Today, I and my colleagues in the provincial delegation are very pleased to attend the 6th Congress of the Party Committee of Nghe An Provincial Business Bloc, term 2020 - 2025.

On behalf of the Provincial Party Standing Committee, I would like to respectfully send our distinguished guests and all 244 official delegates of the Congress my warmest greetings and congratulations. Wishing the Congress great success.

Dear Congress!

The Provincial Business Bloc Party Committee with 133 grassroots Party organizations and affiliated enterprises represents all fields and key economic sectors in the province's socio-economic development strategy. In the past term, despite many difficulties and challenges, the Provincial Business Bloc Party Committee has united, innovated, overcome difficulties, and strived to basically achieve and exceed the goals and tasks set out in the Resolution of the 5th Congress.

During the past term, production and business activities of enterprises under the Provincial Business Bloc Party Committee have developed, revenue increased by 37.52% compared to the beginning of the term; on average, 91.56% of enterprises made profits annually; budget payment increased by 61.95% compared to the beginning of the term; jobs and policies were ensured for nearly 30,000 workers; Average income of workers increased by about 10.9% annually.

Emulation movements for technical innovation and rationalization in production and business, and application of information technology in management and operation have been effectively implemented by units. In the past 5 years, 2,805 initiatives have been recognized and applied in production and business, bringing hundreds of billions of dong in benefits to enterprises.

Social security work has been promoted and increasingly put into practice. During the term, it has contributed more than 306 billion VND to charity activities and funds in the whole province, including some outstanding activities such as:“Tet for the poor”,helped 21 poor communes in the Western region of Nghe An; organized support for 73 houses worth 4.7 billion VND; organized support for the prevention and control of Covid-19 epidemic...

Party building work has focused on innovation in content and form, proactively grasping the situation, promptly orienting information and public opinion. Innovation in methods of fighting and refuting wrong and hostile viewpoints, preventing passive situations, strikes and work stoppages in enterprises.

The organizational apparatus work was consolidated and strengthened; the role of the Party organization in enterprises was promoted well; the work of developing Party members was focused on (during the term, 1,188 Party members were trained and admitted); the quality of the staff and Party members was improved, especially the effective implementation of Project No. 5155 dated February 8, 2014 of the Provincial Party Standing Committee on“Developing Party members and Party organizations in private enterprises and foreign-invested enterprises in Nghe An province, period 2014-2020”, resulting in the establishment of 9 new Party organizations and 1 Party cell directly under the grassroots Party committee in a private enterprise.

Implementation of Directive No. 05 of the Politburo on“Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle”In conjunction with the Central Resolution 4 (term XI, term XII), the Party Committee has fully disseminated it to the subordinate Party grassroots organizations, creating positive changes in actions, awareness of training qualities, ethics, lifestyle, overcoming the situation of "self-evolution" and "self-transformation" within the Party, contributing to raising awareness and responsibility to set an example for cadres and Party members, especially key leaders in enterprises.

The innovation of leadership methods, strengthening the building of a clean and strong Party and political system has been given attention by Party committees at all levels, creating conditions for socio-political organizations to promote their roles, especially the implementation of grassroots democracy regulations according to Directive No. 30, Conclusion No. 120 of the Politburo, Decree No. 60 and Decree No. 149 of the Government.

Party building work associated with building corporate culture is focused on; during the term, the Party Committee of the Bloc issued Resolution No. 05 on“Strengthening the Party's leadership over corporate culture at the Party Committee of the Bloc to meet the requirements of integration and development”.

The achievements over the past 5 years of the Provincial Business Bloc Party Committee have significantly contributed to the successful implementation of the Provincial Party Congress Resolution for the 2015-2020 term.

On behalf of the Provincial Party Standing Committee, I warmly commend and congratulate the achievements that the Provincial Business Bloc Party Committee has achieved in the past term.

Dear Congress!

In addition to the achievements, I basically agree with the shortcomings, limitations and causes mentioned in the reports. Accordingly, in the coming term, the Provincial Business Bloc Party Committee needs to seriously recognize and overcome the following shortcomings and limitations:

The average annual growth rate of enterprises is still low. The development of production and business strategies, quality of human resources, connection, association, and use of products among enterprises in the sector is still limited. The production and business efficiency of some enterprises is still low, there is still a situation of late tax payment, unpaid wages, and social insurance of employees. The coordination of the Provincial Business Bloc Party Committee with the government, departments, branches, sectors, and related organizations is still limited.

The leadership methods of some Party committees in enterprises still face many difficulties and confusion, and are not really effective. The work of grasping the ideology of cadres, Party members and workers in some enterprises is not timely. The study, understanding and implementation of Party Resolutions, State policies and laws in some establishments have not received due attention.

The activities of some organizations and unions in enterprises still face many difficulties, do not focus on depth, are still heavy on formality, slow to innovate content and methods of operation; participation in enterprise management and protection of legitimate rights of employees is still limited.

At this Congress, I suggest that you continue to discuss and clarify the limitations and shortcomings, thereby drawing out the causes, especially subjective causes, and truly profound lessons to propose remedial measures in the coming time.

Dear comrades! Dear Congress!

The theme of the Party Congress of the Bloc is:“Promoting innovation and creativity; strengthening solidarity and cooperation; enhancing competitiveness; sustainable business development; building a strong Party organization”.has demonstrated determination, is the motto for regular leadership and direction. The Provincial Party Standing Committee has agreed with the goals, targets, tasks, main solutions, especially the 5 key tasks and 3 development breakthroughs proposed in the Political Report and the Draft Resolution of the Congress submitted to the Congress.

I would like to note and emphasize some contents for our discussion and consideration of decisions:

One is:The Provincial Business Bloc Party Committee needs to continue to perform well its role as a bridge between enterprises and the government, corporations, general companies and related departments, branches and sectors that have an impact on and influence the production and business activities of enterprises in the Bloc Party Committee. Perform well its role as a link between enterprises to create a close connection and support each other for development.

Develop and effectively implement coordination regulations with Party organizations, authorities, associations, unions, agencies and units to support, remove difficulties and obstacles, and create favorable conditions for businesses.

Two is:Focus on innovating leadership methods, focusing on the grassroots, grasping the situation, production and business activities of enterprises. Proactively advising the Party Committee and the government on appropriate policies and strategies to promote enterprise development. Advise on effective solutions to control and grasp the flow of State capital, improve the efficiency of State capital use in enterprises, and prevent corruption, loss and waste.

Three is:Strengthening coordination in leadership to carry out political tasks, improving production and business efficiency, closely following economic development programs of the Central Government, the province, the industry and the corporations to focus on leadership, build production and business plans, innovate equipment, apply 4.0 technology, and digitize in administration and operation.

Strengthen joint ventures and associations; attract investment to improve competitiveness, restructure the market, and take full advantage of the trade agreements that Vietnam has signed. Quickly build Nghe An province's enterprises in the direction of production and business associated with environmental protection, sustainable development, and a position in integration.

Four is:Actively promote and mobilize enterprises to fulfill their obligations to the State; fully and promptly implement policies and regimes for employees according to regulations. Harmoniously resolve the interests of employees with the interests of shareholders and business owners. Do a good job of social security; build and implement a substantial and effective corporate culture, meeting the requirements of integration and development.

The year is:Focus on doing well the Party building work, improving the leadership capacity and fighting strength of the entire Party organization; enhancing the role of Party organizations in all types of enterprises. Strictly implement the principles of organizing Party activities, especially the principle of democratic centralism, maintain, consolidate and improve the leadership capacity of subordinate grassroots Party organizations.

Take care to build a team of key cadres, effectively implement "unification", integrate Party committee positions with key professional and union positions according to the "3 in 1" or "2 in 1" model. In particular, the position of Party committee secretary must be associated with the Chairman of the Board of Directors (Chairman of the company), Director or one of those two positions.

Continue to effectively implement Directive No. 05 of the Politburo on"Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle"associated with the implementation of the Central Resolution 4 (11th and 12th terms) on Party building and rectification. Fight against corruption and waste; prevent and repel ideological, political, moral and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation" within the Party.

Strengthen the development of Party organizations and Party members in private enterprises and foreign-invested enterprises. At the same time, strictly implement Directive No. 28, dated January 21, 2019 of the Central Party Secretariat on improving the quality of Party membership admission and reviewing and screening to remove unqualified Party members from the Party.

Six is:Continue to lead the implementation of national defense, security, social order and safety; regularly raise the spirit of vigilance, protect internal security, protect economic security, property safety and protect employees in the enterprise. Proactively prevent, combat and respond to unusual developments, develop plans to overcome the consequences caused by natural disasters.

Along with discussing and contributing opinions to documents, the Congress also has the important task of electing the Party Executive Committee of the 6th term and electing the delegation to attend the 19th Provincial Party Congress.I suggest that comrades focus their intelligence to give profound comments on the Party's documents, and at the same time wisely select and elect the Party Executive Committee of the 6th term to ensure standards and structure, representing qualities, qualifications and mettle; elect a delegation representing the intelligence and voice of 133 grassroots Party organizations and more than 5,600 Party members in the entire Party Committee of the Bloc to attend the 19th Provincial Party Congress.

Immediately after this Congress, I propose that the new Executive Committee of the Provincial Business Bloc Party Committee quickly develop regulations, programs, work plans and take timely implementation measures so that the Resolution of the new term Congress can come into life.

The Party Committee of Nghe An Province's Business Bloc will have many important breakthroughs, innovations and creativity; strengthen solidarity; build a strong Party Committee; continue to lead and direct the province's enterprises to improve their competitiveness and develop sustainably, contributing significantly to economic growth, ensuring political security and social security of the province.
