Comrade Nguyen Duc Trung - Chairman of the Provincial People's Committeereceived Mr. Nguyen Van Chuong (residing in Tan Lam block, Hung Dung ward, Vinh city). Mr. Chuong proposed that the Provincial People's Committee direct specialized agencies and Vinh City People's Committee to carry out procedures to issue and change the Land Use Right Certificate in Tan Lam block, which originated from his wife's parents' agreement for him and his wife to use stably and continuously from 1991 to present.

Regarding this content, on June 17, 2020, the Provincial People's Committee issued a document assigning the Vinh City People's Committee to review and respond to citizens in accordance with regulations. Vice Chairman of the Vinh City People's Committee Le Sy Chien said that the City People's Committee has assigned the Vinh City Land Registration Office branch to meet directly and guide citizens on procedures and request citizens to fully comply with those instructions.

Analyzing the documents provided by citizens, Mr. Vo Duy Viet - Director of the Department of Natural Resources and Environment said that the conditions according to regulations for transfer are not yet met.inheritancefrom his wife's parents to Mr. Chuong. Therefore, what needs to be done is to confirm which specific plot of land the citizen said he transferred and complete the inheritance document according to regulations.

Sharing the situation with the citizens, the Chairman of the Provincial People's Committee affirmed that it is still necessary to fully comply with the provisions of the law in resolving citizens' petitions. Therefore, the Chairman of the Provincial People's Committee assigned the Department of Natural Resources and Environment to preside over the review of the entire dossier, and the Department of Justice to coordinate in determining the legality of the citizen's dossier. If the dossier is incomplete, the citizen will be guided through the procedures according to regulations, considering the historical factors at that time.

The Chairman of the Provincial People's Committee also requested Mr. Chuong's family to cooperate with the relevant agencies to achieve the ultimate goal of resolving the citizens' wishes. The relevant agencies must report the incident to the Chairman of the Provincial People's Committee before December 31, 2020.

The Chairman of the Provincial People's Committee also received Mr. Hoang Dinh Hai (residing in Trung Dinh block, Hung Dung ward, Vinh city). Mr. Hai proposed that the competent authority apply a special mechanism to grant land use right certificates to 22 households in Phong Dinh Cang apartment complex.

Reporting at the meeting, Mr. Le Sy Chien - Vice Chairman of Vinh City People's Committee said that out of 22 households, 20 were home buyers and 2 were renters. Out of 20 households that bought houses, 15 had paid off the money, 5 were still in debt, the house purchase price did not include land price. Vinh City proposed a solution to collect 50% of land use fee in the land area attached to the purchased house, 100% of land use fee for the additional area.

Regarding this content, the leader of the People's Committee of Quynh Luu district said that in 2017, the district had organized enforcement but there were still 7 households that did not agree. On October 30, 2020, the People's Committee of Quynh Luu district developed a specific plan to resolve the case. According to the plan, by December 2020, the district will organize enforcement according to regulations if propaganda and mobilization measures do not achieve results.
