit was not focused, leading to the project being behind schedule.
For the D4 road project, phase 1 has been out of warranty since 2018, while phase 2 has been basically completed, and the remaining items are being implemented. The route connecting D4 to DKC port has completed the construction of the roadbed, road surface, curbs and ditches, sidewalks, drainage system, green trees and lighting. The investor committed to complete the remaining construction before July 30, 2022; hand over and put into use before August 30, 2022.

After listening to the investor and contractor's report, the Chairman of the Provincial People's Committee requested the investor to focus on disbursing all public investment capital allocated in 2022. Regarding the problem of site clearance, Nghi Loc district focused on propagating and mobilizing people to understand and hand over the site soon to speed up the construction progress.
For the contractor, the project has been allocated enough capital so it is necessary to speed up the construction progress in the spirit of handing over the site to the construction site. The Department of Natural Resources and Environment is interested in considering and resolving the contractor's proposal to collect 400,000m2 of land to build the roadbed for the N5 route project (section 1).
The Chairman of the Provincial People's Committee also inspected the construction site of Cua Lo Deepwater Port, in Nghi Tien Commune, Nghi Loc District and surveyed the Tien Phong, Hai Don and Lu beaches.

After listening to the Southeast Economic Zone Management Board's planning report, the Chairman of the Provincial People's Committee requested the board and branches to coordinate with investors to submit investment proposal procedures for the Cua Lo Deepwater Port project, urgently advise the Provincial People's Committee, the Provincial Party Standing Committee, and the Provincial Party Standing Committee for consideration and then submit to the Provincial People's Council for approval.
Also on the morning of June 3, Chairman of the Provincial People's Committee Nguyen Duc Trung also came to inspect the progress of the Coastal Road Project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) section from Km7-Km76.
The total length of the route is 64.47km, of which the site clearance is 59.9km, passing through Hoang Mai town, Quynh Luu district, Dien Chau district, Nghi Loc district and Cua Lo town. The project has a total investment of 4,651 billion VND. Up to now, the capital has been allocated 1,620 billion VND, disbursed 892.330 billion VND, reaching 55.08%.

According to the leader of the Department of Transport, the route part of the project is expected to be completed in the second quarter of 2024, and the bridge part is expected to be completed in February 2024. The project is divided into 2 construction packages and to date, the total value of the 2 packages is more than 234 billion VND, reaching 16.34%.
The major problem now is that the site clearance has not met the requirements. The site handover is not continuous, making it difficult to implement the construction work. The source of materials is lacking and has not been provided in time according to the construction progress of the project. Specifically, localities have only cleared 27.29km/59.9km of the sections through agricultural land, forestry land and other land, reaching 46%.

Appreciating the project's construction volume, the Chairman of the Provincial People's Committee requested the localities where the project passes to speed up the site clearance progress. Once the cleared section is completed, it will be immediately handed over to the contractor for construction.
The Chairman of the Provincial People's Committee also requested the Department of Transport to urge the construction unit to speed up the progress and coordinate with localities in site clearance work. Because this is a key project of the province, when completed, it will create space and economic corridors to serve the socio-economic development of the province.
