Chairman of the Provincial People's Committee Nguyen Duc Trung: Improve administrative discipline, strictly handle officials who violate regulations

HOT SUN, DROUGHT IS COMPLEX

Reporting to the Provincial People's Committee on the socio-economic situation in the first 7 months of 2020, Acting Director of the Provincial Department of Planning and Investment Nguyen Xuan Duc said that due to prolonged severe heat and widespread drought, the production progress of some seasonal crops is likely to be low; there have been many forest fires in recent times. The consumption of some agricultural and aquatic products for export is facing difficulties, especially seafood exported to the Chinese market.

The industrial production index in July is estimated to increase by 10.76% over the same period, and is estimated to decrease by 1.74% compared to June 2020. Industrial production is still facing many difficulties; some key products such as beer, electricity production, textile fibers... have decreased in the first 7 months compared to the same period.

Total retail sales of goods in July were estimated at VND 6,255.78 billion, up 17.81%; tourism activities have improved significantly. As of June 30, 2020, the disbursement rate of public investment capital in the province reached 44.17% of the plan. Budget revenue in the first 7 months is estimated at VND 8,348.9 billion, reaching 54.9% of the estimate and equal to 93.9% compared to the same period in 2019.

As of July 15, 2020, the province has granted 49 new projects with a total registered capital of VND 3,927.61 billion. New business registration certificates were granted to 1,020 enterprises, an increase of 2.2% over the same period with a total registered capital of VND 7,781.5 billion. At the same time, 350 enterprises have registered to resume operations.

By July 13, the Provincial People's Committee had issued a decision to support 3 groups of beneficiaries: meritorious people; social protection; poor people, near-poor households with 554,821 people paid, the total disbursed fund was more than 546 billion VND. Administrative reform work was directed by all levels and sectors. Administrative procedures were reviewed, publicly announced, and processing time was shortened. Attention was paid to the cultural and social fields, national defense - security, and social order were ensured.

At the meeting, leaders of the sectors of Agriculture and Rural Development, Industry and Trade, Education and Training, Tourism, Health... reported on the results of implementation. Vice Chairmen of the Provincial People's Committee also expressed many opinions, giving important tasks and solutions to solve difficulties and promote socio-economic development.

Specify the task, unit, and person responsible

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung highly appreciated the positive results of the sectors in all fields. At the same time, he agreed on 9 groups of tasks and key solutions for August and the following months.

With the viewpoint of clearly indicating the work, clearly indicating the unit, clearly indicating the person in charge, the Chairman of the Provincial People's Committee raised specific tasks and requested the sectors to perform well. First of all, the departments, sectors and localities focus on promptly implementing 20 Resolutions that the Provincial People's Council has just passed at the 15th session. In particular, the focus is on the Resolution on implementing socio-economic tasks in the last 6 months of 2020.

Along with carrying out the three tasks of epidemic prevention, production development and organizing grassroots Party congresses, preparing for the 19th Provincial Party Congress, according to the Chairman of the Provincial People's Committee, an important task is administrative reform, improving the investment environment and attracting investment.

Assessing that Nghe An has a great opportunity to welcome the wave of investment shift, the Chairman of the Provincial People's Committee requested that the sectors take specific actions to seize this opportunity. The immediate task is to shorten the time to handle administrative procedures and strongly improve the investment environment.

At the same time, it is recommended that the Inter-sectoral Working Group headed by Vice Chairman of the Provincial People's Committee Le Ngoc Hoa soon come into operation, exercising the authority of the Chairman of the Provincial People's Committee in handling issues related to administrative reform, attracting investment, and paying attention to removing difficulties and obstacles for businesses.

Comrade Nguyen Duc Trung requested the Provincial Center for Investment, Trade and Tourism Promotion to soon implement contact activities in all three areas. Departments, branches and localities should publicize contact points and establish connection channels to promptly handle issues raised by businesses and people; and urge site clearance work to speed up project progress.

The Management Board of the Southeast Economic Zone will soon complete the dossier to adjust the master plan of the Economic Zone, and remove obstacles related to investment incentive policies and mechanisms. The Department of Planning and Investment will coordinate with advisory agencies to amend Resolution 26 to suit the new situation.

Regarding budget revenue and expenditure, the Chairman of the Provincial People's Committee said that the province is determined to achieve the budget revenue target according to the assigned estimate in the context of many difficulties. At the same time, it is necessary to strictly manage expenditures, cut unnecessary expenditures; review, arrange and use public assets effectively.

An important issue that the Chairman of the Provincial People's Committee requested the sectors and localities to pay attention to is to promote the disbursement of public investment capital. According to the head of the Provincial People's Committee, Nghe An has done well in this work in the past, but that does not mean that it is subjective. There are still some sectors and localities with low disbursement rates. From the August People's Committee meeting onwards, the Department of Planning and Investment must update the disbursement data for each sector and each locality and clearly state which sectors and localities have not met the requirements.

I request departments, branches and localities to perform this task well, using disbursement results to evaluate achievements in 2020. Any unit that cannot ensure disbursement results will not be considered for emulation.”

Comrade Nguyen Duc Trung also assigned specific tasks to the Agriculture sector regarding drought and forest fire prevention, ensuring summer-autumn crop production and flood prevention. The Industry and Trade sector will soon promote industrial production projects to come into operation, ensuring the safety of hydroelectric dams.

The tourism sector implements policies to promote and restore tourism. The Ministry of Labor, Invalids and Social Affairs continues to assess the ability to provide human resources for large projects, creating conditions for experts to work, and ensuring social security.

The Education and Training sector is well prepared, strictly, seriously, and in accordance with regulations for the 2020 High School Graduation Exam.

The Department of Natural Resources and Environment proactively plans land mines, ensures raw materials for projects, and promptly reports to the Provincial People's Committee to submit to the Provincial People's Council to issue a land price list in industrial parks.

The Home Affairs sector is interested in the work of perfecting communes after the merger, especially the regime and policies for commune and hamlet level cadres.

The police force continues to crack down on all types of crime, aiming to create stability, gain people's trust, and contribute to socio-economic development.
